The state government will blacklist those negligent contractors who did not commence approved projects under Pradhan Mantri Gram Sadak Yojna (PMGSY) in six months. A directive in this regard was issued by Principal Secretary Panchayat and Rural Development Department Vivek Dhand while he was reviewing the rural development schemes at Vikas Bhawan on Thursday. He asked the officials to recover the outstanding amount from the negligent PMGSY contractors even when they would be found engaged in carrying out projects of other departments.
To prevent drought-like conditions in rural belts, he said large number of works related to water conservation and augmentation should be commenced under Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). He further termed 10.76 lakh labourers engaged in water conservation works insufficient and asked the officials to increase labourers. He also instructed that the payment to the labourers should be done timely.
To provide jobs to maximum number of villagers, Dhand said at least one construction work should be started in even gram panchayat.
To expedite the projects under PMGSY, he decided to decentralise the rights to issue, approve and verify the tenders for road construction projects with estimated cost below Rs 7.50 crore.
