The civic Commissioner Om Prakash Choudhary has done bulk inter-zone transfers of the municipal’s Revenue staffers on Monday. Choudhary took this decision after Urban Administration and Development Minister Rajesh Munat expressed his displeasure over the truancy of Revenue staffers during his surprise visit to the RMC’s Revenue office at Netaji Subhash stadium on September 10, 2010. About 35 staffers were absent from the office during Munat’s visit. The minister was also infuriated with the incomplete works of department and officials’ inability to provide information about departmental issues.
The initial effect of Munat’s ire surfaced in the RMC when Choudhary suspended six Revenue staffers on grounds of truancy on September 17, 2010.
The staffers at Revenue Sub Inspector (RSI) level who were transferred include - Jagmohan Dhruv and Nandkishor Thakur to zone 1, JN Pandey, Dasru Ram Thakur and Prakash Gaharwal to zone 2, Shyamdev Parganiha and Shreeram Sharma to zone 3, Vinod Pandya, Anil Soni and Rasandra Tiwari to zone 4, Raju Dubey and Subhash Shukla to zone 5, Umakant Sharma and Kadar Khan to zone 6, Rikhiram Yadu, Sunil Raghuwanshi and Chandrabhushan Parma to zone 7, Dayaram Yadav, Vallabh Sharma and Yasdhwant Jadhav to zone 8, Chedi Lal Patghari to Bazar department, Balram Dhruv to Najul department and Ashwini Sharma to the office of the Deputy Commissioner.
The staffers at Assistant Revenue Inspector (ARI) level who were transferred include – Akash Jha, Bhupendra Chaturvedi, Devendra Nayak, Dilip Kumar Behra, Bhagirathi Gadhewal, Ishak Khan, Hameed Khan and Prakash Yadav to Bazar department.
Similarly ARIs Rajju Vani, Ghasidas Gond, Ajay Chatterjee, KD Khan, Pemchand Dubey, Purushottam Yadu, Chandrayan Singh Thakur, Amrik Singh, Vijay Pathak and Virendra Chandrakar were transferred to zone 1.
While, ARIs Anil Dewangan, Deepak Sonekar, Mazhar Khan, Gaind Lal, Rajendra Joshi, Ashok Banjari, Manish Markam, Sujan Chakravarthy, Kaushik Ram Sahu, Sitaram Sahu, Abhay Shrivastava and Sadaram Tiwari were transferred to zone 2.
The ARIs Mukund Kelkar, Mahendra Verma, Rajendra Verma, Hiralal Nirmalkar, Laxmikant Sharma, Prashant Chakraverthy, Bhagat Ram Verma, Shivkumar Tiwari, Banshi Yadav and Vijay Verma were transferred to zone 3.

The claims of Arang legislator Rudra Kumar Guru that he would become the president of Youth Congress (YC) by winning elections proved to be a damp squib on Monday as he could not even manage to secure minimum votes that could have confirmed his berth for the post of delegate from his own constituency. Guru got only 13 votes and missed the opportunity to go ahead by two votes.
On the second day of three-day YC elections for nine legislative constituencies of Raipur district, the contestants from Raipur Rural, Arang and Dharsiva were in fray for working committees and delegates on Monday’s polling that held at Congress Bhawan from 8 am to 5 pm.
The results of Raipur Rural came as shocker for different camps in Congress as Ashish Dubey won the president post of working committee of the constituency securing 74 votes while Vikas Dubey was elected as vice president with 51 votes in his kitty. Similarly, Pankaj Kumar Mishra (61 votes) and Vinod Tiwari (51 votes) were the candidates who got highest votes for delegates informed the Lok Sabha Returning Officer (LRO) Ganesh Langote.
About 541 voters gathered at Congress Bhawan to elect working committee members. The posts of president and vice president of Arang working committee were won by Akash Chandrakar who got 56 and Khileshwar Dewangan who secured 30 votes. Among delegates, there was a tie between the Makhkhan Lal Tamrakar and Purushottam Sonwani as both of them received 23 votes each and got highest votes.
In Dharsiva constituency, Rudra Baghel secured 54 votes and Lekhram Verma got 44 votes and both were declared as president and vice president of the constituency’s working committee. Similarly, Asif Memon got 49 votes and Saurabh Mishra received 32 votes and enlisted on top two spots respectively among elected delegates.
Notably, the voters will elect 10 working committee members and 10 delegates from each legislative constituency. The members of working committees would not be allowed to contest in the polls, while the delegates can fight the YC polls at Lok Sabha level.
By Monday, the party had completed polling in 65 Vidhan Sabha areas. While, the polling in nine Lok Sabha areas would be completed by Tuesday (September 21) except Bilaspur and Korba constituencies.
On September 22, the candidates fraying for LS level would submit their nomination papers at party office of their constituencies. The following day (September 23) would be kept reserve for submission of nomination forms and the contestants could be able to submit their papers at Pradesh Returning Officer (PRO) office at Congress Bhawan at Raipur. The scrutiny of the forms would be done on September 24 while the announcement of all the working committees at Lok Sabha and state levels will be announced on September 27 during the party state convention.
Contractual workers must get payment thru banks: Dhand

The state administration has instructed the RMC to ensure that the contractual workers must get their payments mandatorily through banks. In this connection, the Principal Secretary of Labour department Vivek Dhand on Monday issued directives to the civic Commissioner Om Prakash Choudhary. Dhand said the government had already ordered all the civic bodies to ask their contractors to disburse payments of the contractual staffers through banks, however many contractors were not following the instructions. Dhand said the RMC must ensure that the fresh directives pertaining to the payment should be strictly followed by the contractors by October 2010. He said the license of non-complying contractors should be revoked with an immediate effect.
