BJP corporators create scene in House, enter the well


Over compensation package for affected people on Gaurav Path 3 project from GE Road Amapara to Telghani Naka chowk

The BJP corporators shouted slogans against the ruling Congress at RMC and created scene in the House during the second day general body meeting over compensation package for affected people on Gaurav Path 3 project from GE Road Amapara to Telghani Naka chowk via Agrasen chowk on Monday.
The BJP corporators continuously demanded from Mayor Kiranmayi Nayak to disclose the compensation amount to be given to the affected people before commencing the project under which the road widening and beautification works would be done. They Opposition also asked the Mayor to inform the House about list of residents and shopkeepers who would be affected by the project.
The Mayor assured the House that the RMC had listed 220 residents and shopkeepers from the area who would be affected from Rs 3.10 crore-Gaurav Path 3 project. The list included encroachers, people living or operating their business on nazul land and registered ones.
However, when she did not reveal the compensation amount, the Opposition pointed that while fighting for the rehabilitation and compensation of shopkeepers and residents from Amapara to Azad chowk during road widening process, she had asked the former civic body to disclose package given to the affected people and asked why she was not maintaining the same spirit for the people of Gaurav Path 3 project. The Opposition alleged that the Mayor had taken hefty fee amount to take the case of people displaced from Amapara to Azad chowk.
Dismissing all the chares, the Mayor said she had never taken any fee from the dwellers to take their case. “I will resign if the BJP corporators would prove this allegation against me,” she said adding that she had fought the case in the HC without taking any fee and had only taken petition fee and that too very nominal.
On the agenda 26 about road widening and beautification works from Fafadih to Telghani Naka chowk via Railway station chowk, the opposition pointed out that the agenda contained various errors. The Speaker asked the RMC Secretary to probe and submit the report in seven days on the matter whether so many mistakes in the agendas were mere typing error or deliberation. 


No consensus in House over Ganj Mandi project

To be tabled again in next general body meeting in amended form

The significant agenda of Ganj Mandi project could not be passed in the RMC’s general body meeting on Monday as the Opposition the sought more amendment in it. Already, the MiC had tabled the Ganj Mandi project as an additional agenda in the House after amending it on the recommendation of a committee formed by it.
The Opposition clearly refused to nod on the project terming the proposed points in the memorandum of understanding (MoU) vague. The BJP corporators said since about 23 acres of the total 26 acre land of the Ganj Mandi belonged to the RMC, the project should be implemented under the municipal corporation and with the support of the state government. They said the role of Urban Administration and Development department would be crucial in removing various obstacles in the path of the project.
Mayor Kiranmayi Nayak informed the House that the RDA would be the implementing agency for the project and the RMC would have to vacate the entire stretch of the land within two years by taking the matter to the court and coming as victorious.
She said according to the RDA earlier proposal, the RMC was supposed to receive only Rs 22 crore from the Rs-800 crore project. This led the MiC to make amendment in the proposal, she said.
She further informed that according to MiC’s amendment, the project would be carried out in phased-manner. “The RDA wanted to hire a project consulting agency at our cost, but since we are already planning to make the authority the implementing agency, why should we incur any other cost,” she said.
Terming the project complicated and to ensure that about 700 people who would be affected by it should get proper rehabilitation and compensation package, the House decided to amend it further and table it in the next general body meeting.


Highlights of second day of RMC’s general body meeting

•    The second day of the House proceedings commenced at 10 am. Speaker Sanjay Shrivastava informed the House about the sudden demise of BJP legislator from Balod Madan Lal Sahu and Mayor Kiranmayi Nayak’s uncle on August 22, 2010. The House first paid tribute to the deceased keeping two minutes silence and then the Speaker adjourned the proceedings for 20 minutes in respect of the deceased.
•    Leader of BJP corporators Subhash Tiwari raised the issue of polluted water in the capital. He showed sample of polluted water to the House taken from Thakur Pyarelal ward.
•    BJP corporator Suryakant Rathore questioned need of tabling several agendas pointing that they do not have signatures of Mayor, Commissioner and the MiC member.
•    The Speaker cautioned the House to maintain decorum and avoid talking over cell phones. He also urged the members to speak on the issue when given opportunity and not to take the subject astray.
•    On BJP’s allegation regarding anarchy prevailed in the municipal corporation, the Mayor said the Opposition simply wish to attract media’s attention by creating rumours.
•    On BJP’s strictures regarding sundry errors in list of agendas, the Mayor reasoned scarce staff in the RMC Secretariate. She demanded from the Speaker to make arrangements of word-to-word recording of the House proceedings from next general body meeting. The Speaker instructed in this connection to the civic Secretary GS Kshatriya and gave his three months time to make preparation.
•    The Mayor alleged that the BJP was deliberately stalling House proceedings and creating scene over every agenda which was dismissed by leader of BJP corporators Subhash Tiwari who said the Opposition was committed to raise issued related to public and not to waste the time of the House.
•    Independent corporator Mrityunjay Dubey raised the issue of disputed Kiran building and sought reason for not tabling the report of the probe committee in the House. He also pointed towards the zone formation matter and asked from the ruling party whether the RMC had received any instruction or report from the state government regarding the significant issue. He further questioned why the Commissioner included interchange of two wards – 46 (zone-4) and 51 (zone-6) in each other’s zones.
•    On Mayor’s information to the House on different issues, BJP corporator Prafulla Vishwakarma alleged that she always produce untrue facts and mislead the members.
•    When the Mayor said the Opposition was attempting hard to tarnish her image before public by terming her party failure at RMC, the Leader of BJP corporators Subhash Tiwari said Mayor should not lose her control over petty allegations.
•    The recent blamegame between Ex-Mayor Sunil Soni and Mayor Kiranmayi Nayak once again resonate the House. The BJP corporator Prafulla Vishwakarma suggested that both Nayak and Soni should get opportunity to debate so that the details of all the disputed issues could be unraveled before the House members.
•    On tender to repair damaged roads in certain wards under agenda 31, the Opposition and independent corporators demanded to include the damaged roads of all the wards on which the Mayor said she had already asked the officials to take such step.
•    On maintenance of damaged roads, the Opposition demanded to take action against those contractors who do not repair roads within guarantee period. The Mayor said the three-year guarantee period for maintenance of road would be strictly monitored and the guilty contractors would be blacklisted. She asked the officials to prepare a list of the all the contractors who had constructed the roads in the past two years.
•    The House unanimously passed ten agendas pertaining to the house to be built under Basic Services for Urban Poor (BSUM) under Centrally-sponsored JNNURM scheme.
