Cong meeting on candidate selection on December 4


For elections for 13 civic bodies and by-elections for seven nagar panchayats

The significant meeting of state Congress for selection of candidates for 13 civic bodies and seven nagar panchayats will be conducted at 11 am Congress Bhawan on December 4, 2010. The Union Minister of State for Culture & Planning and Chhattisgarh incharge V Narayanasamy will arrive in the state capital from New Delhi at morning on December 4 to convene this meeting. The AICC treasurer Motilal Vora is also likely to attend the meeting.
The elections for 13 civic bodies and by-elections for seven nagar panchayats would be conducted on December 21, 2010. After the State Election Commission declared the date for polling on November 18, 2010, the Congress had quickly constituted district-level election committees to shortlist the names of the candidates for all the seats as Vora had categorically said that consensus would be evolved at local level.
Considering the importance of mayoral seat of Bhilai Municipal Corporation (BMC), the PCC has given the responsibility to finalise the name of the candidate to the three MLAs of Durg district - Pratima Chandrakar (Durg Rural), Badruddin Quraishi (Bhilai City) and Bhajan Singh Nirankari (Vaishalinagar), but there is a stalemate between the trio as none wants to accept each other’s proposed names.
Where Chandrakar has apparently expressed her wish to contest for BMC mayor seat, Quraishi is eying the seat for her daughter. Nirankari too has opened his cards to the senior party leaders with his own set of favorites for the coveted post. He is attempting to convince the PCC that his Vaishalinagar by-poll magic can be repeated if his proposed candidate would get an opportunity to be in the fray.
The PCC knows that if any one of the three would be favoured then the other two would get angry and the end result would be cross voting on the D-day. To avoid such circumstances, the PCC is taking each step cautiously and has assured the three leaders that their proposals would be discussed in the party meeting on December 4 and then the most appropriate candidate would be finalised.
In the backdrop of heating up power politics in the party, the PCC wants that final decision for candidates should be taken by Narayanasamy.




‘Govt must issue white paper on sale-purchase of agri lands’

The agricultural lands are shrinking rapidly ever since the BJP came into power in Chhattisgarh. The farmers have become landless and their agricultural lands are being occupied by the mafias, businessmen and industrialists. The influential people holding important posts in the government having nexus with the land mafias are attempting to acquire farmers’ lands on pretext of several schemes. The allegations against the government were leveled by leader of the Opposition Ravindra Choubey on Wednesday who demanded that white paper should be issued on sale-purchase of agricultural lands in the state.
Choubey has further demanded from the government to clarify how would those farmers whose lands would be acquired for Raipur Development Authority’s (RDA) Kamal Vihar Yojana get benefited by the scheme.
“Large tracts of lands within 70 kilometers of range of Raipur, Rajnandgaon and Raigarh have been sold. The government should make public the names of businessmen, industrialists, leaders of the ruling party, ministers, officials and their relatives who have purchased these lands with complete details,” Choubey said.
“The objective of separate Chhattisgarh state was to benefit the farmers and the locals by giving them their actual rights. But during the BJP regime, the landlords have become servants as their lands have been acquired by the giant industrialists who have given them small jobs. The corrupt people are taking advantage of this opportunity and they are investing their black money in purchasing lands,” charged Choubey.
“The proportion of land acquisition during the seven years of BJP tenure is manifolds than those acquired in the past fifty years,” he said.



Constitution of Chhattisgarh Council of Mayors on Dec 4

The mayors of all the ten municipal corporations of the state will gather at New Circuit House on December 4, 2010 to constitute Chhattisgarh Council of Mayors (CCM). “The objective of framing CCM is to jointly put our demand before the government to provide complete liberty to the civic bodies on the basis of 74th Constitutional amendment that advocates for consolidation of such elected bodies,” informed Mayor Kiranmayi Nayak on Wednesday.
“The state mayors desperately require a executive body through which a joint voice could be raised. We also wish to share our ideas and concepts and to obtain symmetry in the developments works being carried out in all the municipal corporations,” she said.
The specially invited guests during the formation of CCM would be Home Minister of Madhya Pradesh Uma Shankar Gupta who was an ex-mayor of Bhopal and convenor of All India Council of Mayors Subhash Patel who was ex-mayor of Bereilly.
Nayak has discussed about the mayors’ meeting with the civic Commissioner Om Prakash Choudhary and has asked him to commence administrative preparations pertaining to this programme.
According to information, invitations to all the ten mayors of the state have been sent and they have confirmed to attend the meeting. Notably, there are three mayors from Congress in the state - Kiranmayi Nayak - Raipur, Vani Rao - Bilaspur and Naresh Dakalia – Rajnandgaon.
While seven mayors belong to BJP - Vidya Ratan Bhasin – Bhilai, Dr Shiv Kumar Tamer – Durg, Kiran Dev – Jagdalpur, Jogesh Lamba – Korba, Damrudhar Behra -  Chirmiri, Mahendra Choutha – Raigarh and Prabodh Minj – Ambikapur.
The decision to constitute CCM was taken after Nayak returned from the 99th meeting of executive committee of All India Council of Mayors that held in Shimla in October 2010.


Sack Kanwar, Netam for their impassivity: Cong

Submits memorandum to Governor, expresses its concern over lawlessness in state

The Congress has demanded from Governor Shekhar Dutt that the Home Minister Nankiram Kanwar and Panchayat and Rural Development Minister Ramvichar Netam should be sacked for their impassivity and reckless remarks over the ramifying criminal activities in the state. In this regard, the PCC president Dhanendra Sahu, leader of the Opposition in state Assembly Ravindra Choubey and other Congress leaders submitted a memorandum to the Governor at Rajbhawan on Wednesday.
Expressing its concern over the macabre criminal incidents in the state, the Congress said, “Chhattisgarh is already facing naxal problem in its tribal belts and now the criminals are creating terror in the other parts.”
Slamming the police administration for failing to curb crime, the Congress leaders said, “This is the first time in the history of Chhattisgarh that in one week, five children were abducted in separate incidents and killed. The role of both the police and the government was not more than a silent spectator.”
“The police administration has lost its credibility. The people refrain to lodge complaints in the police stations because they are being inquired as if they are criminals. The women and girls are afraid to go out of their houses even during the daytime due to rising incidents chain snatching. In addition, there has been marked rise in the cases of day-light robberies and dacoities,” the Congress leaders added.
“The government’s indifference towards increasing crime can be gauged through the Home Minister Kanwar’s statement who says that – ‘such small incidents usually happen frequently’. Kanwar is himself operating a parallel police through his HM squad that is engaged in illegal recovery. The glaring example is the incident of Surajpur dhaba,” they said.
The Congress further trained its guns at Panchayat Minister Netam too for his controversial statement in wake of 10-year-old Ritwik’s murder. The Opposition party said in spite of anarchy prevailed in the state, the Chief Minister was mum.
