DCC likely to suspend 4 corporators


Who voted during zone prez polls despite instructions to refrain

The four Congress corporators of zone 6 who had cast their vote during RMC’s recently held zone president election in spite of clear instructions from the DCC to refrain from participating in the polling are likely to be suspended. “We are trying to maintain discipline in the party but these corporators have refused to follow our instructions. If stern action would not be taken against them then other workers too would start disobeying,” said the DCC Raipur Urban president Inderchand Dhariwal on Monday.
The zone president election was conducted on October 8, 2010. Before polling, both the Congress and BJP had reached to a consensus that the Congress corporators of zone 6 would not cast their vote as two independent corporators - Fekan Verma (Dr Vipin Bihari Sur ward) and Pardesi Ram Sahu (Chandrashekhar Azad ward) were in the fray for president post.
In this connection, Dhariwal had issued a whip to the Congress corporators that no one would participate in polling. However, Mayor Kiranmayi Nayak asked the four party corporators from zone 6 - Amit Das (Moreshwar Rao Gadre ward), Samir Akhtar (Shaheed Rajeev Pandey ward), Jagdish Ahuja (Ravindranath Tagore ward) and Lekhram Verma (Dr Shyama Prasad Mukherjee ward) to cast their vote in favour of the independent corporator Fekan Verma.
Later, while announcing reshuffle of Mayor-in-Council (MiC) on the same day, Nayak informed that Verma had joined Congress while Jagdish Ahuja was inducted in the MiC.
Irked by Nayak’s decision, the dissident Congress corporators complained to the DCC president Dhariwal against her as well as the four party corporators from zone 6 who violated discipline. However, when the DCC asked from these corporators whether they participated in the polling voluntarily or due to compulsion, they did not mention Nayak’s name. 
The DCC immediately shot show cause notice to these corporators asking them to clarify their stand in fourteen days. The notice period will end on October 22.  The DCC has clearly hinted that these corporators would not be absolved.
Notably, the DCC had recently constituted five-member disciplinary committee that would probe into cases pertaining to indiscipline and would submit its reports.



Tarring: Roads 8, cost Rs 3.73 cr, guarantee not applicable

Corruption has become the buzzword in the RMC as it surfaces frequently whenever the municipal corporation commences any development project. This time, corruption is prefixed with the road macadamisation works that are being carried our by the RMC as none of the selected roads for the project could be equated with the construction standards. Presently, eight roads are being macadamised at an estimated cost of Rs 3.73 crore approximately, but as majority of them have started deteriorating from the day-one, it does not seem that the contractors would dare to take the guarantee of the longevity of roads.
The municipal corporation had decided to macadamise 25 roads with more than Rs five crore. However, only two contractors – Macadam and GP Khetan were finalised through tenders to macadamise eight roads.
The contractors commenced their projects just a couple of day back, but the roads have started deteriorating as the construction materials are not being used according to the prescribed standards and the thickness of the first coat of macadamisation has not been maintained. In addition, the potholes have not been leveled properly before laying the layer of tar over the road owing to which they have emerged again after frequent movement of the vehicles.
The poor quality of macadamisation at Jail road, Pandri, near Fire Brigade office and Malviya road speaks volume about the deliberation of contractors. Even there is no record of machines and equipments that are being used for macadamisation works.
The macadamisation works being carried out on roads from - Sanjay Gandhi chowk to Jhulelal chowk at an estimated cost of Rs 9.51 lakh, Railway station to Radhakrishna temple near Gudhiyari underbridge – Rs 11.41 lakh, Motibagh chowk to Madhusudan Das chowk (Mahila thana chowk) – Rs 21.42 lakh, Ambedkar hospital chowk to Ganj police station chowk (Jail road) – Rs 1.98 crore, Ambedkar hospital chowk Khalsa School – Rs 25.36 lakh, Escorts hospital to Farishta complex - Rs 19.97 lakh, Kali mandir chowk (near Gass memorial ground) to Vishweshraiya chowk - Rs 69.74 lakh and in Tatibandh area (at GE road) - Rs 17.42 lakh.
Denying corruption on road macadamisation works, the RMC’s Executive Engineer (Planning) CP Jain said, “All the eight roads are being tarred according to the set standards. Deterioration occurs on the macadamised roads due to immediately movement of vehicles but these problems would not surface after second coating,” he said. When inquired whether the contractors would be fined and blacklisted if the roads would deteriorate completely within a month or two, Jain said, “According to an agreement, the contractors are supposed to maintain the roads for three years and whether it would deteriorate early or later, the contractors would have to repair them at their own expense.
On the other hand, leader of the BJP corporators Subhash Tiwari has alleged that the corruption prevailed in the road macadamisation works owing to anarchy in the RMC. “The people of Raipur are suffering due to nexus between the relevant officials and contractors as none of the eight roads are being macadamised at par,” said Tiwari.



Dissidents can create scene during Cong delegates meet

Controversy sparks off on invited delegates by PCC and list issued by CEC

The dissidents whose names have been axed from the list of state PCC delegates are planning to raise objection during the meeting of delegates that would be convened by the party’s state incharge V Narayanasamy and CRO Viplove Thakur on Tuesday at 10.30 am in Congress Bhawan. “We have invited 139 delegates in the meeting during which we would evolve consensus that AICC supremo Sonia Gandhi takes the final decision on the name of new PCC president and members of working committee,” informed the PCC general secretary incharge Subhash Sharma on Monday.
However, some of the senior party leaders have alleged that the instructions of Central Election Committee (CEC) were not being followed. “When the CEC has issued a list of 111 PCC delegates, how 139 have been invited in the meeting?” questioned the infuriated leaders who have complained in this connection to the CEC chairman Oscar Fernandes.
“The state Congress needs to be restructured and it is not possible at our end and hence we would welcome if the AICC chief would announce the final names of PCC head and working committee members as it would be accepted by all,” they said.
Sharma informed that all the former PCC presidents – Rammulal Yadav, Parasram Bhardwaj, Charandas Mahant (existing PCC working president) have been invited in the meeting. While former Chief Minister Ajit Jogi and veteran party leader Vidya Charan Shukla would not attend the meeting as the former is in New Delhi to convince the AICC that his spouse Dr Renu would be the suitable candidate for PCC president post, Shukla has not returned from his US visit.
