Illegal cracker shops crop up despite RMC order

Raipur, November 02, 2010

Even as the civic administration has warned of strict action against the firecracker sellers storing stocks at roadsides and residential areas, many traders are openly flouting the norms by raising illegal stalls and jeopardising people’s life.
People apprehend that if a burning cracker hits cracker stall at roadsides or residential areas, it would not only lead to a fire gutting the stalls but would also cause injury to buyers and passers-by.
The municipal authorities are silent to the queries whether the stall owners had paid the requisite fee and obtained license. The officials say that they do not object selling of minor crackers in residential areas but the complete range of crackers would only be allowed in the stalls besides Motibagh that were given to the shopkeepers who have obtained license.
However, a visit to different places including Kalibadi, Purani Basti, near Halwai lane, Shankar Nagar and New Shanti Nagar, Mova, Shyam Nagar, Santoshi Nagar, Tatibandh, Mahoba Bazar, Khamtarai, Gudhiyari, Hirapur and other markets in the residential areas revealed that all kinds of crackers are on sale at the temporary stalls.
Interestingly despite much hue and cry made by some persons, including vested interests, over stocks of crackers in residential areas last year, officials did not initiate any action to check illegal fire cracker shops coming up in residential areas and roadsides.
On the other hand fire station too seems to be ill-equipped to handle any eventuality in cracker market at Motibagh where 128 stalls have been raised. The station has nine fire firefighting vehicles, but they still require modern facilities. One fire-fighting vehicle has been pressed at Motibagh. In case of any untoward incident at any corner of the city, the fire fighting vehicles take at least 25 to 30 minutes to reach there.
Even the traders who have raised illegal cracker stalls say that they are doing their business in persistent fear as there are hardly any firefighting arrangements at their godowns.
The traders do not seem to have learnt any lesson from the past as several minor and major mishaps occurred at firecracker stalls both illegal and at place fixed by the municipal corporation. Figures suggest that there is considerable rise in the number of fire incidents in the Diwali season.
