Why RMC paying sanitary contractors for no work?

Who says Raipur will soon become a clean city? If civic authorities are making such claims then simply put a deaf ear because they cannot help giving such assuring statements before the public, especially media without taking a pain to witness the practical reality in wards. The bandwagon of this impassive lot is large – from administrative officials to ground staff to elected representatives as none raise the issue of insanitation in his or her locality unless the problem gets permanently solved.
And when the responsible people turn unaccountable, then how it is possible that the hired ones like sanitary contractors and workers would not become foolhardy?
The municipal sticks to the word – commitment, but for whom, it should clarify. If it is committed for public then where is the result? The heaping garbage in wards and at roadsides stinks, but the neither the local corporators and health officials nor the sanitary contractors are taking responsibility.
The drains are choking everywhere, but why bother when none would be left unclean; however there is no time constraint as the deadline could be stretched till next rainy season.
According to instructions, if the sanitary workers clean any drain then the garbage taken out from it should be lifted on the following day. The residents of Shaheed Bhagat Singh ward informed that the sanitary workers take well over a fortnight to lift the garbage. The people who live opposite to the proposed All India Institute of Medical Sciences (AIIMS) inform that the drains in their locality hardly get cleaned. They blamed the local corporator Sunil Chandrakar as well as the sanitary contractor for the filthy conditions prevailing in their area.
The residents of Purani Basti, Budhapara, Lakhe Nagar, Brahman Para and Amapara say that they fed up of sanitation drives launched by the municipal corporation as none has improved the condition in their localities that have large number of narrow streets.
The saga of insanitation continues in the other parts of the city including Naharpara, Gudhiyari, Devendra Nagar, Pandri, Mova, Katora Talab, New Shanti Nagar, Lodhipara, Fafadih, Rajendra Nagar, Santoshi Nagar and all the slum areas.
However, the sanitary contractors are receiving full payments from the RMC. Ironically, the payments of these contractors are released on the basis of the ward sanitation reports prepared by the health officials who first obtain signature of the corporators as a mark of approval before submitting them to their respective zone commissioners. So, everyone is monitoring the cleanliness works, but why only in papers and not in the field. Is there a racket active again that is deceiving the RMC as well citizens on pretext of clean Raipur? The answer lies with the civic authorities who pay the sanitary contractors.

We are trying to raise sanitation standards in the city. The sight of heaping garbage could be common either in the interior areas or in the outskirts of the capital, not in the downtown area. This condition prevails because of lack of resources. The corporators of such areas should promptly direct the sanitary contractors to lift the heaping garbage near drains and public places and to dump in trenching ground.

The city looked filthy and unclean because the municipal corporation has failed to frame any effective sanitation policy. You cannot change the city’s appearance by frequently changing the policy. The sanitary contractors are impudently flouting sanitary norms, but the officials are ignoring them. We have raised this issue several times and recently before the civic Commissioner.



1839 candidates file nominations for upcoming civic body polls

About 1839 candidates have filed nomination papers on the last date (December 6, 2010) of nominations for the upcoming elections for 13 civic bodies and seven nagar panchayats to be slated on December 21, 2010. The State Election Commission informed that 107 aspirants had filed nomination papers for the post of chairman or president and 1632 for corporator seats.
According to information, 16 candidates have submitted nomination forms for the mayoral post of Bhilai Municipal Corporation while 547 aim to contend for corporator seat.
In municipal councils, the aspirants for Bhilai-Charoda Municipal Council are – 12 for chairman and 175 for corporator, Jamul Municipal Council – 12 for chairman and 106 for corporator, Birgaon Municipal Council – 10 for chairman and 187 for corporator and Khairagarh Municipal Council – 3 for chairman and 51 for corporator.
In nagar panchayats, the candidates for Maro Nagar Panchayat are - 11 for president and 76 for corporator, Bhairamgarh Nagar Panchayat – 2 for president and 34 for corporator,Bhopalpatnam Nagar Panchayat - 5 for president and 49 for corporator, Vishrampuri Nagar Panchayat – 4 for president and 63 for corporator, Premnagar Nagar Panchayat – 5 for president and 80 for corporator, Narharpur Nagar Panchayat – 19 for president and 87 for corporator, Konta Nagar Panchayat – 4 for president and 55 for corporator and Shivpur-Charcha Nagar Panchayat – 4 for president and 110 for corporator.


YC seeks support of Cong MLAs

For reinstallation of Rani Durgawati’s statue

The Youth Congress (YC) on Tuesday sought support of Congress legislators for reinstallation of Rani Durgawati’s statue at airport road. In this regard, the members of Youth Congress (YC) Parliament Raipur led by their president Vinod Tiwari gave a letter to former Chief Minister Ajit Jogi, Dr Shiv Daharia, Kawasi Lakhma and Ramdayal Uike.
Tiwari informed that handing over the letters to the Congress legislators was their third phase of agitation pertaining to their demand for reinstallation of Rani Durgawati’s statue and in next phase they would block the road traffic of the capital. “We would not relent unless the statue is reinstalled at its original place,” Tiwari said.
The YC members had recently submitted a memorandum to the Collector Rohit Yadav in this regard and had warned that they would launch aggressive agitation if their demands would not be fulfilled.
The YC had also staged a day-long dharna in favour of its demand on November 17, 2010.
Tiwari said Rani Durgawati sacrificed her life to save Gondwana state in 1564 owing to which the Gondwana community and the tribals call her their goddess.
During his meeting with the legislators, Tiwari was accompanied by Deepak Pandey, Pawan Singh, Pappu Agrawal, Shiv Pujan Agrahari, Rikki, Rubal Mehta and others.
