Cong corporators complain against Mayor, 4 others

About a dozen Congress corporators have complained against Mayor Kiranmayi Nayak and four party corporators of zone 6 to PCC president Dhanendra Sahu regarding cross voting during zone president election that held on October 08, 2010. They informed Sahu that in spite of clear directives from the DCC president Inderchand Dhariwal to the Congress corporators to refrain voting for zone 6 where two independents were on fray, the cross voting was done by the four party corporators on direction of the Mayor.
According to information, the Mayor had promised to some of the complainants for berth in Mayor-in-Council (MiC) and the others an opportunity to contest zone president poll, but she finally picked two independent corporators Mrityunjay Dubey and Purnprakash Jha in the MiC and asked the party corporators to support the independent corporator Fekan Verma for zone 6 president post.
However, later while announcing the new faces of the MiC, the Mayor also declared that Fekan Verma had formally joined Congress and she welcomed her in the party along with Raipur North legislator Kuldeep Juneja. But the disgruntled Congress corporators say that Verma could not be considered as the party member unless she fills membership form.
In this regard, the dissident corporators would hold a meeting in New Circuit House on Sunday to raise their objection before the PCC and AICC presidents.
Among the complainant corporators to the PCC chief on Saturday were Satnam Singh Panag, Rekha Ramteke, Anita Futan, Radhika Rao’s spouse Nagbhushan Rao and others. 


Only 1.46% NREGA works done in this FY! Shame…

But spent 52.13% of the total fund

The works carried under National Rural Employment Guarantee Act (NREGA) are almost nonexistent in Chhattisgarh, thanks to the state government that is least interested in implementing the Centrally sponsored scheme to create sufficient job opportunities for the poor and needy and is rather busy in pompous portrayal of the state’s credible image highlighting its highest GDP rate across the country. The graph of NREGA works in the state narrates the dismal figures as only 1.46% of the total approved works has been achieved by far in this fiscal and more than half of the total available fund, i.e.  52.13% has been spent by far. Contrarily, it had achieved over 40% targets in the previous two fiscals. Where has the funds vanished when works have not touched the practical footing? Is the power surplus state that claims itself as fast developing region in India ostensibly coveting to become the most favourable investment and tourism destination at the cost of poor’s funds?
The government approved 2,08,682 works for the financial year (FY) 2010-11 with Rs 1412.09 crore as NREGA fund, but till October, it could accomplish only 3038 tasks spending Rs 736.09 crore! During the same period, in 2008-09 and 2009-10, 48.42% and 43.5% tasks targets had been achieved.
Interestingly, in this fiscal, six districts including Raipur have not accomplished even a single task, but the relevant authorities have spent hefty sum. About 18,296 works have been approved for Raipur district that has Rs 172.05 crore NREGA fund, but the expenditure is whopping and has reached 76.84%.
The other zero task achieving districts are – Kawardha - 12,587 works (fund spent - 30.94%), Raigarh - 9628 works (fund spent - 29.4%) and Janjgir-Champa - 5442 works, (fund spent - 61.97%).
While the expenditure in Bijapur and Narayanpur districts have been done more than the available funds. About 1500 works were approved for Bijapur that had 63.85 lakh in its NREGA kitty but its expenditure went zoomed to 198.51% sans any finished work.
Similarly, 488 works were approved for Narayanpur that had only Rs 0.09 lakh fund but the expenditure is already Rs 1.1 crore!
The works carried out under NREGA are - rural connectivity, flood control & protection, water conservation & water harvesting, drought proofing, micro irrigation works, provision of irrigation facility to land owned by farmers, renovation of traditional water bodies, land development, Bharat Nirman Rajeev Gandhi Sewa Kendra, etc.
