Corporator ends dharna after RMC Speaker’s assurance


Thakur Pyarelal ward’s sanitary contractor to be blacklisted

The dharna of Thakur Pyarelal ward residents led by their corporator Pushpa Tiwari against the municipal’s apathy towards the problems of their area ended on Friday after RMC Speaker Sanjay Shrivastava assured them of quick redressal of their grievances.
Shrivastava further instructed the officials to cancel the contract of the ward’s sanitary contractor who had not commenced cleaning works in spite of getting work order four months back. He further instructed the officials to blacklist the contractor so that other sanitary contractors could pose seriousness towards their responsibility.
Shrivastava said fresh tender should be invited to ensure that the sanitary works of the ward may not get affected. He asked the officials to carry out cleaning works of the area through the RMC’s regular cleaning staffers till the new contractor takes over the job. He said the garbage of the locality should also be collected regularly.
Shrivastava gave three days time to the officials to redress other problems of the ward. On residents demand, he assured that the municipal corporation would soon install street lights at Mangal Bazar. For proper drainage system behind Rajkumar College, the RMC will construct new drain, he said.
On complaints by the residents regarding delay in preparation of new APL cards for the families under general category, he directed the zone commissioner to provide new APL cards in three days to 132 families who had applied several months back.
On issue of polluted water, he asked the zonal health officer to distribute chlorine tablets in the wards and to disinfect the wells and ponds. Notably, leader of BJP corporators Subhash Tiwari had raised the issue of polluted water in Thakur Pyarelal ward during the recently held general body meeting. He also showed the sample of polluted water to the demanding from the civic administration to quickly take measures to ensure people get clean potable water.
In connection to the polluted water, the BJP corporators point out that the lack of chemist post in the filter plant is the major reason owing to which the water is being supplied to the city without being tested.
They said the problem of polluted water prevailed in several wards and in this regard they had repeatedly complained to the civic authorities, but were still waiting for necessary action.
In summer, Mayor Kiranmayi Nayak had assured that the RMC would test the quality of water in each ward after she received several complaints pertaining to contaminated water from different parts of the city.


RMC traps uncontrolled bull

The RMC trapped an uncontrolled bull from Jail road on Friday. The bull had attacked about 15 persons from at Jail road near Fafadih chowk after being bitten by a dog recently. The RMC Commissioner Om Prakash Choudhary directed the Revenue squad to trap the bull after he received several complaints from the people regarding terror of uncontrolled bull at Jail road. The bull was trapped after it frustrated the civic staffers for more than three hours.

After the recent bulk transfer of about 29 officials and employees of the Raipur Municipal Corporation (RMC) to other municipal corporations and arrival of new faces from different civic bodies, the RMC Commissioner OM Prakash Choudhary delegated responsibilities to them on Friday. According to Choudhary’s directives, SAS officer and Additional Commissioner at RMC Tran Prakash Sinha would now be the incharge of Finance, Budget and Auditing departments. Besides, Sinha will also hold the post of secretary Finance department and would be incharge Stores.
Sinha’s job profile comprises of approval of CPF, GPF cases of civic staffers after verification as per rules, approval of 30 days earned leave to the staffers of Finance department, to conduct auditing of the outstanding amounts and to deal all finance-related issues through letters and other medium.
Sinha will have to produce the report of work-wise outstanding amounts of all the works after verifying them, would be the signing authority to issue all types of financial orders after taking approval of the Commissioner and would distribute works to the staffers of the Finance department. Sinha will also produce the files related to RMC’s Law department, Planning department and JNNURM to the Commissioner.
On the other hand, Deputy Commissioner SK Sundrani will be the new municipal secretary besides being incharge of the Planning department. Sundrani will also hold the post of nodal officer of JNNURM and would be incharge of Fire Fighting department and administrative officer of Education department.
The other key responsibilities of Sundrani will be to frame new strategies for BSUP scheme, water augmentation scheme, solid waste management system, city bus management scheme, underground drainage system and traffic management and to implement all the schemes effectively.
Sundrani will also hold the responsibilities of carrying out construction works of new buildings, Gaurav Path projects, stadium project, Town Hall, Shaheed Smarak Bhawan, Dr BR Ambedkar Mangal Bhawan, Pt Ravishankar Shukla conference hall at RMC head office, allotment of Bairon Bazar community building, mid-day meal, administrative controller of Shikshakarmis and secretary education committee.
The Deputy Commissioner GS Kshatriya will now be the head of the Health department besides holding the responsibility of city sanitation, anti-larvae works, etc. The Deputy Commissioner Shrikrishna Dubey will be incharge of General Administration department, incharge and secretary Revenue department and Law department.


Truancy of cleaning staffers affects city sanitation

Sanitary contractors of zone 3, 4, 6 warned to ensure full attendance of workers

The lethargic attitude of sanitary contractors in carrying out cleaning works in their areas and the truant habit of cleaning staffers has severely affected city sanitation. To inspect the progress cleaning works in the capital, the municipal Commissioner Om Prakash Choudhary on Friday visited various wards of zone 3, 4 and 6 and found that none of the areas had full attendance of sanitary workers. Taking serious note on this, Choudhary immediately called upon the contractors and rebuked them for posing negligent attitude towards their contractual works.
Choudhary asked the contractors to ensure cent percent cleaning works in their areas with full attendance of workers. He directed the officials to take disciplinary action against the contractors whose deliberately ignore truancy of the cleaning staffers. He said the payments of such contractors should be slashed in proportion to the attendance of the workers.
Choudhary has recently cancelled sanitation contract of four contractors of ward 32 - Shaheed Veer Narayan Singh ward and ward 44 – Guru Ghasidas ward as two of them had not commenced the sanitary works in their respected areas while the remaining two had deliberately ignored less attendance of their cleaning staffers.
Notably, Choudhary as well as the Mayor Kiranmayi Nayak have categorically said that any irregularity in city sanitation would not be tolerated and the sanitation contractors would have to carry our works according to the terms and conditions of the agreement.
To implement the sanitary works more effectively, the municipal corporation will soon purchase dumpers with different capacity to collect garbage from the city as well as 3D machines to load the filth on the vehicles. For this, the RMC will spend about Rs 2.96 crore. In addition, the RMC is also hiring a Bangalore-based agency - Paradigm Environmental Strategies Private Limited to implement solid waste management system.
The civic administration will also provide about 2.5 acres land filling site to the government for installation of incinerator to dispose of bio medical waste.
