CM: Govt financial mgmt will strengthen CG economy


House passes supplementary budget grant demands

Raipur, Mar 16, 2012 

Chief Minister Raman Singh has said that his government’s effective financial management will strengthen the state’s economic condition in coming years. Singh’s words came while he was speaking during grant demands for supplementary budget in state Assembly after on Friday. The House passed supplementary budget of Rs 294.38 cr with voice vote.
Singh said the financial management of Chhattisgarh was better than other states according to 2009-10 report of Comptroller and Auditor General (CAG).
“The CAG report of 2009-10 further says that Chhattisgarh government spends Rs 978 per person as compared to average of expenditure of all other states of Rs 382 per person in agriculture sector. In the coming years, the government will increase its budget for agriculture sector,” he said.
Singh said with rise in its gross domestic product (GDP) the government had succeeded in keeping its liabilities low. “Our liability is only 15.74%, much low than the other states like Bihar (38.26%), Jharkhand (33%) and Madhya Pradesh (35%). We have managed to bring down our liability though better financial management,” he added.
He further said that the government’s financial loss as compared to GDP too was less. “Our financial loss is 1.3 percent, less than half of the national average of 3%. Again, we are in better condition if the financial losses of Bihar (3.4%) and Jharkhand (3%) are compared with their GDPs,” he added.
Singh said the supplementary budget would help the government expedite development in different sectors. Citing example of single-point connection to be given to the people living below poverty line (BPL) he said the beneficiaries have increased by 2.5 times and hence the government needed more fund to provide the facility of electricity to the poor.
He informed that the government had made provision of Rs 50 crore in the supplementary budget to provide single-point connection to the beneficiaries which have reached to 13 lakh currently.
