Raipur, Aug 31, 2010
The state government has completely banned sale of leased lands that had been given to the landless people under its various schemes. A directive in this regard was issued by Revenue Minister Amar Agrawal during review meeting of revenue cases of Raipur division in the conference hall of Red Cross Bhawan on Tuesday.
Agrawal expressed his concerns over the rising sale of leased lands obtained by the poor landless people. “In this manner, the poor leaseholders would again become landless and the aim of the schemes would remain unfulfilled,” said Agrawal.
He instructed the Collectors to take lodge FIR against those corrupt government officials and racketeers who are involved in the sale-purchase of leased lands by tempering land records. As a preventive measure, the Collectors should identify such cases and must quickly file suite against the guilty persons, said Agrawal.
Pointing towards the pending updation of land records for several years, the minister remarked that it was an irony that the revenue staffers never prioritise their own job profile and pose seriousness towards insignificant works. He said the land records, especially khasra and B-1 should be promptly updated.
So far, the revenue department has updated maps of 5037 villages out of total 7405 villages of Raipur division. The government is planning to upload all the land records in the official website of the revenue department for which the records should be updated in digital format. Therefore, the updation works should be fostered at tehsil level, said Agrawal.

Notably, the RMC is removing all the illegal hoardings from the capital for which it had hired a contracting agency. Choudhary has categorically said that the advertisers would not be allowed to make profit by illegally erecting hoardings and ad boards without being registered with the municipal.

Corporators start lobbying for self to win zone prez post
Zone president polls to be held on September 28
Raipur, Aug 31, 2010
The Congress, BJP and independent corporators have started lobbying for themselves to win the much delayed zone president elections to be held at Pt municipal’s Ravishankar Shukla conference hall on September 28, 2010.
There are eight zones in the capital of which Congress is eying to win six while the remaining two are likely to go to the opposition. The independent corporators are also trying to woo the Congress and BJP corporators to win the coveted post in one of the zones where equations are likely to change in the last minute depending upon the support generated by the candidates.
Among the seventy wards, 31 belong to Congress and 29 to BJP while the remaining ten have been won by the independents.
Notably, the elections will be conducted for seven zones as according to municipal norms, zone 3 will be headed by RMC Speaker Sanjay Shrivastava who has been elected as a corporator from one of its wards – Shankar Nagar.
The equations in the two zones - 4 & 6 have been slightly changed after one ward each from these zones have been swapped recently. The proposal of shifting ward 46 (Dr Rajendra Prasad ward) from zone 4 to zone 6 and ward 51 (Ravindranath Tagore ward) from zone 6 to zone 4 was tabled in the recently held general body meeting and was passed unanimously by the House.
The ward 46 belongs to independent corporator and MiC member Govind Mishra while ward 51 belongs to Congress corporator Jagdish Ahuja.
Presently, among the ten wards of zone 4, six belongs to Congress while the BJP has four seats including ward 50 (Shaheed Pankaj Vikram ward) that has been won by leader of BJP corporators Subhash Tiwari.
Although, Congress eyes comfortable victory from this zone, but Tiwari would attempt turn the table towards BJP by wooing those corporators from the ruling party who would not get opportunity to contest in the polls.
The close contenders from Congress for the president post are Rekha Ramteke and Kavita Gwalani. In case of female candidate from Congress, the BJP is likely to filed Seema Sahu.
Similarly, the scenario in zone 6 prima facie indicates that the Congress has fair chances of winning president post as it has six ward representatives among the total ten wards.
The BJP has one seat in this zone while three belonged to independent corporators including ward 46 won by Govind Mishra whose vote is expected to fall in favour of the ruling party as he is part of MiC team.
The Congress can give opportunity to Kallu Satnam Singh Panag or Sameer Akhtar from this zone. Considering only one seat in its kitty, the BJP could convince independent corporator Pardesi Ram Sahu to contend.
There are ten wards in zone 1 of which Congress has four corporators and three each belong to BJP and independents. The Congress expects to get support of at least two independent corporators to head the zone.
From this zone, Congress is likely to field either Sundar Lal Jogi from Thakkar Bapa ward or Radhika Nagbhushan from Banjari Mata ward. The independent corporators like Purn Prakash Jha and Dinanath Sharma too can contest for zone president. The BJP can spoilsport the plans of Congress if it would decide to support the independent contenders or if it would manage to win the confidence of at least two out of three independents.
The Congress hopes to win the zone 2 president post without any difficulty as it has five seats out of eight while the BJP has two.
The remaining one ward belongs to independent corporator and MiC member Jaggu Singh Thakur who is more likely to cast his vote to the ruling party’s candidate. Congress is expected to field either Jasbeer Singh Dhillon or Nitu Tiwari.
The equation in zone 8 is completely in favour of BJP that has won mandate in seven out of total eight wards while an independent corporator has managed to beat both BJP and Congress candidates in the remaining one ward during civic polls. In this zone, the strong contenders from BJP are Sunil Chandrakar who has won the civic polls for the third consecutive time and Narad Kaushal.
The conditions of zone 5 and 7 are somewhat different. Two Congress corporators Gyanesh Sharma (zone 5) and Pramod Dubey (zone 7) are eying the vacant post of MiC. Notably, the president of Public Works department Lakhwant Gill had recently resigned from MiC due to unknown reasons. Later, Mayor Kiranmayi Nayak had announced that the vacant MiC seat would be filled quickly.
However, Nayak has gone for about a month-long pilgrimage and the new face would be inducted only after her arrival. She is also likely to reshuffle the MiC team and could replace some of the non-performing members with the new faces.
Since, both Gyanesh Sharma and Pramod Dubey have defended their party strongly during the last two general body meetings (GBM) and one special GBM, now they hope to get rewarded in terms of MiC post.
In zone 5, the BJP has four seats while Congress and independents share two each. The BJP would try to woo independent corporator Mrityunjay Dubey and win the zone president post.
On the other hand, the Congress can pose tough challenge to the BJP if it would get Dubey’s support as it is already counting independent corporator and MiC member Prem Birnani on its side.
The BJP is likely to field Meenal Choubey or Pushpa Tiwari from this zone. From Congress, Gyanesh Sharma is a strong contender. However, if Gyanesh gets opportunity in MiC team, the Congress can consider supporting independent corporator Mrityunjay Dubey.
There are eight wards in zone 7 of which both Congress and BJP have four each and the zone president will only be finalised through voting. From Congress, either Pramod Dubey or Ritesh Tripathy will get a chance to fight president polls. If Pramod Dubey would be inducted in the MiC, then Tripathy would be the contender. From BJP, Prafulla Vishwakarma or Sunil Bandre can contest.
