The Union government has shortlisted Chhattisgarh’s four villages apart from 256 more villages from other parts of the country to conduct survey on pilot basis to identify below poverty line (BPL) families. The Panchayat and Rural Development Minister Ramvichar Netam informed that the six-day survey in these villages would be done from September 17 to 22.
The four selected villages are – Banipali (tehsil Basna, district Mahasamund), Konkana (tehsil – Katghora, district Korba), Majhiborand (tehsil – Kondagaon, district – Jagdalpur) and Pusbaka (tehsil – Bhopalpatnam, district – Bijapur). Netam further informed that the government had already appointed nodal officers, observers and investigators at district and janpad panchayat levels for survey work. In this connection, the government is also imparting three-day training to these officials and employees at Nimora-based State Institute of Rural Development.
After survey, the data collected from these villages would be uploaded in computer by September 24. This information will be then submitted to the state level nodal office at head office of Panchayat and Rural Development Department by September 25. The collected data from all the four villages would then be uploaded in Government of India’s website by September 30.
Notably, the Centre had earlier admitted that there was an urgent need to identify BPL families to stamp out poverty from the country.
Terming poverty as one of the biggest curses in the country, the Centre feels that the task of identifying BPL families becomes all the more challenging in the backdrop of fast growing population in India. Notably, the last BPL families’ census was carried out in 2002.
Under the pilot project, those families headed by a woman member or a male member aged above 60 years or a handicapped member or those families whose members are bonded labourers will be considered BPL families. While, those families which own a tractor or pay income tax would not be treated as BPL families.
The Centre has promised to the state that once identified, one member of BPL families would be given a job.
In order to ensure that no rich family finds a place in the BPL list, gram panchayats would prepare those lists and their decision would be challengeable at SDM level.
RMC demolishes 30 encroachments

The RMC on Wednesday demolished 30 encroachments from Rathore to Station chowk via Ganj Mandi ands Telghani Naka chowk and from Rathore chowk to Gurudwara based at Station road via Deshbandhu School. The demolition was done in presence of sufficient police personnel to avoid any resistance from the illegal occupants.
The civic Commissioner Om Prakash Choudhary informed that the demolition was part of municipal’s anti-encroachment drive to rid the capital from illegal occupants and smoothen its traffic. The demolition work was first carried out from Rathore chowk to Station road Gurudwara via Deshbandhu School during which several kiosks and illegal shop extensions were removed. Later, the RMC vacated encroached land at Ganj Mandi area where would be constructing a multi-storeyed commercial complex in future.
The municipal also demolished illegal construction done by five hoteliers near Prabhat talkies while seized the building materials dumped by one businessman on the road.
Choudhary has instructed the officials to keep an eye on the places from where illegal occupants had been ousted to prevent re-encroachment of the public places.

The civic Commissioner Om Prakash Choudhary has instructed the officials to complete the construction works of new RMC head office (HO) and indoor stadium by October 2, 2010. Choudhary’s directives came while he was inspecting the progress of both the projects along with the officials on Wednesday.
The indoor stadium with 5000-seart capacity is being constructed at Sports Complex Budhapara at the cost of Rs 21 crore while the estimated cost of municipal HO located near DPR office is about 1176.51 lakh.
Choudhary asked the officials to ensure that the parking space at indoor stadium site should not be used for any other purpose other than for vehicle parking. He further directed the officials to plant saplings of palm tree at the inner periphery of the stadium premises.
The pending works in stadium include seating arrangements, air conditioning, internal and external electrification works, installation of CCTVs, plumbing and sanitary works and painting and furnishing works. After completion, the sporting events like volleyball, badminton, lawn tennis, basketball and other indoor games could be organised in the stadium.
By far, the RMC has completed road concretisation around the stadium, construction of septic tank, water supply related works, filling and leveling, boundary wall construction, nullah construction, truss roof, false ceiling and putty and painting works.
Choudhary later under-construction civic HO which is being built in 7783 square meters area. The height of the edifice will be 110 feet while there will be parking spaces in both basement and ground floor, i.e. 1421 sq mtr and 1092 sq mtr respectively. The total construction in the basement would be in 1564 sq mtr area while ground floor will have – 1373 sq mtr, first and second floors – 1462 sq mtr each, third floor- 1408 sq mtr, fourth floor – 1568 sq mtr and fifth floor – 510 sq mtr.
State records 1065mm average rains

The average rainfall in the state in the current monsoon season from June 1 to September 15 is 1065 mm. Jagdalpur (Bastar) has recorded 1776.9 mm rain which is the highest average rainfall of the season in any district of the state. The officials of Revenue and Disaster Management Department informed that the average rainfall in other districts is – Raipur – 959.8 mm, Mahasamund – 947.1 mm, Raigarh –810.8 mm, Koria – 674.2 mm, Sarguja – 549.8 mm, Jashpur – 691.1 mm, Janjgir-Champa – 1010.1 mm, Korba – 1016.9 mm, Bilaspur – 915.3 mm, Kabeerdham (Kawardha) – 767.8 mm, Rajnandgaon – 1048.8 mm, Durg – 1078.7 mm, Dhamtari – 1039.2 mm, Kanker – 1358.1 mm, Narayanpur – 1505.4 mm, Dantewada (South Bastar) – 1322 mm and Bijapur – 17134.2 mm.
State gets Rs 18.57 cr under PMGSY

The Union Rural Development Ministry on Wednesday issued Rs 18.57 crore under Pradhan Mantri Gram Sadak Yojana (PMGSY) on state government’s proposal to complete the eighth phase of road construction works. This is the first installment under the scheme. The fund has been allotted to Chhattisgarh Rural Road Development Authority to enhance the road network in the rural pockets of the state. Under PMGSY, the state government will link all the areas with population equal to 500 or above with main roads by constructing new concrete roads. While, the people dwelling in hillocks and tribal regions with population 250 or above would also be connected to the main roads.

Chief Minister Raman Singh released a book called – Janhitkari Geet at his residence the other day. The writer of the book is Dr Devendra Kumar Suryavanshi who has written on various social issues along with government schemes that are directly benefiting common mass.
Collectors will be ex-officio DPEEC president

The presidents of District Public Education Executive Committees (DPEEC) will be the Collectors of the respective districts. The State Literacy Mission Authority has issued a directive in this regard on Wednesday. Notably, the state government has constituted district public education committees (DPEC) with an aim to rapidly implement Sakshar Bharat programme and to review the progress of the works on regular basis. The government has also formed executive committees under these DPECs. The presidents of zila panchayats will head the general body of the respective DPEC. Similarly, the CEOs of zila panchayats will hold the post of member secretary of DPEC general bodies and executive committees.
