The government is serious in dealing malnutrition problem and has set a target to bring down malnutrition rate to 30% by 2015 under is millennium development goal. In this regard, the government has also launched a massive anti-malnutrition campaign across the state. The information was provided by minister for women & child development, social welfare and sports & youth welfare departments Lata Usendi while she was speaking during debate over demand for budgetary grants of Rs 788.58 crore for her departments at state assembly on Wednesday. The House passed demand for grants for these departments through voice vote.
“Under anti-malnutrition drive, we are running two schemes - Mukhyamantri Bal Sandarbh Yojna and Navajatan Yojna and we have succeeded in bringing down malnutrition rate,” she said.
She informed that under its integrated child development service scheme the government was expanding Aanganbadi centres. “When Chhattisgarh state came into existence, there were 20289 Aanganbadi centres and 836 mini centres. Now, there are 43763 Aanganbadi centres and 6548 mini centres,” she said.
“Besides, the places where it was not possible to open Aanganbadi centres according to given norms, we are operating Fulwari centres. Presently, there are 285 Fulwari centres in 14 integrated action plan (IAP) districts,” she told.
She informed that the amount of free school kit, given to the Aanganbadi children, would be increased from Rs 1000 to Rs 3000. Similarly, the uniform fund for Aanganbadi workers and assistants will be increased from Rs 200 to Rs 300. The government has also doubled the honorariums of Aanganbadi workers and assistants, she said.
The government has further decided to appoint additional Aanganbadi workers in 17 districts that are most affected in terms of nutrition, she told.
She informed that 1.40 lakh uniforms will be distributed to children between age-group of 3-6 years at Aanganbadi centres located in tribal regions.
To upgrade facilities, the government has approved new buildings for 30784 Aanganbadi centres, she said.
To empower women, the government has cut the loan rate from 6.5% to 3 % for women self help groups (SHGs), she told.
On social welfare department she said several schemes including Mukhyamantri Teerth Yatra Yojna had been implemented for senior citizens.
“To financially rehabilitate and provide personal loans to disabled persons, the government has constituted Chhattisgarh Disabled Finance and Development Corporation. We have also established physical referral rehabilitation centre at Mana camp (Raipur) to provide modern artificial limbs and equipment to disabled. For this, there is a provision of Rs 34 lakh in the budget. Similarly, Rs one crore will be spent to upgrade brail press at Bilaspur,” she said.
On sports and youth welfare department she informed that the government would establish sports academy impart modern training facilities to players.
“For this, the government has approved a setup of 34 posts and made a provision of Rs 1.10 crore in budget,” she said.
“The government will also start sports talent hunt scheme for students of class VI-VIII. Under this scheme, the selected players will be admitted to sports academy or Sports Authority of India (SAI) hostels for better training.
There is a provision of Rs 60 lakh for this purpose in next financial year. Besides, to encourage the players, the government has made a provision of Rs 3.50 crore in 2013-14,” she told.
The debate was participated by MLAs Ambika Markam, Dr Renu Jogi, Sumitra Markole, Lakshmi Baghel, Kumar Madan Sahu, Rajni Tripathi, Deepak Patel, Dr Krishnamurthy Bandhi, Dr Haridas Bhardwaj, Baiduram Kashyap, Virendra Sahu and Doojram Boudh.
