Narayanasamy, Vora to arrive tomorrow

The state Congress incharge V Narayanasamy and AICC treasurer Motilal Vora will arrive in the state capital from New Delhi at 7:30 am through regular flight on December 4, 2010. The duo will attend the party meeting to shortlist the candidates for upcoming elections and by-elections for 13 civic bodies and seven nagar panchayats and leave for national capital at 8:45 pm.

The role of gram panchayats in effective implementation of Saakshar Bharat Mission (SBM), especially with regard to proper listing of beneficiaries, is significant. The consensus in this connection was evolved during the interactive meeting with State Literacy Mission Authority (SLMA) and Zila Lok Shiksha Samities on implementation of Saakshar Bharat that recently held at New Delhi.
The meeting was attended by 12 zila panchayat representatives including eight women presidents besides other officials.
Underlining the importance of Saakshar Bharat keeping in context the fact that India is among the countries with the largest number of illiterates the Minister of State for Human Resource Development D Purandeswari said that adult literacy will empower the beneficiaries towards better employment opportunities.
The participants agreed that the literacy is the most significant element in empowerment of people with skills and knowledge and giving them access to productive employment.
They discussed on how to bring convergence between the Sarva Shiksha Abhiyan and the Saakshar Bharat. For this, they felt that common infrastructure should be used.
Pertaining to role of panchayats in implementation of SBM, the Assistant Director SLMA Prashant Pandey gave power point presentation of Chhattisgarh’s perspective.
The goal of Saakshar Bharat Programme is to impart functional literacy and numeracy to non-literate and non-numerate adults in over 15 years of age and enable them to continue their learning beyond basic literacy and acquire equivalency to formal education system. The Saakshar Bharat, the flagship programme of government of India is to provide an opportunity for literacy and further learning to the people deprived of school education. The programme is an opportunity for formal education for excluded population, deprived sections of society and minorities, especially women. The Saakshar Bharat programme is rolled out in 167 districts covering 19 states and additional 118 districts have been sanctioned this year.
The zila panchayat presidents from the state who attended the meeting were – Laxmi Verma (Raipur), Sarla Kosaria (Mahasamund), Lachchuram Kashyap (Bastar) Shakuntala Kanwar (Korba), Pushpa Netam (Sarguja), Surajvyas Kashyap (Janjgir-Champa), Champa Devi (Koria), Anjana Mukulwar (Bilaspur and Jamuna Manjhi (Dantewada).
Besides, the CEOs of different zila panchayats of the state who participated in the meeting were – Ankit Anand (Raipur), Himshikhar Gupta (Mahasamund), Yashwant Kumar (Koria), Dhananjay Dewangan (Sarguja) and P Dayanand (Dantewada).


Raipur to get one Vijayanta tank, two canons for display

The Ministry of Defence has agreed to send one Vijayanta tank and two canons to the RMC for display in the capital. The ministry will send the Vijayanta tank from New Delhi and the two canons from Jabalpur in the coming days. All the three weapons would be placed in front of Anupam garden at the vacant space. Mayor Kiranmayi Nayak on Thursday inspected Anupam garden area along with Commander Brigadier A Krishnan from Kota-based Sub-Area headquarters (Chhattisgarh and Orissa) directed the officials to make necessary arrangements like construction of pedestal and ramps in all corners along with landscaping for display of the weapons by December 4, 2010. On the occasion, Nayak said the RMC would soon commence beautification and renovation of GE road from Amapara to Tatibandh like Gaurav Path. Notably, Nayak had recently urged from the Defence Ministry to provide old army tanks for display pointing that the weapons would not only make the Raipurians feel proud about its military forces and create patriotism, but even the youths would take interest in joining the Indian army and serving the nation.



Last day of discount in property tax extended till Dec 15

Considering massive response to its discount offer of 6.25 percent on property tax, the municipal corporation has extended the last date of the offer till December 15, 2010. Notably, the RMC had earlier announced that the last date of the offer would be November 30, 2010. Mayor Kiranmayi Nayak has again appealed to the citizens to take the benefit of the discount at large number. The municipal corporation has announced to give discount of 6.25 percent property tax payable for the financial year 2010-11 only. If the taxpayers wish to clear their property taxes of previous fiscals then they would have to pay it according to the municipal norms along with fine if any. Notably, the decision to give discount in property tax was taken by the Mayor-in-Council (MiC) members with an aim to encourage the citizens to pay their property taxes timely taking the advantage of discount offer besides to increase the municipal’s exchequer.



Zone 6 corporators irked with delay in water tank projects

Expressed their angst over no development in their wards

The corporators of zone 6 are severely upset with the delay in construction of overhead water tanks being constructed in their region under centrally-sponsored Rs 303 crore-Water Augmentation Scheme. The corporators on Thursday say that the delay could aggravate drinking water problem in the coming summer.
The zone 6 president Fekan Verma has assured that the water tank projects would be completed before summer and has issued necessary directives in this connection to the officials of Public Health Engineering (PHE).  The water tanks being constructed by the PHE and the officials of RMC’s Water Works department are only providing assistance to the former.
The zone 6 corporators have further expressed their anger and dissatisfaction over no development works in their respective wards through general fund. They suggested Verma during the review meeting of zone 6 on Thursday that prompt decision should be taken on sending the proposal to the state government for approving that each ward should receive at least Rs 20 lakh through municipal’s general fund to carry out development works.
The corporators also raised the issue of regularisation of illegal tap connections, non-functioning street lights, insanitation, less revenue collection from the wards because of lack of basic facilities, etc.
The corporators demanded that all the permanent cleaning workers should be equally distributed to all the wards of the zone and massive sanitation campaign should be launched to clean the small and big nullahs before next rainy season. The further said that the garbage should be lifted regularly from the wards and dumped to the Sarona-based trenching ground. The said the sanitary contractors not following the municipal instructions should be penalised.
The meeting was attended by leader of BJP corporators Subhash Tiwari, MiC members Amit Das and Jagdish Ahuja, corporators Sarita Verma, Vijeta Yadav, Lekhraj Sonkar, Samir Akhtar and Pardesi Ram Sahu besides zonal 6 commissioner Harendra Kumar Sahu and other civic officials.



YC demands reinstallation of Rani Durgawati’s statue

The Youth Congress (YC) has one again demanded that the statue of Rani Durgawati should be reinstalled at airport road. In this regard, the members of Youth Congress (YC) Parliament Raipur led by their president Vinod Tiwari submitted a memorandum to the Collector Rohit Yadav and warned that they would launch aggressive agitation if their demands would not be fulfilled. The YC had staged a day-long dharna in favour of its demand on November 17, 2010. Tiwari said Rani Durgawati sacrificed her life to save Gondwana state in 1564 owing to which the Gondwana community and the tribals call her their goddess.



RMC removes temple near Sapre School

The RMC on Thursday removed one temple constructed on road near Madhav Rao Sapre School to smoothen the traffic. After removal of the temple, the width of the road has been increased by 15 feet and is now 45 feet wide. The civic Commissioner Om Prakash Choudhary said that soon the peepal tree close to the temple spot would also be chopped and later the municipal would plant several saplings in other selected places.



BJP announces candidates for Birgaon Municipal Council

The BJP on Thursday announced candidates for 35 wards of Birgaon Municipal Council indicating that it wants to fight the elections with apparent mindset to win. The list of candidates was declared by party Raipur district president Ashok Pandey.
Among the selected candidates for 35 wards there are 11 under general category, 5 SC, 1 - ST, 5 - woman category, 3 - SC woman category, 1 - ST woman category, 3 - OBC woman category and 6 - OBC.
