Impose tax on empty plots in commercial areas: Cong

Alleges that state government compelling civic bodies to recover property tax of past 13 years

Raipur, January 12, 2011

The Congress has demanded from the Raipur Municipal Corporation (RMC) to impose property tax on empty plots located in commercial areas, not on all plots within the RMC limits. “This is not practical. It is the state government that is compelling all the municipal corporations to impose property tax on people owning empty plots – whether it is in commercial or residential areas. The government wants civic bodies to recover tax of past 13 years from these empty plot owners which is ridiculous and frustrating for the taxpayers,” charged DCC president Inderchand Dhariwal.
In this regard, a delegation of DCC workers led by Dhariwal, general secretary Dr Niranjan Haritwal and spokesperson Sheikh Shakeel on Wednesday evening submitted a memorandum to Mayor Kiranmayi Nayak, civic Commissioner Om Prakash Choudhary and president of RMC’s Revenue department Manoj Kandoi.
“We have urged from the RMC authorities to impose only one year of tax on empty plot owners in commercial areas. We asked from them that when the calculation of taxes have been done in this financial year then why should the citizens will pay taxes of last 13 years?,” the trio said.
“We have also pointed that if the RMC wants to increase its revenue then it should impose property tax on those 40000 houses that have not been included under tax net by far. This is how, the municipal’s exchequer would inflate by Rs 2-3 crore annually,” they added.
The corporators too feel that the residents are shocked by the RMC’s new ‘tax collection mission’. Some of the corporators from both ruling and Opposition parties say that several middle class taxpayers would not be able to shell out huge tax amount of 13 years.
“The Raipurians invested heavily on lands in the past ten years after Chhattisgarh became state. However, no property tax was imposed on their empty plots any year. Now if the municipal corporation would ask the citizens to pay the collective tax amount then it would not only be impractical, but also injustice to empty plot owners,” the corporators said.
According to RMC’s tax collection plans, the Revenue staff will assess tax amount of all the empty plots in residential and commercial areas of the city and outskirts. For this, all the empty plots would be first enlisted zone-wise.
Then the property tax on the empty plots located in the residential or commercial areas would be recovered from the date of registration of the piece of lands.
However, there would be tax relaxation for agricultural land owners. The municipal corporation will impose tax on such lands after the three years of date of their registration.
Another tax relaxation would be for small plot owners. The RMC will recover property tax of past three years from those owning residential plots with less than 5000 sq ft area and commercial plots with less than 1000 sq ft area.
