In next couple of days, the elected representatives in the RMC will complete their one year at office, but the condition of their wards remain unaltered. The residents are still deprived of basic facilities like road, water, sanitation, street lights, etc, but neither the local corporators nor the civic officials wish to take responsibility for the city’s plight.
The ruling Congress and opposition BJP do not want to think beyond political one-upmanship while the loyalty of independent corporators are ephemeral and largely depends on the weightage they get from the particular party. The dominance of politics has given free hand to the civic officials who simply shrug off and point their fingers towards the corporators when the citizens complain in connection of their ward problems.
Mayor Kiranmayi Nayak who had vociferously blamed the civic administration for ignoring the corporators in first seven months of her tenure too is now balking to use strictures against the officials and is rather attempting to abridge the increasing gap between the administration and corporators. She, however, admits that the officials and public representatives lack coordination.
The leader of BJP corporators Subhash Tiwari feels that the officials had become spectators who could not help grinning over the political tussle between the ruling and opposition corporators.
“Besides, majority of the officials are new who had been transferred just few months back. Many of these officials are living either in Bhilai, Durg or nearby areas. They spend half of their official time in traveling to and fro Raipur. In this scenario, how can you expect that they would be conversant with the problems of the wards? It would also be unjust to anticipate that they would have developed coordination with the corporators,” Tiwari said.
The corporators allege that the officials rarely receive their phone calls and never remain in field. “You go to municipal headquarters at Malviya Road or any of the zonal offices to meet these civic officials, but you will never find them before 12 pm. On inquiry from the peons, you will get reply that the officials are in the field. Let us know whether these officials have been assigned any additional job out of RMC limits,” the corporators said.
They further informed that the zone commissioners sheerly ignore their suggestions regarding development works or problems in wards. “Strangely, these officials do not even follow instructions of their head – the RMC Commissioner who has apparently asked them to take advice of the corporators regarding ward problems,” they said.
“Unfortunately, the officials have gone unruly to such an extent that they say why to bother about the elected representatives who changes in every five years. If this will be attitude of the officials, then how would the administration and elected body co-exist?” they ask.
The officials, on the other hand, rubbish off all the charges against them and claim that they act according to assigned profile and given resources. “If the corporators inform about the issues of their wards, we quickly take action. However, if they give us list of their demands, we forward it to our senior for approval. Later, works are sanctioned on the basis of physical verification of the proposals,” they clarify.
Camp for regularisation of tap connections today

The RMC will organise a camp for regularisation of tap connections and to recover revenue from 11 am to 5 pm in Sanjay Nagar (Shaheed Rajeev Pandey ward) on Tuesday. A similar camp would be organised in Moreshwar Rao Gadre ward on December 24. The civic officials informed that the taxpayers would get discount of 6.25 percent if they would pay their property tax of current financial year. The discount offer on tax will remain effective till December 31, 2010.
Demand of sulabh toilet, community building

The residents of Veer Shivaji Nagar (Mahoba Bazar) on Monday demanded from civic Commissioner Om Prakash Choudhary to construct sulabh toilet and community building in their area. They also demanded for one fair price ration shop in the locality. In this regard, they also submitted a memorandum to the Commissioner on Monday.

The Indian Army has invited applications for lower division clerk (LDC) and grade-III stenographer till January 5, 2011. The interested candidates can submit their application forms at the headquarters of Army station commander at Raipur. The eligibility criteria for both the categories would be – class X passed and age from 18-25. The minimum typing speed for LDC would be 30 words per minute in English and 25 words per minute in Hindi. For stenographer, computer knowledge is must and the minimum typing speed should be 80 words per minute in Hindi or English. Besides, the translation should be done within the same time period. The written examination for both LDC and stenographer would be organised on January 24, 2010 from 9 am at Army station headquarters Raipur.
