Govt to provide Rs 20000 loan to IAY beneficiaries

Raipur, June 23, 2011

The government will provide Rs 20000 loan to the beneficiaries of Indira Awas Yojana (IAY) through banks so that they could make their houses better according to their wish. The loan will be provided at the rate of only four percent per annum. This amount would be an additional one besides the financial assistance being provided to the beneficiaries under the scheme. In this connection, the Principal Secretary of Panchayat and Rural Development Department Vivek Dhand has given information to the chief executive officers (CEOs) of all district panchayats and deputy general manager (DGM) of State Bank of India (SBI). Dhand has asked the officials to ensure that maximum number of eligible people get benefited by the loan offer. The department targets to benefit about 37466 beneficiaries in the current financial year.
The officials informed that the Centre had recently released Rs 11.30 crore for 13 districts of the state under IAY. This is the first installment for the 13 districts under IAY in the current fiscal. The Centre will provide Rs 97.60 crore to the state government to construct 28066 houses under the scheme, they said.
The Centre aims to provide financial assistance to the rural poor living Below the Poverty Line (BPL) for construction of a house under IAY, they said. The families eligible to get assistance under IAY are scheduled castes, non-scheduled tribes, ex-servicemen of the armed and paramilitary forces killed in action, physically & mentally challenged persons, freed bonded labourers & minorities.
The funding of IAY is being shared between the Centre and state government in the ratio of 80:20 in case of new house construction and 75:25 in case of upgradation. The beneficiaries receive fund in two installments either through their bank or post office accounts.
The officials informed that the allotment of dwelling units was being done in the name of the female member of the beneficiary household. However, when there is no female member in the family, house is allotted in the name of male member. Alternatively, the houses are also being allotted in the name of both husband and wife, they said.
Notably, from April 2010 the government is giving Rs 48500 to the beneficiaries dwelling in naxal-affected areas under IAY and Rs 45000 to the beneficiaries living in other parts of the state.
