House passes demand for budgetary grants of over Rs 994.04 cr for revenue, disaster management and rehabilitation departments

Under its decentralisation process the government has given rights to district administrations to do diversion of lands up to five acre for industrial purpose. The information was given by minister for revenue, disaster management and rehabilitation departments Dayaldas Baghel while he was speaking during debate over demand for budgetary grants of over Rs 994.04 crore for his departments at state assembly on Friday. The House passed demand for grants for these departments through voice vote.

Besides, he said, the government would soon bring a bill in the House to preserve agricultural lands of state. “A sub-committee of ministers has been constituted for this purpose. The bill will be brought on recommendations of this sub-committee,” he added.

He informed the House that about 600 vacant posts of patwari would also be filled in coming days. “With an aim to strengthen patwari halkas at field level, the government has decided to make one patwari halka for every two panchayats. Hence, it has constituted 1755 new patwari halkas. In first stage, 590 posts of patwari have been filled. Soon, 600 more posts will be filled,” he said.

He informed that the government had also made a provision to impart skill development training to patwaris. “In addition, we will provide them modern survey equipment,” he added.

“With land records being computerised, we have also made computer training mandatory for patwaris. We will also give appreciation certificates to at least ten patwaris in every district for properly maintaining and updating logs,” he informed.

To give better facilities to patwaris the government has made a provision of Rs 10 crore in the budget. “The fund will be used to construct 200 residence-cum-office buildings for patwaris,” he told.

He said the government would soon provide copies of khasra, B1 and maps to 48 lakh land owners gratis. In this connection, it will launch special campaign from April 2013. Similarly, to identify the government lands, the respective khasras will be marked with red ink, he added.

He informed that the government had also made a provision of Rs 108 crore to construct composite buildings in nine newly formed districts for smooth operation of administrative works.

“We will also develop residential colonies for government staffers in nine new districts,” he said.

“To decentralise the administration, 14 new revenue sub-divisions have been constituted. There will be six posts in every sub-division,” he said. “Similarly, to construct additional rooms in all 149 tehsils, the government has made a provision of Rs five crore,” he added.

He said for public convenience the works like land transfer, partition and demarcation would be brought under Public Service Guarantee Act.

He informed that the revenue department had solved 473977 cases through revenue courts in 2011-12. He said all the land records would be digitalised and kept in electronic form.

To deal natural disasters, he informed that the government would constitute directorate for fire extinguishing service and establish State Disaster management Force.
