Political Analysis - Is the state Congress jinxed?

The state Congress is experiencing the worst time ever. The party was completely slivered in the aftermath of back-to-back defeats in Assembly (2008) and general elections (2009) and thereafter, it never succeeded in posing threat to the ruling BJP as a single unit except during Vaishalinagar legislative Assembly by-poll and civic body elections. Ironically, the coteries have become more powerful than the party itself.
The party could not uphold its glorious past due to two radical reasons –indiscipline and its rapidly shrinking rural vote bank.
Alike other parties, in Congress, too, the senior leaders are never punished for indiscipline, but of course, the party workers get suspension notice. Therefore, the senior leaders are taking advantage of party’s flexible (or biased?) attitude and are attempting to buttress their own camps even by going against the party lines. With every camp claiming to have stronger ties with the AICC supremo, the role of PCC president has dwarfed.
So, when the PCC chief issues a decree, the defiant leaders put a deaf ear. Perhaps, this is the reason that during poll campaigns, the leaders do not take initiative unless they are prodded by the state incharge or national leaders.
Moreover, some of the leaders do not hesitate in pompously claiming before the hustings to single-handedly make the party victorious, but tacitly refuse to share the common stage with their fellow partymen. Then, they give series of inept statements in spite of clear instructions from the top bosses that only authorised spokespersons should interact with the media derides the hierarchy system in the party.
The Congress is also worried because it is disappearing from rural Chhattisgarh at an incredible rate. With limited party members in rural pockets and just a handful in the naxal belts elucidates the degree of groundwork the leaders have done there in the past ten years to rebuild ‘trust factor’ among the villagers on Congress.
Nevertheless, the steadfast party workers believe that the jinx would break with the new dawn when the next PCC president and working committee would be announced and the national leader would set new goals for the state unit.


Governor to inaugurate Rajyotsav 2010

Governor Shekhar Dutt will inaugurate Rajyotsav 2010 that will commence on October 26, 2010 at Science College ground to celebrate the establishment day of Chhattisgarh state on November 1. The state government has also invited Uttarakhand Chief Minister Ramesh Pokhriyal and Jharkhand Chief Minister Arjun Munda in the inauguration ceremony, informed Tourism and Culture Minister Brijmohan Agrawal while talking to the media persons on Wednesday. The chief guest of the concluding ceremony would be leader of Opposition at Rajya Sabha Arun Jaitley.
Agrawal further informed that although Chief Minister Raman Singh had invited President Pratibha Patil during the concluding ceremony but owing to some unavoidable circumstances she would not arrive.
Agrawal informed that the highlight of the main stage for cultural programmes would be its backdrop where waterfall would be displayed through lights and technique. He said besides Bollywood superstar Salman Khan who would arrive along with model turned actress Sayali Bhagat and his musical troop, the government has also invited management guru Arindham Choudhary who will interact with school and college students. The anchor for the programmes would be either Mandira Bedi or Aman Verma.
On state’s theme song, Agrawal informed that it would be ready in next couple of days. “We have formed a jury of state artists who would finalise the theme song,” he added.
To celebrate ten years of state’s establishment, the minister said the development would be exhibited in all the stalls of government departments. Considering that large number of people from different parts of the state would arrive in the capital to celebrate Rajyotsav fest the government has asked the district and police administrations to ensure that basic arrangements like security, traffic, lights, parking, etc should be at par. All the preparations pertaining to the celebrations would be completed by October 25, said Agrawal.
The other highlights of the Rajyotsav 2010 would be Chhattisgarhi film festival for which 28 films have been selected, kavi sammelan, musical night by playback singer Mohit Chouhan and his group and laughter show. Besides, Rajyotsav 2010 mela would also be organised in all the district headquarters from October 30 to November 1.


RMC aims to modernise its gyms

The municipal corporation has decided to modernise and organise its gymnasiums that do not have even the basic facilities at present. In this connection, the civic Commissioner Om Prakash Choudhary issued directives to all the zone commissioners on Wednesday and asked them to improve the condition of the municipal gyms of their localities.
With an objective to tighten noose on the sanitary contractors and cleaning workers, the RMC will provide digital camera to each zone through which the officials could take pictures of garbage thrown in the public places of their areas and building materials dumped on roads by the residents as an evidence to take action against the guilty ones later.
Similarly, the camera would also help the municipal to keep a record of evidences pertaining to disputed property related cases under Prevention of Defacement of Property Act.
Choudhary further directed the zone commissioners to select at least ten eligible families from their locality whom the municipal would provide free of cost tap connection under Bhagirathi Nal Jal Yojana. The list of beneficiaries would be submitted to Choudhary within seven days.
For convenience of residents who could quickly contact the local corporator, sanitation inspector and sanitation supervisor, Choudhary said their names and cell phone numbers should be displayed in at least 25-30 public places of the ward.


RMC’s 3d machine driver beaten up

Five goons attacked one 3D machine driver from RMC while he was returning home along with three municipal guards at 8 pm on Wednesday.
After the incident, the driver Salim immediately contacted Sub Engineer Town Planning department Abhash Mishra and informed him about the attack. Later, the RMC lodged FIR against these goons with the Azad chowk police. Salim informed the police that the goons suddenly assaulted him while he and the three guards were returning home on 3D machine. Salim was thrashed near on Amapara-Lakhe Nagar road at Mangal Bazar triangle where the goons were waiting for him. The goons hit Salim with lathi while expressing their anger against the municipal corporation for launching anti-encroachment drives in the city.



RMC removes 40 encroachments

From Amapara to Amanaka

The municipal corporation on Wednesday removed about 40 encroachments from Amapara to Amanaka as part of its massive anti-encroachment drive prior to commencement of Rajyotsav-2010. The municipal Commissioner Om Prakash Choudhary informed that the action was taken against 20 roadside thela owners and makeshift shops.



9 fined for throwing garbage in parking lot

The RMC on Wednesday imposed Rs 4500 fine on nine shopkeepers (Rs 500 each) of Devendra Nagar and Pandri cloth market for throwing garbage in the parking lot. The action was taken against owner of Fashion Suiting shop Subhash Agrawal, owner of All in Well shop Baldev Chavla, Arihant Enterprises, garment shop owner Narendra Jain, owner of Baba Collection Harish Sachdev, Rishi Collection, owner of juice shop Jeetendra Arora, CT Collection and garment shop owner Narayan Mahanand.
