RMC’s general body meeting today
Opposition likely to create scene over sanitation, purchase of 100 city buses, Kiran building, Ganj Mandi project
Raipur, Aug 19, 2010
The general body meeting of the RMC will commence in Pt Ravishankar Shukla conference hall at municipal’s Malviya Road-based head office at 11 am on Friday.
Several issues including sanitation, city buses, Ganj Mandi project, waste disposal units, development works, resignation of Mayor-in-Council (MiC) member Lakhwant Singh Gill from the post of president Public Works department, disputed matter of Kiran building, NOC to liquor shops, etc would be raised in the general body meeting.
The Opposition BJP has chalked out plan to grill the ruling Congress on various issues during the general body. According to information, the BJP corporators are likely to stall the proceedings by creating scene over Kiran building issue.
The Opposition would also seek clarification from the ruling party regarding delay in purchase of 100 city buses under Centrally-sponsored Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to ply in the capital. At present there are 40 city buses out of which 38 are plying in seven routes of the city for convenience of the commuters.
The concept of organised formal public transport (PT) system was introduced for the first time in the capital in February 2008. For this purpose, Raipur City Bus Limited (RCBL) was created. This company is a 50:50 Joint Venture between the RMC and Raipur Development Authority (RDA).
Although, the RMC is in the advance stages of the acquiring 100 new buses for city bus operations, but the process has been delayed for some or other reason. The Urban Mass Transit Company Limited (UMTC) has been appointed as the consultant to assist it to operationalise these new buses. The UMTC has carried out the routing plan for the entire stretch of the capital’s municipal area. This routing plan has been worked out on the basis of the travel demand pattern of the city (worked out through the primary surveys). A total of eleven routes have been identified in the city to ply all the city buses. However, to quickly purchase 100 city buses, the MiC has recently decided to form a new company to ply all the buses.
Similarly, the Opposition would seek information from the ruling party about feasibility of the Ganj Mandi project and the proportion of benefits municipal would get from it. The proposed agenda of the Ganj Mandi project was earlier rejected by the MiC on grounds of its vagueness. The MiC also wanted to know how the municipal would get benefit of the project. For this, the MiC had constituted a seven-member committee to restructure the proposal and to submit its report in three days. Later, the MiC approved this project in the amended form on the basis of the committee’s report. However, the RDA is in dilemma about the amended proposal and its officials say that the authority would have to make several changes accordingly in its format.
Sanitation contract of four RMC contractors cancelled
For not commencing sanitary works & due to absenteeism of cleaning staffers
Raipur, Aug 19, 2010
The RMC Commissioner Om Prakash Choudhary on Thursday cancelled sanitation contract of four contractors as two of them had not commenced the sanitary works in their respected areas while the remaining two had deliberately ignored thin attendance of their cleaning staffers. Choudhary has issued a directive in this connection against two contractors of ward 32 - Shaheed Veer Narayan Singh ward and ward 44 – Guru Ghasidas ward.
To ensure that the sanitary works in the two wards continue without any obstacle, Choudhary has instructed zone-4 Health Officer Bhagirathi Verma to engage municipal’s regular sanitation workers in both the areas till the fresh contract is being done. According to information, Choudhary took action against the four contractors after he received complaints against them from the local corporators Seema Sahu (ward 32) and Pradeep Verma (ward 44) followed by taking stock of the situation from the officials.
Choudhary has categorically said that the civic administration would not tolerate any truancy of the contractual sanitary workers and lethargy of the contractors at work.
The contractors whose contracts had been cancelled are – Akbar Ali, Zakir Hussein (both ward 32) and Deepak Joshi and Ruchika Sahu (both ward 44). There were total 35 contractual sanitary workers in ward 32 out of which 15 were under Akbar Ali and remaining 20 were under Zakir Hussein. Similarly, out of total 35 contractual sanitary workers in ward 44 there were 20 cleaning staffers under Deepak Joshi and 15 were under Ruchika Sahu.
Choudhary informed that the sanitary works in both the wards had been crippled from August 1, 2010 due to lethargy of the four contractors. In spite of clear instructions, the ward 44 contractors Deepak Joshi and Ruchika Sahu had not commenced sanitary works in their areas. Similarly, the ward 44 contractors started cleaning works very late from August 17, 2010. However, only 12 sanitary workers out of total 35 were present on the first day. The attendance of the workers on the following day was more astonishing as only three were present while the contractors too were disappearing from the work place. Taking serious note on this attitude of the all the four contractors, Choudhary decided to cancel their contracts.

“We have prepared ourselves to respond in an appropriate manner to the Opposition,” she said.
On former Mayor Sunil Soni’s allegations that she had failed to steer the RMC efficiently and in spite of receiving Rs 98 crore from the state government she had not commenced any development works, Nayak said Soni was leveling such baseless charges because he was scared of unraveling of several corruption cases occurred during his tenure.
“No such fund has been released for the RMC by the state government. The amount he is talking about actually belongs to planning fund which cannot be spent on any other work. At least, he should have such general knowledge being a former mayor,” she said. She pointed out that Soni himself had sold large tract of land at Bhainsthan at the cost of Rs 75 crore to run the RMC.
“Still, he is spewing venom against me because he is completely frustrated as the government has not given him opportunity to head any of its corporations or boards. With false allegations against me, he is indirectly trying to prove that he is active in politics to his senior party leaders,” she said.
“Let the things get clarified before the people. I am ready to debate on each of his allegations on any of the dates - August 23, 24 or 25, 2010. Unfortunately, he has retreated saying that he do not debate with women,” Nayak added.
Save environment through plantation drives: Choudhary
Raipur, Aug 19, 2010v
The environment can only be protected through massive plantation campaigns. For this, not only the RMC, but even every citizen should take initiative. The words were expressed by civic commissioner Om Prakash Choudhary while he was reviewing municipal’s plantation works in the current monsoon at his office on Thursday.
Choudhary reiterated that the awareness about environment and benefits of plantation could only be created among people through plantation drives. He asked the zone commissioners and incharge officer of Horticulture department Gaindsingh Tamrakar not to delay in launching such drive in every ward. He said the distribution of saplings should be done through zonal offices. He also advised the officials to take help of the social organisations, NGOs, industrialists and local residents in plantation campaign.
Expressing his concern over felling of trees and rising pollution in the capital and its ambience, Choudhary directed the officials to plant saplings up to 8-10 feet height under the ward-wise plantation drive. He said the survival rate of plant size saplings was higher than the small ones. “The residents can take care of large size saplings more comfortably. The saplings could also be protected from stray cattle that either trample small samplings or eat them,” he said.
Choudhary further said the saplings should be planted on the roadsides and all other suitable places to make the ambience of the locality green. The municipal is committed to make the city green for which the administration has fixed responsibilities of all the zonal officials and has given them target to complete plantation works in their respective areas within the given timeframe, said Choudhary.
Also expressing his concern over the declining groundwater table in the capital city, he instructed the officials to plant more number of saplings at the embankments of the ponds that would expedite natural water recharging process.
Choudhary asked the officials to provide adequate number of saplings in all the zones so that the given targets could be achieved. He appealed to the people to take initiative and to plant saplings in their surrounding areas to gift a greener Raipur to their next generation.
