Balod by-poll victory due to development factor: BJP

The BJP won the Sanjari-Balod legislative Assembly by-election because of development factor. The words in exultation was uttered by the BJP state president Ramsewak Paikra who said that the party was confident the win the people’s mandate again.
He said the BJP clamped victory due to joint effort and attributed the success to the party workers who campaigned aggressively for their candidate Kumari Sahu, the spouse of late legislator from the constituency Madan Sahu. “We informed voters about all the developmental projects and schemes launched by the government across the state during election campaign and they once again put trust on our party by giving mandate to Sahu in the by-poll,” said Paikra.
“Our party candidate maintained lead from her nearest competitor from Congress Mohan Patel from the first round of vote counting and finally won the Sanjari-Balod seat by the margin of 9665 votes,” said Paikra. Sahu got 64185 votes.
The PWD Minister Brijmohan Agrawal who was election campaign incharge at Balod said the party won the by-poll because of its dedicated workers and people’s faith on it. “The Balod-result apparently indicates that voters think positively about the BJP and its government,” Agrawal said.
The BJP’s state general secretary Shivratan Sharma said that his party does believe in talks but development. “The development works carried out during the BJP regime in past seven years are much more than those done by the Congress in six decades of its power,” said Sharma.


BJPKM demonstrates against pending Seed Bill

Gives memorandum with its 16-point demand to Collector

Opposing the pending Seed Bill at the Parliament, the state Bharatiya Janata Party Kisan Morcha (BJPKM) demonstrated at capital and gave memorandum to the Collector with their 16-point demands.
“There are grave discrepancies in the Seeds Bill 2004. If this Bill will be implemented in its original form then the entire agriculture system will be ruined,” said the morcha members led by their state president Sandeep Sharma.
“There has been a marked rise in suicidal cases of farmers during Congress-led UPA’s regime because of its anti-farmers policies. One of such reasons for suicide is supply of spurious seed to farmers. The UPA government failed to control the supply of spurious seeds and failed to regularise the price of the seed. The rulers and officials expressed their inability as the seed Act 1966 is not stringent to take necessary steps to curb spurious seed and with such intension the Centre proposed to bring the new seed act in the shape of Seed Bill 2004. Unfortunately the Seed Bill 2004 is pending with the Union government at various levels since 2004, for the reasons best known to the rulers. The BJPKM finds fault with the Centre as it colluded with the seed producers as a result the bill is kept in abeyance and it has not been introduced in the parliament till today,” the morcha members said.
“The proposed Seed Bill 2004 is not comprehensive to curb spurious seed. There is not any much difference in between seed act 1966 and proposed Seed Bill 2004.  There is no iota with regard to regularisation of seed price and quantum of compensation to the farmers,” they said.
“The proposed Seed Bill 2004 is more beneficiary to the seed producers and distributors rather than the farmers. It does not curtail the sale of spurious seed as constitution of seed committees and procedure for accreditation of seed certification and recognition of seed certification agencies in territory outside India are in favour of seed producers. The seed producers are accrediting their seed certification by corrupt practice and thereby causing loss to the farmers” they added.
“The accreditation of quality seed certification and again the proposed law also benefit spurious seed producers and suppliers. The intention of the UPA government to the proposed bill is to increase the dependency on seed procedure and multinational companies as there is no provision to show to increase the production of seed by the Central and state government agencies,” they said.
“It is the duty of the governments to procure and supply quality and high production seed to the farmers instead of depending on the private agencies and MNCs. In the proposed bill, the Centre did not incorporate any provisions regularising the price of the seed and left the farmers to the mercy of the seed producers. The morcha demands to incorporate the necessary provisions through which the Union government could regularise the price of the seed,” they said.
The morcha said that the Centre should bring the Seed Bill with an intention to benefit the farmers from the clutches of seed producers. It also demanded inclusion of suggestions in the Bill like - regularisation of seed price and incorporation of GM technology royalty provisions, quantum of compensation should be fixed in the event of failure of performance of seed as disclosed by the producers, the compensation should be paid by either seed producing company or insurance company on the premium paid by the seed producing company and the constitution of committees at Central, state and district level with 50% participation of farmers as chairman and members.
The other significant suggestions are - producing and supplying of spurious seed should be curtailed and the sentence of imprisonment should be more stringent to deter wrong doers, the certification of foreign seed should be allowed after due test in Indian Soil certified by ICAR or Agriculture Universities and the producers of the seed should not have any rights over the seed produced by him after 10 years of its production and the farmers should have right to use this said seed without any royalty.


Infighting caused dear to Congress in Balod by-poll

One again, the factionalism and infighting in Congress cost it dear in Sanjari-Balod legislative Assembly by-election. Where the BJP has maintained its habit to win elections in last seven years except few setbacks, the Congress failed to take lesson from the past and could never display united strength when needed.
The state Congress leadership attempted to throw its full might in the Balod by-poll by organising public meetings of the senior party leaders as well as the leaders from Centre but only few posed seriousness and eventually the party could not turn the massive crowd into its staunch voters.
The Congress workers blame the senior leaders for recommending Mohan Patel as the party candidate in the by-poll. They said the PCC should have considered the suggestions of local workers during candidate finalisation. “Even some of the senior leaders had opposed Patel’s selection as party candidate as his pars track record was not impressive with significant loss to BJP’s late Madan Sahu in 2008 Assembly elections,” the Congress workers said.
“Besides, the party was too much dependent on Chhattisgarh Swabhiman Manch CSM) and was anticipating that it would snatch BJP votes and indirectly benefit Congress candidate,” they said.
“In spite of campaigning at Balod from the beginning of the hustings, the PCC president Dhanendra Sahu and leader of Congress legislators’ party Ravindra Choubey could not help showing their dependence over CSM and termed it as key triangle that would make inroads for Congress victory,” they said.
The Congress has not yet analysed its defeat at Bhatgaon by-poll and now it has to give explanation to the high command about its horrible performance in Balod. 


Opposition to raise Dharsiva gang-rape issue today

The Congress has planned to raise the recent issue of gang-rape in Dharsiva in state Assembly on Friday. After question hour, the Opposition will urge the Speaker to halt the House proceedings and to discuss on gang-rape issue. If the Speaker would reject the proposal, then the Congress is likely to boycott the House. The Congress legislators have also chalked out plant to grill the ruling party in recent killings of journalists in the state during call attention.
After Governor’s speech on the first day of 43-day long Vidhan Sabha’s budget session, the leader of Congress legislators’ party Ravindra Choubey convened a meeting of the party MLAs on Thursday to make strategy for coming days.
