Now, govt docs to get benefit of NPA after retirement





The state government has decided to give benefit of non-practicing allowance (NPA) to the government doctors and teaching faculties in the government medical colleges after retirement. In this connection, the Finance Department has sent an amended directive to all the departments, Divisional Commissioners and Collectors on Thursday.
According to the amended directive the NPA of the government doctors and the teaching faculties would not only be calculated on the basis of their basic salaries but they would also get the benefit after retirement as the particular allowance would be added to their pension. The directive further said that the pension of the government doctors and the teaching faculties would be revised on the basis of the NPA they would receive.
The government doctors and the teaching faculties got conditional permission to do private practice only recently. The government said these doctors and the teaching faculties could extend their services to any nursing home or private hospitals. In addition, they would not be allowed to do private practice during duty hours and strong disciplinary action would be taken against those who would be found absent from the work.
The government further said that the teaching faculties interested in private practice would have to first obtain permission from the dean of their respective colleges by submitting applications. The dean would have right to call them during emergency or when required.
However, the doctors and teaching faculties who are holding administrative posts in the government like directors, deputy directors, additional directors, joint directors, chief medical and health officers, district family welfare and health officers, civil surgeons, hospital superintendents, deans, principals, incharges of training centres and district level programme officers would not be allowed to do private practice.
The NPA will be 25 percent of the basic salary that will incorporate salary bands and salary grades. However, there would not be any other category of pay-scale or special salary in the basic salary.
The NPA will be termed as part of the basic salary not only during calculation of dearness allowance (DA) but also for the calculation of benefits to be received after retirement.
To receive these benefits, the doctors and teaching faculties should have received NPA for at least five years during their entire service period.
The NPA will be meant for only those medical posts for which the eligibility criteria would be degrees obtained under Medical Council of India (MCI) Act 1956 and Dentists Act 1948.
The eligibility for receiving the NPA at revised rate would be fixed from the date when the government servant (doctors or teaching faculties) started getting salary under the provisions of Chhattisgarh Wage Revision Act 2009.
