Govt claims of better financial management misleading: Bissa



The PCC spokesperson Rajesh Bissa has said that the state government’s claims of better financial management and increasing gross domestic product (GDP) rate were completely misleading. “In fact, the government’s financial mismanagement has negatively impacted GDP rate which has decreased from 26.88 in 2006-07 to 13.28 currently,” Bissa said.
“The Finance department’s past five year reports produced by Comptroller and Auditor General (CAG) clearly indicate that it never spend the entire fund allocated to it in any of the fiscals,” he said informing that the department left Rs 1302.83 crore unspent from 2005-06 to 2009-10.
Among several budgetary grants in last five financial years, Bissa cited example of seven specific grants and said the government failed to fully spend Rs 3981.22 crore. “Similarly, about Rs 1702.76 crore meant for schemes related to SC/STs lapsed due to government wrong financial policies,” he added.
“The government’s inability to handle the finance department severely affected the development works in primary sector (agriculture, animal husbandry, forest, fishery, etc), secondary sector (construction, power, water supply, etc) and tertiary sector (transportation and storage, community and individual, public administration and other services).
He said the government needed to take rational measures to improve its financial management and should provide real picture before public regarding the state’s development instead of manipulating the figures and claiming to number one state in the country in terms of GDP rate and other sectors.
