FLIP SIDE - Candid v/s calculative

Yogesh Mishra

The British Prime Minister David Cameron is a very candid person. He says he does not like hiding his feelings. Hence, when he said Pakistan was the exporter of terrorism, India grinned. But India frowned when he offered to shift the Commonwealth games to London from New Delhi if the latter was not ready to host it.
Again, when Cameron refused to return Kohinoor to India terming it the most precious part of UK’s royal museum, India got angry, but controlled his emotions. Why? Why our leaders are sticking to calculative statements? The entire West is outspoken whether it’s a UK PM or US president or anybody else.

Even Pakistan uses objectionable statements during formal talks, thanks to its habit of committing such mistakes repeatedly, but India should at least express such feeling which is must for its own benefit and interest. At least, the Indian leaders can be candid as well as calculative while giving statements at international forums. Dear Manmohan Singh, have you overheard this advice? So, can we expect that you will not depend too much on Sonia Gandhi? After all, it’s high time to be self-reliant.

FLIP SIDE - Sigh of relief

Yogesh Mishra

When Union Home Secretary GK Pillai, during his recent Chhattisgarh visit, ruled out the possibility of deploying army in the Maoist-hit areas of the state in spite of series of naxal violence in the past couple of months, the leaders from both the ruling BJP as well as Opposition Congress heaved a sigh of relief. Although, both parties genuinely want eradication of naxalism from the tribal belts but not through army route.

Contradiction surfaces at this juncture. The BJP’s national leadership wants army to deal naxals in Chhattisgarh, but this was made public only recently by Leader of Opposition in Lok Sabha Sushma Swaraj while interacting with media persons during her Raipur visit. Swaraj first replied to the query on naxalism (now terrorism) in an obscure manner, but when the media insisted, she said a big ‘yes’ for army on party’s behalf. However, before her announcement, she had transferred the question to the Chief Minister Raman Singh terming him appropriate person to answer. Singh’s reply was completely indecipherable. He looked in accordance with Swaraj pertaining to use of army as a last resort to solve naxal problem, but the inference of his broken statements clearly indicated that he wanted Centre to take final decision after trying all permutations and combinations. But why Singh is not overtly supporting army deployment? The reason is simple. He knows that the army operations in the naxal-infested areas would also claim several innocent lives as it happened in Punjab and that might dethrone his party in the next elections. Hence, he wants to adopt the development route to win the confidence and mandate of tribals and has reasserted his faith in existing paramilitary forces.

The state Congress was also apprehensive that if the army was to be pressed into service in the naxal belts, people would not give it opportunity in the next Vidhan Sabha elections. Therefore, the Congress leaders, too, had kept their fingers crossed until the Union Home Secretary finally proclaimed before the media that army was not required in the present scenario and that it would take at least 5-7 years to eradicate naxal problem completely.

FLIP SIDE - Speech skills

Yogesh Mishra

There are few ministers in the Chief Minister Raman Singh’s Cabinet who have been advised by their fellow ministers as well as by the Opposition Congress to hone their speech skills. One such minister, who is rather a novice in the Cabinet, when addressing a group of investors arrived recently in the capital from different parts of the country, quickly comprehended that he would have to adopt an eclectic approach while interacting with non-political brains. He must be thinking that extolling his government’s works in state Assembly was a job more comfortable than to convince the investors that the money they spend in the state would give them high returns. Another minister, who hails from Bilaspur district, always speaks through the craftily knitted words served by the officials of his department. The Opposition Congress sporadically cracks a joke on him for groping for words when he has to answer any query pertaining to his portfolio. However, he has gained little confidence now after giving a long written reply to the flurry of the questions shot by former chief minister Ajit Jogi on irregularities in his department. Why does the state BJP unit not invite the party’s firebrand figures and speech-maestros like Narendra Modi, Shatrughan Sinha or even the entertainer Navjot Singh Siddhu to train its ministers and legislators, and of course, the workers to enrich their political vocabulary ?

FLIP SIDE - Ubiquitous leaders

Yogesh Mishra

There are too many politicos who are ubiquitous and you will find them even at those places where they are not supposed to be. But when you ask them about their omnipresence, they will answer gravely – “We are politicians. It is our duty to be present in every appropriate and inappropriate place.” One corporator-turned-MLA from Congress also belongs to the bandwagon of ubiquitous leaders. You can easily identify him even in a thickly crowded place because of his tallness. The people close to him say that he had yet to break the shell of corporator and think big, not just for his ward but for his entire constituency. Dear MLA, whether you are a corporator or a legislator, the issues would be the same, but with your domain expanded, you need to meet the expectations of more number of voters. Make sure, as your past hard work earned you an MLA berth, you do not lose the opportunity for same profile next time due to your existing approach – to be in limelight without work. Remember, sometimes, omnipresence cost dear to oneself as has happened with one of your party’s district-level leaders who had rather been rebuked by senior leaders to control his tongue in public.

FLIP SIDE - In pursuit of prominence

Yogesh Mishra

Another state-level Youth Congress leader has categorically instructed his adjutants to instantly inform him wherever they discover the people angry with the system, especially students. This leader has, in fact, decided to keep on creating scenes at Pt Ravishankar Shukla University (RSU) campus in support of students’ issues. This idea serves him two purposes, one – his image will develop as staunch supporter of students which he will encash later in terms of arranging massive crowd during arrival of his party’s national leaders and two – he wants to develop his overall image as a professional politician in well-nigh contradiction with his physical features.

FLIP SIDE - Self-reformation

Yogesh Mishra

In BJP, two leaders who suddenly became ‘Page 1’ figures for media due to their empire in the field of construction have decided to do the damage control exercise or more precisely an image rebuilding exercise by appearing in every event of the party, meetings and public as well as media interactive sessions with their humble faces and gentle ‘clarifying statements’.

FLIP SIDE - Feigned overlordship

Yogesh Mishra

There is a BJP leader and a corporator in Chhattisgarh who has been elevated to a more dignified profile in the Raipur Municipal Corporation (RMC, but he poses as if he has an aura of an MLA or a Parliamentarian. He, too, cannot help going to people which is a natural propensity of a public representative, but always trespasses his limits and starts issuing directives to the officials which is supposed to be given either by the head of the civic administration or by the first person of the capital city.

Raman Singh: Naxals are aiming Delhi, not Chhattisgarh

Says govt committed to uproot naxals

Raipur, July 27

Denying the apprehensions of the opposition that the
naxals are aiming to come on power in the Chhattisgarh through
undemocratic ladder, Chief Minister Raman Singh said they had rather
bigger ambition and they actually want to steer the country as had
happed in Nepal. Singh’s denial came during the discussion on
adjournment motion called by Opposition on rising naxal violence in
the Chhattisgarh during the monsoon session of the state Assembly on
Tuesday.
Singh said the naxalism had become major challenge for the entire
nation and it could be tackled only through the joint effort. “The
state government is committed to deal this issue and we are getting
full support from the Centre,” he said.
“The Opposition should not mislead common people regarding
government’s initiatives to solve the naxal problem. We have
maintained continuous dialogue with the Centre and both the Prime
Minister and the Union Home Minister have appreciated our attempts.
When there is perfect understanding between the Chhattisgarh
government and the Centre, why the middlemen are trying to prove that
our relations are tensed,” asked Singh.
Putting all the allegations leveled by the opposition aside, Singh
said the Maoist agitation began in the state back in early seventies
and it via West Bengal, Maharashtra and Andhra Pradesh.
“We launched offensive against the naxals ever since we came into
power. But what had the previous governments done to solve the issue?
When the problem is age old, it should have been checked during its
inception,” Singh said.
On Opposition’s advice to adopt Andhra Pradesh model to eradicate
Maoists, Singh said the BJP government did follow the neighbouring
state’s path and opened schools to train its jawans in jungle warfare,
but why the Congress did not adopt similar successful methods when it
was in power.
Strongly objecting the comments of Congress leaders including AICC
general secretary Digvijay Singh that the BJP won the legislative
elections in the Bastar regions because of Raman Singh’s ploy to buy
the seats, Singh said the statements show mere frustrations of the
Congress leaders as his party struggled hard and got the mandate of
the local people by winning their confidence.
Pointing towards the human activists who emerge only when the
government takes action against the naxals, Singh said they were
double faced and concoct a different narrative to tarnish the image of
police and to glorify the naxals. “It is sad that these human
activists shed their tears only when the Maoists are killed and become
stolid when several jawans and innocent people become victims of the
extremists,” Singh said.

Statements of CM, HM on naxal domain contradictory: Ravindra Choubey

Raipur, July 27

The statements of Chief Minister Raman Singh and Home
Minister Nankiram Kanwar on naxal domain in the state are
contradictory and proved why the government failed to combat the
Maoists successfully. The strictures against the government came from
Leader of the Opposition Ravindra Choubey during the discussion on
adjournment motion called by Opposition on rising naxal violence in
the Chhattisgarh during the monsoon session of the state Assembly on
Tuesday.
Terming Kanwar as the weakest Home Ministers of the state, Choubey
said it was unfortunate that he had not learn how to give statements
in spite of holding such a significant portfolio. “The HM claims that
the extremists had not increased their gamut in the state while the CM
informs the Centre that about 13 districts are reeling under the
Maoists menace. This is strange and indicates that the CM and his
ministers are polarised,” he said.
“Several heartrending incidents occurred amidst the budget and monsoon
sessions, but instead of mulling over the solution of naxal problem,
it is an irony that the HM continuously delivers uncalculated words
while the top cops do not miss the opportunity to make empty claims
before electronic media,” Choubey said.
Pertaining to the implementation of the suggestions on naxal issue
given by the legislators of both ruling and Opposition parties during
close door meeting called upon by the BJP government two years back,
Choubey asked from the CM why he did not implement any of the inputs
that could have transformed the scenario by far.
He alleged that majority of essential items including ration, uniform,
etc were being supplied to the naxals from capital and other cities
but the government was deliberately refraining to take any action
against the network of people who were involved in it.
He said the government should trust on the existing forces deployed in
the naxal-affected areas instead of demanding army. “Equip our jawans
with the hi-tech gadgets and weapons and increase the seats in jungle
warfare school so that we could get more number of personnel to combat
the extremists,” Choubey said.
He said the Bastarians had lost faith on the government which could be
regained only through the development works. He demanded from the
government to ensure that the Bastarians get job in giant companies
like Essar and Tata that had got permission to explore state’s
abundant mines in tribal areas.

Ajit Jogi: Army deployment not feasible in naxal belts

Advises govt to adopt Andhra Pradesh model to tackle naxal menace

Alleges CM was highest bidder for legislative seats during VS polls

Raipur, July 27

Flaying the state government for not framing any
effective strategy to eradicate naxalism, senior Congress leader and
former CM Ajit Jogi said that Chief Minister Raman Singh’s proposal of
army deployment in the Maoist-hit areas was not feasible. The entire
proposal indicates that the BJP-led state government was not serious
in solving the issue and it just wanted to throw the ball in the
Centre’s court, Jogi said during the discussion on adjournment motion
called by Opposition on rising naxal violence in the Chhattisgarh
during the monsoon session of the state Assembly on Tuesday.
Jogi said the government did not ponder about the aftereffects of army
deployment before making such demand from the Centre. He said the
conditions in Chhattisgarh had not aggravate to that extent that army
was thought to be the last resort. “The government can deal the
problem with the existing paramilitary forces, but it must use it
properly,” he said pointing that the Centre usually presses the army
in those states that are located at national borders like Jammu and
Kashmir and north-eastern states.
Jogi advised the government to adopt the Andhra Pradesh formula to
uproot the naxals. “Although the number of our jawans is much more
than the total number of Maoists in the state, but during encounters,
the extremists overpower us because they are well versed with the
demography of the Bastar region and are experts in guerilla war. The
government should first train the CRPF jawans before sending them in
the dense forests,” he said.
Pointing towards the Raman government’s success in the past two
Assembly elections in the Bastar region, Jogi alleged that it happened
back-to-back because the CM himself was the highest bidder for
legislative seats.
Expressing his concern over the expanding domain of naxals in the
state, Jogi referred to a report that said that the Maoist terror
could be felt in all the districts except Janjgir-Champa.
He said the government incurred maximum loss in terms of property and
lives due to landmine laid by the naxals in every party of the Bastar
region including kuchcha and pucca roads. “The United States of
America (USA) faced similar situation in Afghanistan, but it had host
of hi-tech landmine detectors. When Centre is ready to flow the fund,
why Raman-government is not purchasing such gadgets?” he asked. He
also condemned the government for not buying quality bullet proof
jackets for the jawans.
Ridiculing the salva judum campaign launched by the BJP government,
Jogi asked how the government could initiate such drives based on
peaceful agitation when the naxals were relentlessly killing the
innocent people. He said the supporters of salva judum had directly
come into the hit list of Maoists and they would kill them one-by-one.

182 posts vacant in five govt agriculture colleges

Raipur, July 26

Agriculture Minister Chandrashekhar Sahu has informed
that about 182 posts including teaching and non-teaching staff are
vacant in state’s five government agriculture colleges. Sahu’s
information came in the form of written answer to a question of
Congress MLA Dr Premsai Singh Tekam during the state Assembly’s
monsoon session on Monday.
Tekam has asked from the minister to provide detailed information
about the total number of government agriculture colleges being
operated in the state, the dates of their establishment and the number
of students in each institution. Tekam also inquired from the minister
about the total number of posts approved for each college besides the
status of vacancies and the time period the government would take in
filling all the vacant posts.
Sahu informed the House that the government had opened five
agriculture colleges in the state at Raipur, Ambikapur, Bilaspur,
Jagdalpur and Kawardha.
The first government agriculture college was opened in Raipur in 1961
and about 576 students have been enrolled in it. In 2001, three more
colleges were opened in Ambikapur, Bilaspur, Jagdalpur and the
strength of students in each college is 196, 220 and 212 respectively.
In 2007, the government established an agriculture college in Kawardha
where 159 students are studying.
Sahu informed that 60 teaching staff and 122 non-teachings staff were
vacant in the five colleges. In Raipur, 90 teaching posts have been
approved of which 22 are vacant while among 94 non-teaching approved
posts, 15 have still not been filled.
In Ambikapur, there are 16 posts for teaching staff, but only six have
been filled while ten still are vacant. Similarly, there are 57
non-teaching posts, but more than half, i.e. 31 posts are vacant.
Among 16 approved teaching posts in Bilaspur, only half have been
filled while 25 posts are still vacant out of 57 non-teaching posts.
In Jagdalpur, only one quarter of the total 16 approved teaching posts
have been filled while 12 are still vacant. Similarly, out of 57
non-teaching posts, 27 are still vacant.
In Kawardha, fifty percent of the 16 approved teaching posts have been
filled while 24 out of 56 non-teaching posts are vacant.

Conditions of rain-hit areas better than past years: Mayor

Raipur, July 26

Mayor Kiranmayi Nayak has claimed that the conditions
of rain-hit areas of the capital were better than previous years.
“Earlier the low-lying areas would remain submerged after heavy and
incessant rains, but the scenario has completely changed this year and
water smoothly drains out from these places because of the municipal’s
intense sanitation drive before monsoon,” Nayak said while she was
reviewing the arrangements made by the civic administration during
rainy season like proper drainage in the city besides the role played
by disaster management cell in the aftermath of heavy showers.
Nayak said although the sanitation drive prior to rains brought
anticipated result in the low-lying areas, but the problem of
waterlogging in some places still loomed large because of
encroachments over nullahs and drains that are hampering regular
cleaning works. She asked the zone commissioners to remove all such
illegal occupants from their areas launching anti-encroachment drive.
She further asked the officials to make the phone numbers of central
disaster management cell as well as its zonal branches besides flood
relief cell at fire station. She instructed the officials to purchase
all the essential items required for rescue operations in flooded
areas to avoid any panic.
She asked the officials to provide 70 sanitation workers to the
disaster management cell and prepare their duty chart in three shifts
during the entire rainy season.

FLIP SIDE - Oracle octopus Paul

Yogesh Mishra

The psychic Octopus Paul, who is more popularly known as oracle
octopus, is on seventh heaven after his prediction once again proved
correct that Spain will win the Football World Cup final. This octopus
has knack of predicting outcome of the games. Presently, octopus Paul
is in Germany’s Oberhausen Sea Life aquarium. We want this octopus
desperately in India as it can do miracles through its prophecies. The
politicians will also agree on this because they too would know about
the crests and troughs of their career. If we can give several
opportunities to the politicians who always deceive us then why cannot
we trust on this octopus that is of course not selfish and would
foretell impartially. We can take help of octopus Paul in finding the
solution of various problems including naxalism, terrorism,
starvation, etc. We can also know when exactly the prices of essential
commodities would come down. Who knows, this octopus may become like
Nostradamus.

FLIP SIDE - Potatoes costlier than petrol

Yogesh Mishra

The cost of potatoes went gone past Rs 60 per kg this week due to
sudden increase in transportation fare that happened because of recent
fuel price hike. The petrol that cost almost Rs 53 per litre was Rs 7
less than one kg potato. The comparative rates of potatoes and petrol
confused the common man and he could not help thinking like a
businessman. He considered petrol a profitable deal than potato
because he knew that there was no other option for the fuel, but he
would at least find alternate additives for food for a time being.

FLIP SIDE - Overloaded school buses, autos

Yogesh Mishra

Finally, there is someone who cares for students. It is the state
Transport department that has decided to take action on school buses,
vans and auto rickshaws overloaded with students. The Additional
Transport Commissioner BS Maravi has directed the flying squads of all
the districts to keep an eye on these vehicles. This is a welcoming
move. The kids wake up early morning to pick the school bus, van or
auto. They utilise their travel time from home to school by either by
completing their sleep or swotting some chapters. At school, they
spend at least 6-7 hours. Hence, when they return, they again want to
relax. But they do not get anticipated comfort as the school buses and
vans fill students double the number of their seats while autowalas
pack the children thrice the capacity of their vehicles. Ironically,
parents pay hefty conveyance fee hoping that their kids would have
safe and comfortable journey. Now, if Transport department can realise
that the overloaded vehicles with students are more prone to road
mishaps and further inaction would cost innocent lives, why police
administration is sleeping? Why it does not take action against the
overloaded vehicles carrying students and seize them along with
driving license of the driver? Why it does not admonish school
managements to consider children as humans, not goods while pushing
them in the buses or vans? In addition, the police should also take
action against the children below 18 who have developed a cult of
racing their vehicles in the crowded areas. Why any of the police
campaign against norm violating vehicles does not last more than a
week or fortnight? Till how long the traffic cops will allow the
violators to disappear along with their vehicles merely by taking Rs
50 (earlier it was Rs 20)? Now, the responsibility does not end with
the police alone. The parents and school managements should also be
blamed. Why parents do no check whether their kids get seat everyday
or not? They should quickly inquire from the autowala or the school
management why their children had to face inconvenience during travel
when the pay the full fare or conveyance fee. Unfortunately, these
parents only awake when they read the headlines in the newspapers that
some school bus dashed a truck or a crowded auto with students turned
turtle. However, instead of taking lesson from such episodes, they
start blaming the police, district and civic administrations. Finally,
the school managements are completely indifferent towards the problem
of the students. They simply want money, no matter how much
inconvenience the students face in bus. So, after the Transport
department’s initiatives, will the police, parents and school
managements follow the suit?

FLIP SIDE - Water harvesting

Yogesh Mishra

Just a month back, the government and all the civic bodies were
appealing to the people to save water and to install water harvesting
system. In the capital, the RMC had given ultimatum to all the
residents, builders and government edifices to install water
harvesting system before June 30, 2010. The municipal also launched an
awareness campaign to inform the benefits of this acute water
conservation technique to the people. But unfortunately, only few
people showed interest. Why? Because, water consumption and wastage is
more in the large edifices, both government and private and people
think the water harvesting system should be first installed in these
buildings. Another reason is the high cost of installation. There are
only few experts in water harvesting system and they demand inordinate
fee and installation charges. The maintenance charge of water
harvesting system is also expensive. So, first the civic bodies
including the RMC should deal with the cost factor of the technique
and must take help of the government. If the installation process will
be economical and its maintenance would not dent people’s pocket then
everyone will readily agree on municipal’s terms and conditions.
Interesting suggestions have surfaced from slum and low-lying areas
that face water crisis during summer and flood-like situation during
rainy season. The residents of these places say that the installation
of water harvesting system in their localities would not only rid them
from the problem of water scarcity in summer and affluence in the
rainy season, but would also increase the groundwater table of the
surrounding areas. However, they say the installation cost should be
incurred by the government as they do not have enough money even for
their subsistence. The RMC must be thinking if it would keep on doing
charity works then how its exchequer would bulge.

FLIP SIDE - Capital traffic

Yogesh Mishra

The RMC and police administration recently decided to improve the capital’s traffic system by posing stern face towards the norm violating motorists. The RMC also constituted zonal teams for the purpose. Suddenly, the roads and intersections of the capital wore a new look and Raipurians found traffic cops seriously discharging their responsibility in every square, triangle and turning. People thought they would soon get rid of frequent traffic bottlenecks at the busy roads. But, Raipur’s motorists are much smarter than the RMC and the police administration had anticipated. While some motorists prefer paying fine on tariff violation instead of learning rules, the others adopt different routes to avoid facing cops. The motorists ridicule the responsible authorities for intermittently awakening from deep trance and attempting to convince people that they would not sleep again and soon improve the traffic woes. The motorists say the solution of capital traffic lies on seriousness of the concerned departments which usually vanish after briefly pursuing their task. The traffic police also look worried. In fact, strictness is not in their habit. They rather believe in ‘compromise’ that eventually ‘satisfy’ them as well as the motorists. Some cops find it difficult in simultaneously managing the flooding motorists at road intersections and making challans against the queuing norm violators.

FLIP SIDE - Politically incorrect

Yogesh Mishra

The BJP national president Nitin Gadkari is once again in controversy due to his non-calculated talks. This time, he has targeted Congress and has once again made politically incorrect remark raising the delay in hanging death row convict Afzal Guru. The other BJP leaders, especially national spokespersons startled as soon as they heard Gadkari’s comments because they knew how much exercise they would have to do now to save party’s image and give a sophisticated meaning to Gadkari’s comments. The BJP spokesperson Ravishankar Prasad says Gadkari’s comments reflect people’s sentiments and wrath against the UPA government. But BJP workers in Chhattisgarh ask why only Gadkari face criticism when worst remarks had been made by various leaders like Mayawati, Mulayam Singh Yadav, Lalu Prasad Yadav, M Karunanidhi, J Jayalalitha and several leaders from Southern India, Bal Thackrey, Raj Thackeray and even from Sonia Gandhi who had used unparliamentary words against Narendra Modi. They also questioned why Congress leaders were mum when Union Agriculture Minister Sharad Pawar had said that people would not die if they would consume less sugar when he was asked by the media pertaining to his failure in curbing rising sugar prices.

FLIP SIDE - Why Congress is sulking?

Yogesh Mishra

The state Congress is utterly flummoxed by the attitude of the party’s Union ministers because every time their Chhattisgarh visit summerises with appreciation of Chief Minister Raman Singh’s government. The Congress leaders are continuously demanding from the party’s national leadership to thwart the rising trend of glorifying opposition parties that are ruling in states. They said they would not be left with any issue in Chhattisgarh if the Union ministers would continue giving full marks to the BJP government in every department. Recently, Congress MLA Amitesh Shukla complained against Planning Commission Deputy Chairman Montek Singh Ahluwalia to the party supremo Sonia Gandhi. Shukla asked how come Ahluwalia applauded the Chhattisgarh governments for effectively implementing the PDS and did not instruct it to expedite payments under NREGS works. The other senior party leaders, too, have made similar complaints to the high command. Unimpressed by such complaints, Sonia has reportedly directed Amitesh and other senior party leaders to concentrate in consolidating the party in the state instead of sulking on petty issues.

FLIP SIDE - High income

Yogesh Mishra

There are a couple of officials in the RMC who are illustrious (or notorious?) because of their high income. The stories of these officials are being dramatically narrated in the municipal corridors. You simply ask anybody in the RMC about the actual income of these officials (or precisely corrupt staff) and your eyes will dilate when the monetary figures will resonate in your ears like a clang of distant bells. One such high-earning official has recently been rebuked by the mayor when she discovered that he had deliberately manipulated many of her decisions without her knowledge. The mayor later revealed that he had also manipulated the decisions of Mayor-in-Council (MiC) on the instructions of his bosses. But this official is stolid. He always focuses on his target and does not mind if he gets humiliated. He maintains a low profile and did not complain even when he got small dingy office room because he spends majority of his precious time in clinching ‘big deals’. Another official, who gathers money even with his eyebrows, has occupied the top post of one department for several years. He has developed expertise in extracting money from garbage. He was reaping abundant sum during the tenure of former mayor because he had developed excellent rapport with the decision-makers. Now, with the arrival of new mayor, he had to change many of his ‘strategies’ and ‘tie-ups’. Recently, he has also got show-cause notice from municipal commissioner. Anticipating the flow of air from opposite direction, he is planning to take transfer before being trapped in any major controversy followed by departmental enquiry.

FLIP SIDE - Price rise, politics & dharna

Yogesh Mishra

The rising prices of essential commodities have given golden
opportunity to the opposite parties to hit the Congress-led UPA
government, expose its flawed policies and create its ‘bad boy’ image
before public. So, all the opposite parties including BJP joined hands
and staged nationwide dharna and demanded from the Centre either to
bring down prices or to step down. After the dharna of opposition was
over, the Congress decided to show the public a different angle of
bringing the prices down, especially fuel prices. In Chhattisgarh, the
state Congress staged dharna and informed people that the state
government, too, can curb inflation by merely reducing VAT (Value
Added Tax). The Congress said if the government would cut down VAT on
petroleum products from existing 25% to 14%, the petrol and diesel
would be cheaper by Rs 5 and Rs 3 respectively while the LPG cylinder
price would plunge by Rs 35. Suddenly, the ball is in BJP’s court and
Congress is smiling. But will the UPA further slash prices of
essential commodities including petroleum products if the state
governments including Chhattisgarh reduce VAT? The fact is, neither
the state governments nor the Centre will take any decision in
people’s favour. They simply want to deceive the citizens on pretext
of dharnas. Gandhiji, alas, this is not your period and now dharnas
are staged not for masses, but for classes (self). Is Congress still
smiling?

FLIP SIDE - Ego clash

Yogesh Mishra

A top civic official has gone on long leave due to his differences with the minister of relevant department. But do you know why this official has dared to lock horn with the minister? It is because the official does not want to please the minister by sycophancy, but by his performance that, according to him, always traverses the best mark. The minister does not like his attitude. He wants the official to condescend before him as others do. The minister has even threatened the official that his headstrong demeanour would land him someday on remote woodlands of the state. The official remains unmoved by such ‘transfer threats’. He says he was on deputation in the municipal corporation and he would not mind if the minister would send him back to his parent department. At work, this official has gained popularity due to his dedication towards given tasks. He has also earned distinction in formulating solutions of urban issues and the municipal is completely dependent on him on some of its centrally-sponsored projects. Hence, one fine day, when the minister reiterated the same archaic sentence, the official smiled derisively and went on long leave in search of mental peace.

Speech of CM Raman Singh, Government of Chhattisgarh at 55th National Development Council meet

New Dehli 24th July 2010

Hon’ble Prime Minister, Hon’ble Deputy Chairman Planning Commission,
Hon’ble Union Ministers, Hon’ble Chief Ministers, Hon’ble Members of
the Council and friends,

On the occasion of Mid-Term Appraisal of XIth Five Year Plan, I convey
greetings of the people of Chhattisgarh to everybody present in this
meeting. All the issues on which the Council would deliberate today
are very important and timely. I am confident that decisions taken by
the Council on these issues would accelerate the pace of overall
development of our country as well as the states.

2. Sir, Chhattisgarh State came into being primarily due to
regional inequalities and imbalanced growth. After the formation of
the State, our economy has grown rapidly. This is evident from the
Mid-Term Appraisal report of the XIth Plan by the Planning Commission
as well.

3. I am very happy to inform that our State has been able to
achieve GSDP growth of 11.71% in 2007-08, 6.81% in 2008-09 and 11.49%
in 2009-10 as against the target of 9.57% for the XIth plan. Our
plan size has increased from Rs. 7,413 crore in 2007-08 to Rs. 13,093
crore in 2010-11.

4. I am also very happy to mention that due to financial
discipline and better fiscal management, key fiscal indicators of our
State are comparable with the best managed states.

5. Before expressing my views on the main agenda items of
today’s meeting, I would like to draw the attention of Hon’ble Prime
Minister towards the following very important issues which have
direct bearing on the financial and fiscal position of the State:-

(i) It often happens that after the start of Centrally
Sponsored Schemes, state share is gradually increased by the Central
Government. Due to their limited resources, implementation of such
Centrally Sponsored Schemes becomes difficult for the states. Our
request is that after introduction of Centrally Sponsored Schemes,
state share should not be enhanced.

(ii) The country is undergoing reforms in indirect
taxation regime. Value Added Tax was introduced in place of Sales Tax
and now discussions are underway for introduction of Goods and Service
Tax in its place, which would certainly benefit the trade and
commerce. However, it is my considered view that GST should be
implemented only after considering its impact on all the stake-holders
especially the small dealers and the common man and ensuring that
states’ economy and its fiscal autonomy are not affected adversely.

6. Sir, I would now go on to the issues on which the Council has
to deliberate today.

STRATEGY FOR AGRICULTURE DEVELOPMENT

7. Almost 80% of our population derives their livelihood from
agriculture and allied activities. Out of 35.5 lac families which are
dependent on agriculture, 54% are small and marginal farmers. Paddy
being the main crop of our State, Chhattisgarh is traditionally known
as “rice bowl” of the country. During the XIth Five Year Plan, growth
in agriculture sector was 5.17%, while it has been 3.03% during the
first 3 years of the XIth Five Year Plan. There is, therefore, a need
to give momentum to agriculture growth in the state and I would
request the Government of India, to consider the following:-

(i) At present National Food Security Mission (rice) covers only
10 out of 18 districts. It is requested that the remaining 8
districts be also brought under NFSM (rice).

(ii) North Hill Districts of Korea, Jashpur and Ambikapur which
have favourable climate for production of wheat should be covered
under National Food Security Mission (wheat).

(iii) Rice being the main crop of the State, our long pending demand
of setting up of a Rice Research Centre by the ICAR should be acceded
to without further delay.

(iv) Tribals constitute almost 32 % of our population and their
agronomical practices are different from those prevailing
traditionally. Therefore, Indian Council of Agriculture Research
(ICAR) should set up a Special
Research Centre in this area to improve their agriculture productivity.

(v) A National Biotic Stress Management Institute be set up in Chhattisgarh.

(vi) Government of India has made provision of Rs. 400 crore for
bringing green revolution in eastern states. Keeping in view the
objective and need of this scheme, substantial upward revision in this
amount is requested.

DEVELOPMENT OF WATER RESOURCES

8. At the time of formation of the state, irrigation percentage
was about 23% which increased to 30% by the beginning of XIth Five
Year Plan. It is estimated to increase to 32.25% by 2012.

9. State Government has continuously increased budgetary
provisions for development of water resources and irrigation
facilities. Central assistance received under Accelerated Irrigation
Benefit Programme (AIBP) has proved to be quite useful. However,
keeping in view the ground realities of our State, the following
amendments in this scheme are suggested:-

(i) Due to more than 50% area under forest coverage, our
irrigation projects get delayed due to the time taken in obtaining FCA
clearance. Therefore, the existing time limit of 2 years for
completion of minor irrigation projects and 4 years for medium
irrigation projects should be increased to 3 and 5 years,
respectively.

(ii) The norm of Rs. 1.5 lac per hectare for minor irrigation
schemes, which was fixed in 2006 needs to be increased at least to
Rs. 2.5 lac per hectare.

(iii) Central assistance for non-tribal areas should also be 90% is
applicable to tribal areas.

(iv) There is tremendous scope for irrigation through construction
of Anicuts on many rivers and rivulets in Chhattisgarh. However,
Anicuts do not qualify for assistance under AIBP, which should be
permitted for assistance under AIBP.

ELECTRICITY GENERATION, AVAILABILITY OF COAL AND MANAGING ENVIRONMENT:

10. A major part of electricity requirement of the country could
be fulfilled by our State because of huge reserves of coal and
available water resources.

11. For the XIth Five Year Plan, target of 1750 MW in the State
Sector, 3980 MW in the Central Sector and 2570 MW in the Private
Sector have been set. The work of two major projects in the State
Sector of which substantial progress had been made towards
implementation and for which Coal Blocks in Hasdeo Arand Coal Fields
were allotted in 2003 and 2004, is held up because FCA clearance has
not been given by the Union Ministry of Environment and Forests.
Similarly, Central Government’s 4000 MW Sarguja Ultra Mega Power
Project is also awaiting FCA clearance for coal mining. Thus, progress
of power projects with 6600 MW generating capacity in Chhattisgarh is
hampered due to delays in FCA clearance. I would like to only request
the Hon’ble Prime Minister that FCA clearance should be immediately
given for the Projects which have already made substantial progress
and new FCA norms should be applied only to the new projects.

12. Sir, states which provide land, water and other resources to
generate electricity for other states should be suitably compensated.
This would encourage the states with huge coal resources to establish
pit-head power plants for supply of power to the power deficit states.
We have been requesting since long that law should be amended so that
cess or duty could be imposed on generation of electricity, so that
power exporting states could be compensated.

13. As regards the issue of environment management arising due to
coal-based thermal power generation, I would only like to say that we
can provide cheap electricity only from coal based power plants. Any
other source would be expensive for the economy as well as the common
man. Therefore, environmental concerns should be addressed through the
use of advanced technologies and energy efficient machines.

URBANIZATION:

14. Present policies and programmes of urban development primarily
concentrate on metropolitan cities and large towns. These are unable
to handle the requirements of urban development in Chhattisgarh and
other backward states which do not have metropolitan cities but the
number of medium and small towns is increasing at a fast pace.

15. I would like to suggest that apart from Metropolitan cities
and big towns, Government of India should also give priority to
development of medium and small towns of backward states. This would
not only help in balanced regional growth, but also arrest the pace of
migration to cities.

16. I would also like to mention that because of resource
constraints of Central as well as State Governments, problem of
housing of urban poor is increasing rapidly. This problem can be
handled only when private capital is attracted in this sector.
Therefore, there is a need to formulate a well thought out policy
which attracts the investors for construction of houses for
economically weaker sections as well.

TRIBAL DEVELOPMENT

17. 60% geographical area of Chhattisgarh State is Schedule V Area
and its 50% area is forest area. Around 32% population of the State is
Scheduled Tribes and the State Government attaches highest priority to
their development and welfare.

18. I would like to mention some of the initiatives taken for
tribal development in Chhattisgarh State: -

(1) 32% allocation of the plan budget is set apart for Tribal Sub-Plan.

(2) Two Regional Tribal Development Authorities have been
constituted for the tribal predominant southern and northern regions
of the State. Through these Authorities, sanctions and requisite money
are made available in the meetings of these Authorities itself for the
essential infrastructure works and urgent needs of the tribal areas.
So far, an amount of over Rs. 420 crore has been sanctioned and
disbursed through these Authorities.

(3) Rights over forest land have been granted to around 2 lac 15
thousand tribal families, more than any other State in the country.

(4) With a view to expand educational facilities in the Scheduled
Areas, particularly in the field of technical and employment oriented
education, a number of initiatives have been taken during the last 3
years. Some of these are:-

(i) Establishment of Jagdalpur University in the Bastar Region
and Sarguja University for the tribal northern region.

(ii) Establishment of medical college in Jagdalpur town of Bastar region.

(iii) Establishment of 21 new colleges, 6 new polytechnics and 9 new ITIs.

(iv) Establishment of over 800 new ashram schools and hostels

(5) 3-tier minor forest produce corporatives carry collection and
marketing activities for Tendu Leaves, Saalseed, Harra and Gond for
ensuring the “best marketing price” to the collectors of these MFPs.

(6) Insurance scheme and other welfare schemes have been started
for the welfare of collectors of MFPs

19. For giving momentum to the developmental efforts in the tribal
areas, we need special assistance from the Central Government in some
areas, which are as follows: -

(1) There is shortage of money for construction of hostels, ashram
school buildings and residential accommodation for teachers in the
tribal areas. The requirement of seven LWE affected districts in this
regard may be met from the funds to be made available under the LWE
integrated action plan. I request that one time grant may be made
available for this purpose for other tribal areas also.

(2) Over 2 lac 15 thousand tribal families, to whom rights have
been granted over forest land, are not getting development loans from
financial institutions. The real purpose of grant of rights over
forest land shall be fully met only if the beneficiaries are able to
get loans for land
development and minor irrigation. NABARD need to prepare a scheme in
this regard.

(3) Central Government needs to put in place a Minimum Support
Price Scheme for minor forest produce also on the lines of MSP scheme
for agricultural crops.

LEFT WING EXTREMISM

20. Sir, main problem being faced by the Chhattisgarh State is
Left Wing Extremism. From the year 2004-05 onwards, serious efforts
have been made in the State to fight this menace. During this period,
police budget has been raised from Rs. 268 crore per annum to Rs. 1020
crore per annum, police force has been increased from 22,250 to 50,000
and Special Intelligence Bureau and Commando Units have been set up.
One Counter Terrorism & Jungle Warfare Training College and three CIAT
schools have been set up, in which thousands of police personnel from
other states and central police organizations have also been trained.

21. I would like to thank the Central Government for
taking the initiative for providing special assistance through an
Integrated Action Plan for the development of LWE affected areas. We
have submitted a scheme amounting to Rs. 4553 crore for the seven
widely effect LWE districts of the State to the Planning Commission. I
hope that its formal sanction will be accorded soon. In addition to
the seven widely affected LWE districts, 6 other districts are also
affected partly by Left Wing Extremism. Special assistance in the form
of an Integrated Development Plan should be made available for the
development of these other affected areas also.

22. For containing the Left Wing Extremism, we need to increase
the pace of creation of infrastructure and development of these areas
along with strengthening the security environment in the affected
districts. The main problem being faced for improving road
connectivity and other essential infrastructure in Bastar region is
the non availability of construction
agencies. In this connection, I suggest that Government of India may
consider establishment of a suitable construction agency for
undertaking construction of three national highways, running through
Bastar region, as cement concrete roads and for other essential
construction works. In addition to this, number of units of Border
Roads Organization working in this area should also be increased.

23. To strengthen the security environment in the effected areas,
we need to increase the strength of state police force, for which
establishment of additional police training institutes and additional
police housing are necessary. Special central assistance should be
made available for this purpose also.

24. Now, I would like to draw kind attention of Hon’ble Prime
Minister to two issues that are talked about as causes of Left Wing
Extremism. These are - Mining Policy and Law, and implementation of
“PESA” in regard to Minor Forest Produce.

MINING POLICY AND LAW

25. First of all, I would like to acquaint this august House about
the factual position in regard to the malicious propaganda that one of
the causes of Left Wing Extremism in the State of Chhattisgarh is the
mining activities undertaken by private and multinational companies.
The real position in this regard is that over 86% coal and over 98%
iron ore in the State is being undertaken by the Central PSUs like
SECL, NMDC and SAIL.

26. For quite some time, people of the mineral bearing areas have
been demanding at various forums that a policy for ensuring setting
apart a substantial part of the mining profits for undertaking
developmental activities in the backward mineral bearing areas be put
in place. However, position in this regard
continues to be unsatisfactory. The Central Government PSUs SECL, NMDC
and SAIL, who are engaged in the mining of coal and iron ore for
several decades, spend only small amounts of their profits toward
local development, which needs to be corrected urgently. The Supreme
Court, in one of its landmark judgments known as “Samatha Judgment”
has laid down the guiding principle in this regard saying that the
companies working in the Scheduled Areas should set apart at least 20%
of their profits for local infrastructure building and other
developmental and welfare activities. The amounts being spent for this
purpose presently are even less than 3%, which need to be immediately
raised to 10% and finally upto 20% to 25%, in stages.

27. Another issue in regard to mining pertains to the provisions
of the new mining Bill settled by the Union Ministry of Mines. The
scheme of section 22 of this Bill is based on the infallible principle
“direct license to the first in the line”, whereas it is
necessary and desirable to follow “direct license to the applicant who
offers maximum value addition or revenue sharing” principle. The Hoda
Committee, set up by the Planning Commission on National Mineral
Policy had also recommended that in the case of multiple applicants
for direct licenses, value adders should be preferred over non-value
adders, which has been wholly ignored. Another omission in the said
mining Bill is that it contains no provisions at all for the Scheduled
Areas, which ought to be incorporated. All the major mineral bearing
areas in the country are in the naxal affected tribal areas and the
backward states, and enactment of the said Bill in its present form
would be against the interest of the tribal dominated mineral bearing
areas and the Scheduled Tribes themselves. Therefore, suitable
modifications, in the light of points raised and suggestions given by
me just now, should be made in the Bill before its approval by the
Central Government, otherwise it’s implementation may face
difficulties.

APPLICATION OF PESA TO MFPS:

28. Sir, non-implementation of provisions of PESA in regard to
minor forest produce in the Scheduled Areas is being talked about as
one of the causes of LW Extremism. In so far as Chhattisgarh is
concerned, this issue is being raised not by the MFP collectors, or by
the forest committees of the locals, or by the elected Panchayat or by
the elected representatives from the tribal areas, but by outsiders.

29. Sir, this is an important matter and in this connection, it is
necessary to first know about the present system in vogue in
Chhattisgarh State. We are ensuring to the collectors Tendu Leaves,
Saalseed, Harra, etc. the best possible value of the MFPs collected by
them through a three-tier cooperative structure that handles
collection, storage and marketing of MFPs. All matters pertaining to
the MFP collection and
disbursement of the basic price, bonus, etc. are undertaken by the
elected cooperatives of the MFP collectors themselves, which is
meeting the basic purpose of PESA. District level Unions and State
level Federation attend to the storage and marketing matters for
ensuring the best market price to MFP collectors.

30. It is our considered view that if the present structure is
dismantled without putting in place an implementable and better
alternative scheme, collectors of MFPs will be encountered with
immense difficulty in marketing of MFPs and they may have to suffer
loss of income. We are of the view that various models for collection,
storage and marketing of MFPs in vogue in different states should be
studied and, thereafter, a model which ensures the maximum gain to the
MFP collectors should be selected for implementation. This may be
followed by such changes in the presently applicable laws, as are
necessary to implement the selected model. The last but an extremely
important point that I want to make in this regard is that any change
in the present arrangements should be brought about only after the
Central Government puts in place a suitable scheme of “Minimum Support
Price” and procurement of MFPs by TRIFED or other agency/ agencies.

31. In the end, I thank the Hon’ble Prime Minister and all the
Hon’ble Members of the Council and Friends present and hope that the
Central Government and the Planning Commission would give favourable
consideration to the issues raised by me. I am fully confident that
the decisions that will be taken in the light of today’s deliberations
would lead to acceleration of the development process in the country and in the States.

I really like this beautiful creativity
by Harivansh Rai Bachchan
