Vora, Narayanasamy, Mohsina arriving today

Effervesced by its victory in two prominent civic bodies - Bhilai Municipal Corporation and Birgaon Municipal Council recently, the Congress is aiming to defeat BJP by huge margin in Sanjari-Balod legislative Assembly by-election to be held on February 14, 2011. Besides engaging senior party leaders, legislators and workers in the hustings, the party is also roping in its national leaders to campaign for its candidate Mohan Patel. In this connection, the AICC treasurer Motilal Vora, state Congress incharge V Narayanasamy and Rajya Sabha member Mohsina Kidwai will arrive in the state capital on Wednesday morning.
The trio will leave for Balod to address public meetings and would return to New Delhi on Wednesday evening. According to information, Vora is likely to go to Balod again for campaigning on February 11.
The PCC has also invited senior party leader Vidya Charan Shukla, former chief minister Ajit Jogi, Arvind Netam and Mahendra Karma to address public meetings at Balod on Wednesday.
The PCC president Dhanendra Sahu, leader of Congress corporators at state Assembly Ravindra Choubey and PCC working president Satyanarayan Sharma have already gone to Balod to led the party campaign.

800 houses for poor to be ready by May 2011

The municipal corporation will complete 800 houses out of 2144 for impoverished section in Saddu by May 2011. Mayor Kiranmayi Nayak on Tuesday issued directives to the officials to complete the project by the given timeframe while she was reviewing the progress of 3360 houses being constructed in Saddu (2144) and Kachna (1216) under Basic Services for Urban Poor (BSUP) scheme that had been launched by the Union government’s massive city modernisation scheme through Jawaharlal Nehru National Urban Renewal Mission (JNNURM).
The implementing agency for the project is Chhattisgarh Housing Board (CHB). The board’s Executive Engineer HK Verma accompanied Nayak during her visit to both the areas.
Nayak said the since RMC would commence rehabilitation of beneficiaries in the newly constructed houses from June 2011, the CHB should also complete the construction of new school building and a commercial complex in the area for convenience of the residents.
“The RMC is committed to make the capital slum-free and to provide better housing and civic facilities to the financial weaker section of the society,” Nayak said.
The RMC will construct 27,976 houses under BSUP and about one lakh houses under Rajiv Gandhi Ashraya Yojana (RGAY) for poor in coming years.

Publicise Rashtriya Swasthya Bima Yojana in wards: Mayor

The Rashtriya Swasthya Bima Yojana (RSBY) is a new health insurance scheme for the Below Poverty Line (BPL) families in the unorganised sector and aims to provide them insurance cover from major health shocks that involve hospitalisation. Hence, the scheme should be widely publicised in every ward through hoardings, posters and murals. Mayor Kiranmayi Nayak was speaking about RSBY during the day-long presentation on the scheme to the corporators under the aegis of district administration and RMC on Tuesday.
“The workers in the unorganised sector constitute about 93% of the total work force in the country. The government has been implementing some social security measures for certain occupational groups but the coverage is miniscule. Majority of the workers are still without any social security coverage. Recognising the need for providing social security to these workers, the scheme was launched in all the state,” Nayak said.  
Nayak said the Aanganbadi workers who were engaged in promotion of the scheme should get stipend timely to prevent delay in its effective implementation in the capital.
On funding pattern of the scheme, Nayak informed that 75% of the estimated annual premium would be contributed by the Centre and remaining 25% as well as any additional premium would be incurred by the state government. According to scheme, the beneficiary would have to pay Rs 30 per annum as registration or renewal fee. However, the cost of smart card as well as the administrative and other related cost of administering the scheme would be borne by the Union government, she added.
On eligibility for RSBY, she informed that the unorganised sector workers belonging to BPL category and their family members (a family unit of five). The beneficiaries will be issued smart cards for the purpose of identification, she said.
Informing about the benefits of the scheme, civic Commissioner Om Prakash Choudhary said the total sum insured would be Rs 30,000 per family per annum on a family floater basis, cashless attendance to all covered ailments, hospitalization expenses, taking care of most common illnesses with as few exclusions as possible, all pre-existing diseases to be covered and transportation costs (actual with maximum limit of Rs 100 per visit) within an overall limit of Rs 1000.
Choudhary said stern action would be taken against those doctors who would deny treating the patients under the scheme. For this, the complainant should inform his or her local corporator who in turn would inform the civic administration, he said.
He informed that the municipal would distribute smart cards to the eligible candidates from February 11 to 28, 2011 by organising three day camps in every ward.
The Additional Collectors Shami and Ramesh Sharma informed that the smart card distribution camp from February 11-13 would be organised in wards - 4, 5, 6, 7, 8, 9, 10, 20 and 21 from 8 am to 8 pm.
Similarly, the camp from February 14-16 would be organised in wards – 22, 23, 24, 25, 26, 27, 28, 29, 31 and 35, from February 17-19 in wards – 30, 32, 33, 34, 42, 43, 44, 45, 46 and 47, from February 20-21 in wards – 16, 36, 40, 48, 49, 55, 60, 61, 65, 66, 67, 68 and 69, from February 23-25 in wards – 50, 17, 37, 39, 41, 51, 53, 53, 54, 56, 57, 59, 62, 63 and 64 and from February 26-28 in wards – 1, 2, 3, 13, 13, 14, 15, 18, 19, 38 and 58.
The duo informed that the renewal of the smart cards would be done after September 30, 2011.


FRET role vital in drug discovery: Swiss scientist

Over five decades before, a physical phenomenon called Fluorescence Resonance Energy Transfer (FRET) was described for the first time and now it plays significant role in biomedical research and drug discovery today. The information about FRET was given by scientist from Switzerland Dr SK Sekatskii while he was delivering lecture on FRET technology on the second day of National conference on Luminescence and its Applications-2011 (NCLA-2011) that held at Disha Institute of Management and Technology (DIMAT) on Tuesday.
“FRET relies on the distance-dependent transfer of energy from a donor molecule to an acceptor molecule. Due to its sensitivity to distance, FRET has been used to investigate molecular interactions. It is the radiationless transmission of energy from a donor molecule to an acceptor molecule,” he said.
“The donor molecule is the dye or chromophore that initially absorbs the energy and the acceptor is the chromophore to which the energy is subsequently transferred. This resonance interaction occurs over greater than interatomic distances, without conversion to thermal energy, and without any molecular collision. The transfer of energy leads to a reduction in the donor’s fluorescence intensity and excited state lifetime, and an increase in the acceptor’s emission intensity. A pair of molecules that interact in such a manner that FRET occurs is often referred to as a donor/acceptor pair,” he added.
The application of FRET are in structure and conformation of proteins, special distribution and assembly of proteins, receptor or ligand interactions, immunoassays, structure and conformation of nucleic acids, real-time PCR assays and SNP detection, nucleic acid hybridization, distribution and transport of lipids, membrane fusion assays, membrane potential sensing, fluorogenic protease assays and indicators for cyclic AMP.
The other prominent scientists who delivered lecture on second day were – Dr PD Sahare from Delhi University and Dr BN Raja Shekhar from Raja Ramanna Centre for Advanced Technology Indore (RRCAT).
Besides, six papers were presented by the research scholars during the evening session of the conference.
The three-day conference that is jointly being organised by the Pt Ravishankar Shukla University’s (RSU) School of Physics and Astrophysics (SOSPA) with Luminescence Society of India’s (LSI) and DIMAT will conclude at varsity’s Sir CV Raman hall on Wednesday.
