‘Proposed new mines policy can lead to scam like 2G spectrum’

Says CM Raman Singh to Finance Minister Pranab Mukherjee

Raipur, November 24, 2010

The proposed new mines policy of first-come first-served to distribute license can lead to another scam like 2G spectrum. The words of concern about the flaws in the Centre’s proposed mining policy were expressed by Chief Minister Raman Singh while he met Finance Minister Pranab Mukherjee at New Delhi on Wednesday.
He further raised his objection over export of natural resources of the country terming it a national crime and demanded that it should be prohibited with an immediate effect.
On proposed mines policy, he said, “The centre should reconsider the policy as it would only encourage corruption. This policy is impractical and would not benefit the masses.”
Elaborating his opinion, Singh said, “It would be injustice to the people of Chhattisgarh if the first applicant would obtain licence according to the policy without proposing any value addition and the subsequent applicants would be rejected in spite of having better offer,” Singh said.
He indicated that even the Huda Committee had recommended that the applicants offering value addition at local level should be given preference over the others while distributing licence for mining. “There should be provision to allow consideration of competitive proposals while distribution of prospective licence in the regions where the availability of mineral resources are known,” he demanded.
“The relaxation in mining should be preferably given to those applicants who propose to make value addition in the scheduled areas. Besides, 26 percent of mining benefit or twice the amount of royalty, whichever is higher should be given for rehabilitation, welfare and regional development of locals,” he said.
