Cong plans to attack BJP on four issues

After attending the party’s three-day plenary at Burari (New Delhi), the state Congress members are planning to launch offensive against the BJP. According to information, the Congress high command has asked the state unit to expose the BJP-led state government by raising all those major issues that have put the ruling party in the backfoot. The Congress has picked four issues – law and order, corruption, naxalism and farmers’ woes to attack the BJP government. The plan is to keep the movement against the government till the Budget session at state Assembly and then to aggressively grill it in the House.
Speculations were rife that the Congress stalled winter session of the Vidhan Sabha as revenge against the BJP that did the same in both the houses of Parliament, but the Opposition in the state wanted to mount pressure on the government to clarify its stand over lawlessness in Chhattisgarh and fix responsibility for the prevailing predicament, confirmed some of the party leaders.
In the backdrop of Congress plenary, the PCC president Dhanendra Sahu and leader of the Opposition at VS Ravindra Choubey briefed about the state conditions to the high command. They first expressed their concern before the party leadership regarding the rising crime rate in Chhattisgarh. Then they alleged that the Central funds flown in the state to deal naxal menace were not being utilised on actual purpose.
The duo also recommended that the Centre should conduct inquiry into 17000 MW power purchased by the Chhattisgarh government in spite of its claims to be a power surplus state. They said the government’s claims and actions were contradictory and made it skeptical. They apprehended that huge amount of public money had been siphoned off in power purchasing.
On farmers’ plight in the state due to unseasonal rains, the duo sought Centre’s intervention and instruction to the state government to announce compensation package for them.
On Tuesday, the duo once again met the senior party leaders who confirmed that the state unit can go ahead with its movement against the BJP government with party’s four-pronged demands.

Congress has always played a positive role in the Opposition and has raised issues concerned to the people – be it in the state Assembly or outside the House. At Centre, we have shown grit to combat corruption and promptly took resignation from Maharashtra Chief Minister Ashok Chavan, Union Telecom Minister D Raja and Commonwealth Games Organising Committee Chairman Suresh Kalmadi as soon as allegations of irregularities were leveled against them. But why did the BJP could not dare to demand resignation from Karnataka Chief Minister BS Yeddyurappa’s when his name surfaced in land scandals? In Chhattisgarh too, we demand from the BJP government to bring back the law and order to normalcy, take stern action against the corrupts, give respite to the farmers by announcing compensation packages for them and pose seriousness in dealing the naxal issue.

Government procures over 13.10 lakh MT paddy

The government had procured 1310483 MT paddy from 1587 procurement centres under 1333 primary cooperative societies of the state by far under minimum support price (MSP) in the current Kharif season 2010-11. The government has procured about 661085 MT common paddy and 649398 MT grade-A paddy of the total procured paddy.
The common paddy is being been procured at the rate of Rs 1000 per quintal and grade-A paddy at the rate of Rs 1030 per quintal.
The procurement began from November 1, 2010 and it would continue till January 31, 2011. However, paddy purchase would be continued through linking from only those farmers with balance loan to adjust their loan amount by February 15, 2010.
The officials of Food and Civic Supplies Department informed that the highest amount of paddy has been procured from Raipur district, i.e. 313659 MT through 276 cooperative committees followed by Durg that has purchased 236768 MT paddy.
Similarly, the amounts of paddy purchased in other districts are – Mahasamund – 195588 MT, Dhamtari – 145994 MT, Rajnandgaon – 97945 MT, Raigarh – 98101 MT, Bilaspur – 64226 MT, Kabeerdham – 18185MT, Kanker – 40630 MT, Korba – 6779 MT, Sarguja – 8687 MT, Janjgir-Champa – 64352 MT, Jagdalpur – 12901 MT, Koria (Baikunthpur) – 2833 MT, Jashpur – 2374 MT, Dantewada – 625 MT, Narayanpur – 468 MT and Bijapur – 367 MT.



RMC HQ to shift in new edifice in January 2011

The RMC headquarters (HQ) will shift in the new building by the second fortnight of January 2011. In this connection, the Urban Administration and Development Minister Rajesh Munat issued directives to the civic Commissioner Om Prakash Choudhary while he was inspecting the progress works of the new building on Tuesday.
He said the sitting arrangements of the deputy commissioners should be along with the staff of the departments they are handling for rapid completion of administrative works.
The estimated cost of new municipal HO being constructed near DPR office is about 11.77 crore. The fund was provided to the municipal corporation by the Urban Administration and Development department on March 2009 and since then the deadlines to complete the project had been extended by at least 5-6 times.
The civic HO is being built in about 7783 square meters area. The height of the edifice will be 110 feet while there will be parking spaces in both basement and ground floor, i.e. 1421 sq mtr and 1092 sq mtr respectively. The total construction in the basement would be in 1564 sq mtr area while ground floor will have – 1373 sq mtr, first and second floors – 1462 sq mtr each, third floor- 1408 sq mtr, fourth floor – 1568 sq mtr and fifth floor – 510 sq mtr.
The ground floor of the new edifice will comprise an entrance verandah, reception, waiting hall, canteen, PRO cabin, media cabin, bank, ATM, two halls for health and revenue staffers, two single-window information counters and wash rooms.
In the first floor there will rooms for Mayor, Speaker and their staffers, rooms for MiC members, municipal secretary, waiting hall, two halls with seating arrangements for at least 100 people and wash rooms.
The office of the civic Commissioner and his staffers will be in the second floor apart from rooms for three deputy commissioners and their adjutants, two superintending engineers, ten executive engineers, Town Planner, design cell, legal officer, visitors’ room and wash rooms.
The third floor will contain an account audit record room, conference hall, computer room, room for general administration staffers, PBX room, two record rooms, three halls for staffers and wash rooms.
The auditorium for general body meeting will be in the fourth floor. Besides, there will be two staff rooms, waiting lobbies and design rooms each. There will also be technical cell hall, consultant chamber hall and two halls for PWD staffers, room for leader of the Opposition, VIP waiting room, one pantry hall and wash rooms.
With an objective to preserve conventional sources of energy, the new building will also get power supply through solar panels that are being installed with the help of Chhattisgarh State Renewable Energy Development Agency (CREDA). The new head office will also have rainwater harvesting system.


Indoor stadium to be dedicated to public on January 15

Munat instructs RMC to organise cultural prog on R-Day

Finally, the indoor stadium will be dedicated to the public on January 15, 2011. Irked by the continuous delay in the project, the Urban Administration and Development Minister Rajesh Munat has given ultimatum to the municipal officials to wrap up the final stage of works before January 15. His instructions came while he was inspecting ongoing works in the stadium on Tuesday.
Munat further said that the RMC should organise cultural programme in the stadium on Republic Day, i.e. on January 26. While inspecting the parking lot, he said the space should be use strictly for parking. He asked the officials to conduct plantation around the stadium to beautify the ambience and to turn it into a green zone. 
The indoor stadium with 5000-seart capacity is being constructed at Sports Complex Budhapara at the cost of Rs 21 crore.
The pending works in stadium include seating arrangements, air conditioning, internal and external electrification works, installation of CCTVs, plumbing and sanitary works and painting and furnishing works. After completion, the sporting events like volleyball, badminton, lawn tennis, basketball and other indoor games could be organised in the stadium.
By far, the RMC has completed road concretisation around the stadium, construction of septic tank, water supply related works, filling and leveling, boundary wall construction, nullah construction, truss roof, false ceiling and putty and painting works.
Later, Munat inspected the progress works of Gaurav Path at Telebandha and asked the officials to fast construct road median and ensure proper drainage system on either side of the road. He said the ambience of Telebandha Talab should be beautified through plantation that must include fruit bearing plants around the pond. He said an effective policy should be framed according to the work plan to beautify all the ponds of the city for their regular maintenance.


RMC recovers Rs 70106 revenue

The RMC recovered Rs 70106 revenue as property tax from the day-long camp organised for revenue collection and regularisation of tap connections in Sanjay Nagar (Shaheed Rajeev Pandey ward) from 11 am to 5 pm on Tuesday. In the camp, seven citizens also paid Rs 4140 fees for regularisation of their illegal tap connections. The civic officials later conducted survey and inspection of Wall Fort City and found that the RMC had imposed tax on only 50 houses out of 108. The RMC will organise its next revenue collection camp in Moreshwar Rao Gadre ward on December 24. The municipal Commissioner Om Prakash Choudhary directed the officials to quickly recover property tax from the remaining 58 houses.
