Tax on empty plots: MiC stalls decision till Jan 17


Mayor asks officials to obtain info regarding tax imposed by other nine municipal corporations on empty plots in past 13 years

The mayor-in-Council (MiC) has stalled the decision whether the RMC should impose property tax on empty plots in the capital from 1997 or not till January 17, 2011. The decision was stalled because the municipal officials could not produce complete details regarding tax imposition procedures in the civic bodies during the MiC meeting that held at Filter Plant Ravanbhatha on Friday.
“The meeting was specially convened to discuss over the issue of tax on empty plots, but in the absence of adequate information, all the MiC members unanimously decided to postpone the meting till January 17 so that the officials could fetch the necessary details,” said Mayor Kiranmayi Nayak after the day-long MiC meeting.
After holding talks with the MiC members, Nayak discussed over the issue with civic Commissioner Om Prakash Choudhary and other municipal officials. She asked why the RMC should impose property tax on the empty plots since 1997 and how much profit it would earn by recovering past 13 years of tax from the citizens.
However, when she did not get satisfactory reply from the officials, she directed them to produce all information regarding property tax on January 17. She further suggested that the officials can also obtain information from remaining nine municipal corporations of the state regarding their tax imposition procedures and whether they were recovering tax from the empty plot owners since 1997 or not.
The MiC members who attended the meeting were – Manoj Kandoi, Anwar Hussein, Mrityunjay Dubey, Pramod Dubey, Gyanesh Sharma, Jasbeer Singh Dhillon, Jagdish Ahuja, Rakesh Dhotre, Jaggu Singh Thakur, Rani Satish Jain, Chandra Behra, Dr Purnprakash Jha, Amit Das and Asha Israel Joseph.


Interim fee for B Sc Nursing, M Sc Nursing courses fixed

The state government has fixed interim fee structure for Bachelor of Science (B Sc) in Nursing (both basic and post basic courses) and Master of Science in Nursing for the academic session 2010-11.
The new fee structure has been fixed by the Fee Regulatory Committee (FRC) chaired by retired High Court Justice VK Shrivastava. The state government has constituted FRC under Chhattisgarh Private Professional Educational Institutes (Regulation of Admission and Fixation of Fee) Act 2008.
According to a joint directive issued by Technical Education, Manpower Planning and Science and Technology departments on December 27, 2010 from Mantralaya, the interim fee would be implemented with immediate effect in all the colleges which are offering nursing courses and there would be no change in the structure till the next revision of FRC. The new fee structure would be same for the students of Chhattisgarh and other states. 
According to new structure, the interim annual fee (tuition fee and other charges) for B Sc Nursing (basic) would be Rs 43000, B Sc Nursing (post basic) - Rs 35500 and M Sc Nursing – Rs 75000. Besides, the nursing institutions can charge Rs 3000 development fee every year and Rs 1500 as one-time caution money during admission procedures.
It has been categorically mentioned in the directive that the entire amount of development fee and the remaining fund after mandatory expenditure should be spent on development of same institution and not on any other organisation or project.
If any institution will charge fee more than the fixed structure or for any other purpose then it would be considered as capitation fee. The state government will take legal action under the Act against all such institutions that would take capitation fee from the students.
The committee says that since the fee will be effective in academic session 2010-11, the institutions that have taken more than the fixed structure would have to return the additional amount to the students.
The nursing colleges have been apparently instructed that they have to take fee semester-wise and would not be allowed to take fee of two semesters, i.e. entire year in advance. However, if any semester prolongs to 18 months then the institution can charge fee of 1½ years proportionately and not of two years.
The institutions would be allowed to impose Rs 25 fine per day on the students would delay in paying their fee. Besides, the institutions would have to charge conveyance, hostel and mess fees on ‘no profit no loss’ basis.
The university and counselling fees would be charged according to the norm fixed by the government.
The FRC has fixed maximum interim fee and the institutions cannot charge above the given slabs. However, they can take fee less than the ones fixed by the committee.



State table tennis teams for boys & girls announced

To participate in 72nd Senior National and Inter-State Table Tennis tournament

The seven-day 72nd Senior National and Inter-State Table Tennis tournament will be organised in Kolkata from January 17-23, 2011. In this connection, the Chhattisgarh Table Tennis Association (CTTA) president Sharad Shukla announced the state teams for boys and girls on Friday.
The players have been selected on the basis of their performance in three state ranking and one state-level competition that were jointly organised by the CTTA and Sports and Youth Welfare Department earlier.
The CTTA general secretary Amitabh Shukla informed that the association had also organised a 21-day training camp for the players to prepare for the upcoming tournament in Kolkata.
The camp concluded on Friday morning. On the occasion, the CTTA president distributed track suits to the players. The players will board train for Kolkata on Saturday.
Shukla further informed that the same boys’ team will participate in the national-level tournament to be held in Ranchi (Jharkhand) from February 22-25, 2011. For this, the team’s training camp would be organised from January 25 to February 9. The team will leave the state capital for Ranchi on February 19.
The boys’ team comprises of Vinay Baiswade, Vijay Baiswade, Anshuman Rai, Sagar Ghatge (all Raipur) and A Santosh (Durg).
The girls’ team comprises of Surabhi Modi, Priyal Ghore (both Raipur), Nisha Jha, Shrishti Tiwari and Renuka Sahu (all Durg).
The coach of both the teams will be Rupendra Singh Chouhan (Raipur) and manager will be Sandeep Khandelwal (Raipur).
During the announcement of teams, the office-bearers and members of CTTA including association’s vice president Kishore Jadhwani, Rajesh Lunia, Harjeet Singh, Lalli Randhava, Maninder Singh, Giriraj Bagdi, Atul Chandak and Deepak Parmar were also present.

Now, consumers can get power connection in 3 days

The Chhattisgarh Power Distribution Company Limited (CSPDCL) will now provide quick power connection to its urban and rural consumers. In this connection, a significant decision was taken by the company on Friday under which the applicants residing within 30 meters range of low pressure line can get power connection in three working days (in urban areas)  and five working days (in rural areas).
By far, the CSPDCL was providing power connection in 25 days in urban areas and in 30 days in rural pockets. This was causing inconvenience to the consumers. Considering this, the company has decided to expedite the process to provide election connections in 3-5 days, informed CSPDCL Executive Director SD Diwan.
To get quick connection, besides submitting application forms to the electricity office, the consumers would also have to provide no objection certificate (NOC) from the local civic body, documents related to ownership of the house and distance of the house from the nearest electric pole, Diwan said.
Apart from this, there should not be any outstanding power bill against the house or the building where new electric connection would be given.
In addition, the consumers would have to submit an affidavit declaring that they do not have any outstanding against the power company in any part of the state.
“if the consumers will provide all the required details then the company would immediately issue demand letter against the fee for new power connection,” Diwan said.
He, however, added that the consumers would also have to lay the service line from the nearest electric pole to their houses and submit the verification form to the electricity office.



Shrivastava nominated as AIPSCB vice president

The Deputy General Manager (DGM) of Chhattisgarh Power Holding Company Limited (CSPHCL) from Human Resources Department Ajay Shrivastava has been nominated as vice president of All India Power Sports Control Board (AIPSCB). Shrivastava informed that the AIPSCB has been constituted to control the sports activities of different state electricity boards and power companies across the country. This board takes decision to organise sporting activating every year. The office-bearers of Central Council for Sports and Culture and players and artists of CSPHCL have hailed the nomination of Shrivastava as board’s new vice president.



Raipur wins inter-regional bridge tournament

The Raipur Central Office team has won the inter-regional bridge tournament by beating Korba West. The two-day tournament was organised by Chhattisgarh State Power Company. The tournament was participated by several officials and employees of different regions of the company. The Managing Director of Chhattisgarh Power Holding Company Limited (CSPHCL) GS Kalsi presented the winning trophy to the Raipur team besides distributing other prizes on Friday. Giving his best wishes to the winning team, Kalsi hoped that it would maintain its winning streak in the upcoming All India Bridge tournament to be held at Raipur in March 2011. The new vice president of All India Power Sports Control Board (AIPSCB) Ajay Shrivastava also greeted the Raipur team for posting victory over Korba West in the finals. The winning team from Raipur was comprised of RK Tiwari, DK Bhalerao, LK Sethi, Vimal Mishra and Sunil Chandravanshi. The Korba West team included KP Banerjee, ML Rathav, Sunil Nayak, RK Azad, VK Mishra and ML Sahu. The winners of ‘master pair event’ were B Manoria and AV Kulkarni. The judges for the tournament were M Kathoria and R Mohammad.
