New bypass road from Pandri bus stand to Devendra Nagar

The RMC will construct another bypass road from Pandri bus stand to Devendra Nagar. Mayor Kiranmayi Nayak issued directives in this connection to the civic officials considering the traffic pressure on the Pandri road during her inspection to Pandri bus stand on Tuesday. Besides, she felt that the bus stand needed beautification and enhanced facilities. Notably, the RMC Commissioner Om Prakash Choudhary, too, had visited the bus stand premises recently and had expressed his ire over the anarchy and insanitation prevailing there.
Nayak further directed the officials to launch massive anti-encroachment and cleanliness campaigns in the bus stand premises.  She said that the officials should also monitor that the illegal occupants may not encroach the same piece of land after sometime.
On haphazard parking of buses, she said the civic administration would soon take steps to organise the parking system after holding talks with the Traffic Police and Transport Department.



Beautification of Anupam garden to begin soon: Mayor

The RMC will soon commence the beautification works of Anupam garden (Mahaveer Park) based at GE Road. Mayor Kiranmayi Nayak on Tuesday inspected the garden and asked the officials to commence the works after demarcating its area. During her inspection, when she found that one corner of the garden wore a filthy look because of waste and garbage thrown by one restaurant Little Hut located there, she directed the officials to verify the lease deed of the eating joint and to shift it elsewhere.
When informed that the garden lacks proper drainage system owing to which it remains closed during rains, Nayak asked the officials to ensure that the water may not accumulate in the garden. Notably, the RMC’s general body meeting in March 30, 2010 had passed the proposed beautification works of Anupam garden that would be carried out at an estimated cost of Rs 1.67 crore. The RMC aims to develop Anupam garden like Gandhi Udyan so that the people could enjoy there along with their families.
Under the beautification works, the municipal corporation will carry out construction of two entry gates, watchmen quarters, gardening, electrification, construction of fountain, installation of new playfield equipment, development of 2.5- 4 meter wide pathway around the garden for morning and evening walk, yoga platform, lawns, etc. 


Approval must to raise pandal on roads

During navratri festival

Mayor Kiranmayi Nayak has appealed to Durgotsav organising committees to obtain prior permission from the municipal corporation pertaining to erection of pandals during navratri festival. “We are making permission mandatory to improve the arrangements during navratri and for convenience of massive crowd,” said Nayak. She would also convene a meeting of all the Durgotsav organising committees in next coming days to discuss regarding immersion of idols in an environment-friendly manner. “The immersion of Lord Ganesh and Ma Durga idols in river Kharoon is polluting it and we need to find some other place so that not only the river could be saved, but even the sentiments of the devotees may not get hurt,” she said. Nayak pointed that the RMC would try to adopt the method of major cities of the country that dig separate pond for immersion of idols to preserve their river and ponds. “After immersion of idols, the specific ponds are filled again,” she added.



Insanitation: Hotel Oberoi Gulshan fined Rs 5000

The RMC on Tuesday imposed Rs 5000 fine on Hotel Oberoi Gulshan based at VIP road for throwing food waste and garbage in its surroundings. Similarly, the municipal’s Health department officials raided Hotel Highway Inn based at Ring Road No 1 near Rajendra Nagar and found its kitchen was unhygienic and the food materials were substandard. The officials imposed Rs 2000 fine on the Hotel Highway Inn. The officials warned the hotel managements of heavy fine and stern action on creating insanitation in their ambience in future.


DCC wants removal of CIC Vijayvargiya

Submits memorandum to Governor

The DCC Urban has demanded from Governor Shekhar Dutt to remove Chief Information Commissioner (CIC) AK Vijayvargiya with an immediate effect alleging that he had not imposed penalty on the officials who delayed in providing information to the applicants under Right to Information Act (RTI) and consequently the government had to incur loss of about Rs two crore. The complete amount should be Recovered from Vijayvargiya, the DCC said. In this connection, the DCC Urban secretary Dayanand Sharma submitted a memorandum to the Governor on Tuesday along with evidential documents. Sharma informed that the Governor can order probe against the CIC by removing him according to the provision under section 17 of RIT Act.
Sharma further demanded from Chief Minister Raman Singh to appoint any legal expert as CIC instead of a bureaucrat who fails to take action transparently because his affinity with the government that he serves for 30-35 years.
In his memorandum, Sharma wrote that the applicant should be provided the information he seeks within 30 days of his application according to the RTI Act and no fee should be charged further in case of delay. Under section 20 of RTI Act, the CIC should impose penalty of Rs 250 per day on the official who delays to provide information and the maximum penalty can go up to Rs 25,000, he said. More importantly, there is no provision in the Act to waive off penalty, but the CIC never imposed penalty on the guilty officials, although he ordered to give compensation amount to the applicants, said Sharma who submitted few copies of the CIC orders to the Governor.
He informed that there were 911 cases of delay amid 2006 to June 2009, but the CIC refrained to impose penalty on the relevant officials. He alleged that the State Information Commission (SIC) even stopped providing information pertaining delayed cases post June 2009 when it sniffed that he was planning to submit all the evidences to the Governor.
Sharma said Vijayvargiya also violated Act under which it has been categorically mentioned that no fee should be taken from the applicant if the information is provided after 30 days. “Vijayvargiya has instructed his officials to provide free of cost information only up to Rs 200 in delay cases and to charge certain fee on further information,” Sharma said.
