Mayor asks officials to demolish house, impose heave fine on encroacher

The illegal constructions over nullahs, drains and public places in the city have completely disrupted municipal’s sanitation works. One such encroachment surfaced in Kashiram Nagar (Guru Ghasidas ward) where a resident has illegally raised a house over the nullah. “The house is the major obstruction in the cleaning process of the nullah, but the civic authorities including the local corporator always put a deaf ear whenever we attempt to pull their attention towards it,” said the angry residents who are forced to live in unhygienic conditions.
Mayor Kiranmayi Nayak, who visited the area on Tuesday to inspect the RMC’s ongoing nullah cleaning campaign that commenced on May 19, 2010, got infuriated by the sight of encroachment over nullah. She expressed her displeasure over the lethargic attitude of the Zone-4 Commissioner Vinod Kumar Dewangan in taking prompt action against the encroachers. She directed Dewangan to demolish the house and impose heavy fine on the encroacher.
However, when she inspected the other parts of Kashiram Nagar, she found many more encroachments in the area. She further instructed Dewangan to remove all the encroachments and launch dense sanitation drive in the locality by engaging a 3D machine from Wednesday.
Nayak was accompanied by Raipur (North) legislator Kuldeep Juneja, MiC member and president of RMC’s Health department Govind Mishra, corporators Pradeep Verma and Zonal Health Officer Dr Preetam Mishra.


After 20 years, Arman nullah is being cleaned with poclain

The residents of Raja Talab have reason to smile these days. They informed that this is the first time in past two decades that they had seen Arman nullah being cleaned with poclain. “We hail the initiative taken by Mayor Kiranmayi Nayak and anticipate that similar sanitation drive would continue in the area in coming years,” said the exulted residents.
Nayak visited the area on Tuesday and inspected the cleaning works of Arman nullah. She said all the drains of the ward would also be cleaned in next couple of days.
Notably, the municipal’s special sanitation gang commenced cleaning of Arman nullah with poclain on May 22, 2010. The officials informed that the cleaning process will be complete in one week.
Nayak has directed the Zone-3 Commissioner Subhash Chandrakar and Health Officer Dr Preetam Mishra to monitor the cleaning work of the nullah and complete it in the given timeframe so that the people could not face inconvenience during rainy season.
Later, Nayak also visited Maudhapara (Hawaldar Abdul Hameed ward) and inspected the RMC’s preparations to clean the Dandhubada nullah. She asked the officials to completely demolish the boundary wall of the nullah to clean it thoroughly before the rainy season.
Notably, the nullah overflows during rains and the nearby bastis remain submerged due to poor drainage system.

The residents of Sanjay Nagar (Shaheed Rajeev Pandey ward) have protested digging of new kuchcha nullah in the area. The local corporator Samir Akhtar said that the RMC should stop digging new nullah as it was not required in the area.
“The RMC is digging the kuchcha nullah to provide proper drainage facility to the residents of Dharam Nagar. This nullah will terminate at Sanjay Nagar, but during rains, it will create major problem for the residents as it might cause submergence of nearby bastis,” said Akhtar.
“Earlier, the nullah was supposed to terminated in Santoshi Nagar, but the residents there strongly opposed the proposed plan and the civic officials had to changed it in the last minute,” he added.
Akhtar said more mishaps could occur if the new kuchcha nullah would come into existence. “Already, there are two big nullahs in the vicinity of Sanjay Nagar. In addition, the Ring Road No 1 contains big potholes. Owing to both the nullahs and the potholes, the entire locality has become accidental zone round the year,” he said. 
The Sanjay Nagar residents have warned that if the digging works of the kuchcha nullah would not stop then they would launch massive protest rallies, dharnas and agitations.


Corporators gherao Zone-8 Commissioner office

Blame him for no development works in wards

The corporators of Zone-8 are severely disappointed due to no commencement of development works in their wards. In this connection, all the eight corporators gheraoed the Zone Commissioner Rakesh Gupta’s office on Tuesday and shouted slogans against him. The corporators say that Gupta never cooperate with them and consequently the development works had been affected in their wards.
They are planning to complain against Gupta to Urban Administration and Development Minister Rajesh Munat, Mayor Kiranmayi Nayak and Commissioner Om Prakash Choudhary.
“We do not know where to go. The Commissioner says that the proposal of development works should come through Zone Commissioner, but he does not have time to discuss about the problems of our wards. How many times we would have to knock the doors of top authorities for small works like road, water and electricity,” the corporators said.
They informed that even the officials of the relevant departments were apathetic towards their problems. “All wards are facing acute water crisis at present, but the RMC administration has not yet come up with any effective solution to deal this recurring problem,” they said.
The corporators also held a meeting on Tuesday to chalk out future strategy to continue their protest against the Zone Commissioner.
There are eight wards under Zone-8. Seven wards belong to BJP corporators – Sunil Chandrakar (Shaheed Bhagat Singh ward), Manish Dhruv (Veer Sawarkar Nagar ward), Bajrang Nishad (Ramkrishna Paramhans ward), Narad Kaushal (Sant Kabirdas ward), Neeraj Katlam (Ishwaricharan Shukla ward), Renuka Bakshi (Swami Atmanand ward) and Dhaneshwari Dhruv (Sant Ravidas ward). While one ward is represented by independent corporator Deenbandhu Singh Thakur who is also the member of Mayor-in-Council (MiC) and president of municipal’s Education, Sports and Youth Welfare department.

Have you cleared Shikshakarmi selection examinations 2009? If yes, then why are you worried? You must be thinking whether you would get a seat close to your hometown or not. But just put a break on all your negative thoughts. There is good news for you. Even if you have scored less mark, you can grab your coveted seat simply by using your influence and by paying hefty amount to one of the many touts linked with those corrupt government officials who have modified the recruitment process into an open market sale.
These types of suggestions, inputs and allegations seem to be gaining louder voice in the premises of Zila Panchayat office where hundreds of Shikshakarmi candidates are presently turning out everyday to get their documents checked before the counseling.
There are 1740 seats (641 - Grade-I, 627 – Grade-II, 472 – Grade-III) available for the Shikshakarmi candidates in 15 blocks of Raipur Zila Panchayat. The most sought after seats for candidates of Raipur are in Dharsiva followed by Tilda, Abnanpur and Arang blocks. But strangely, a number of vacant seats of these blocks have not been included in the lists of Grad-I & II flashed in the official website of the district – raipur.gov.in.
More importantly, about 29 seats of Grade-I are missing from the list available in the website and a majority of them belong to Dharsiva and other blocks close to Raipur city. Several candidates who are top scorers in Shikshakarmi exams 2009 admit that they, too, were surprised when they found seats close to Raipur were missing from the lists in the website.
“We have already enquired from our friends and relatives about vacant seats in nearby places, but we are shattered when we saw those seats missing from the lists,” they said. “We know that that these seats would later be filled with such candidates who would readily afford Rs 3-5 lakh to the corrupt officials,” they added.
When Central Chronicle reached village Guma (Dharsiva), it found the post of Chemistry teacher was vacant in the government school, but the seat was not mentioned in the Website. Similarly, the schools in village Khauna (Tilda) and Mana contain vacant seats.
When contacted, a Raipur resident Grade-I Shikshakarmi who was posted in village Khaira (Bhatapara) informed that she had to resign recently because she did not had adequate bribe money to get transferred to a vacant seat that was closer to the capital city.
On the contrary, the CEO of Zila Panchayat Rajat Kumar and the Deputy Director Suresh Kumar Dubey deny the charge of irregularities in Shikshakarmi recruitment process. They claimed that complete transparency would be maintained in selection of candidates.
However, the duo stunned and posed mysterious silence when asked why the candidates were not being informed about the exact number of general and reserved seats. The reason of their silence was unleashed by the Shikshakarmis who informed that if a candidate from reserved category scores good marks, he or she gets selected, but for general seat. This is how, the general candidates face tough competition from the reserved ones even in their own category. Later, the names of these general candidates either appear in the subsequent lists after counseling or they adopt easy method of backdoor entry, i.e. money and key contacts.

I am also getting complaints about hidden seats of Shikshakarmis: Verma
Zila Panchayat President Laxmi Verma admits that she, too, had received several complaints pertaining to hidden Shikshakarmi seats. “A number of candidates have informed me that the seats close to Raipur city have been blocked, but this decision is being taken by the CEO Zila Panchayat and District Education Officer and I am nowhere in the picture,” she said. Verma, however, said that she would inquire about the allegations of corruption in Shikshakarmi selection and hold a meeting of CEO and other relevant officials in this regard. When asked if the top rankers would not get nearby seats and later some other candidates would obtain those posts by using their influence or by bribing to the corrupt officials, she assured that she would not allow anyone to fill the particular seats through any other mode after the completion of Shikshakarmi recruitment process.


I am not aware about undisclosed seats of Shikshakarmis: Rajat Kumar
The CEO of Zila Panchayat Rajat Kumar says that he was unaware about the undisclosed seats. He claimed that the official website contained complete information about the seats. “It is the job of DEO to send us the list of vacant seats and it her discretion whether to disclose any seat or to make it available for the candidates,” he said. Kumar asserted that the Zila Panchayat was only supposed to fill fifty percent of the vacant seats as the remaining posts were being accommodated through promotions. When asked how the eligible candidates would know about the vacant seats if they had not been disclosed, Kumar curtly replied that he was not answerable to anybody and he would not comment. When insisted whether there was a racket of officials and touts active in selling these vacant seats for transfers and promotions, Kumar get infuriated and reiterated that he was not bound to answer the media.

Yes! We have blocked some seats: Bhamra
The District Education Officer (DEO) R Bhamra admits that some seats of Shikshakarmis have been blocked. “But we have kept these seats to be filled through promotions. Since, our existing Shikshakarmis do not want to go distant places after promotion, we have no other option then to keep some seats reserved for them in nearby locations,” said Bhamra. She confirmed that a majority of seats in Dharsiva block had been kept hidden.
