Mayor demands rehab for squatters near rail tracks

Raipur, January 27, 2011

Mayor Kiranmayi Nayak has demanded from South East Central Railway (SECR) to rehabilitate the squatters dwelling on the lands besides rail tracks in the capital city. She said the best rehabilitation package for such people would be Sukhi Grih Prakalp Yojana (SGPY) that was launched by Union Railway Minister Mamata Banerjee in Kolkata Municipal Corporation. In this connection, Nayak met SECR’s DRM Binayak P Swain on Thursday and informed him that shanty dwellers near rail tracks were leading abject life in the absence of basic facilities and their conditions aggravate during rains when their areas get submerge.
Swain assured that he and other Railway engineers would conduct spot inspection of Veerangana Avanti Bai Lodhi ward, WRS region and Jagriti Nagar (Raman Mandir ward) along with RMC’s zone 1 & 2 engineers and local corporators either on coming on coming or following Sunday.
Both Nayak and Swain agreed that eviction would not be done forcibly in any of the areas and first the SECR and civic officials would evolve consensus before commencing any rehabilitation plan. For this, the Railway officials would first identify the lands occupied by the squatters near rail tracks and then prepare a detail project report (DPR) to implement in all the areas.
Briefing about some of the specific problems of the slum areas besides tracks in Jagriti Nagar, Nayak said the residents live in unhygienic conditions as they lack sulabh toilet and the construction of the drain in the locality was stopped before completion. Besides, the culvert on Vishakhapatnam track requires revamping and widening, Railway’s approval required for road concretisation and construction of Aanganbadi centre for impoverished children in the area.
The SGPY is aimed to provide better life to the slum dwellers who wish to vacate the lands they occupy besides the rail tracks. According to scheme, the Railways along with Union Urban development Department would construct flats with one room, kitchen and toilet for the squatters. These flats would be provided free-of-cost to these people.
Under the scheme, only the listed shanty dwellers would get flats and not the encroachers who had recently occupied the Railway land.
