Govt cancelled 1.26 ration cards in 2009-10: Mohle

Government has cancelled 1.26 ration cards in 2009-10. These cards were either duplicate or had mistakes owing to which they were not distributed to the beneficiaries. The information was given by Food, Civil Supplies & Consumer Protection and Gramodyog department Minister Punnulal Mohle in the Vidhan Sabha on Monday while he was replying on budgetary demands on his departments.
Mohle informed the House that from next fiscal all the ration cards would contain photographs of the beneficiaries for which the department would conduct physical verification and make a provision of Rs 1.50 crore.
Mohle further informed that the government had also made attempts to check illegal stocking and blackmarketing of foodgrains. To prevent blackmarketing and to ensure availability of necessary items, the Essential Commodities Act 2009 has come into effect in the state in August 2009, he said.
Informing about action taken against blackmarketeers in the current financial year, Mohle said the department had raided 48 establishments and recovered 87,241 quintal pulses, 7467 quintal oil and 11,197 quintal sugar.
About paddy procurement, he informed that the government procured 44.23 lakh MT paddy from over 8 lakh farmers and paid them Rs 4473 crore under minimum support price (MSP). The government has also decided to pay Rs 50 as bonus amount to the farmers from whom it procured paddy under MSP and the total amount would be about 221 crore that had been arranged and would be disbursed soon, he said.
The government has also opened call centres, ‘janbhagidari website’ and organises ‘chaval utsav’ to ensure that the beneficiaries get foodgrains every month easily, he said. So far, 4,087 complaints have been registered in call centres regarding misuse of ration items and distribution of ration cards of which 3799 grievances have been redressed, he said.
About consumer forum, Mohle informed that as against 29,929 registered cases in the district forums till December 2009, 27,468 cases have been solved, he said. Similarly, the state consumer forum has solved 5904 cases against 6536 registered cases.

Decision soon on license fee for marriage palaces

Mayor Kiranmayi Nayak on Monday informed that the RMC would soon take decision on license fee for marriage palaces including hotels and restaurants which provide their lawns or grounds for marriage purposes. “The fee would be decided by the Mayor-in-Council members (MiC) and in this regard, all the MiC members have given their consent,” informed Nayak. She said the RMC would make complete policy for marriage palaces under which apart from license fee, the provision of parking space and sanitation would be prominently included. Notably, on March 12, Mayor gave one week ultimatum to all the illegal marriage palaces including hotels and restaurants to take permission from the RMC. Nayak gave ultimatum after she held talks with the owners of marriage palaces and hotels.


‘Auditorium will be constructed elsewhere’

The auditorium for litterateurs and stage artists would be constructed in some other places, not in Motibagh. The information was given by Mayor Kiranmayi Nayak on Monday who said that the already a specific space in Motibagh was proposed to be developed as Mini Appu Ghar owing to which the auditorium could be construed elsewhere. However, the RMC has yet to identify suitable location for auditorium, she said. A delegation of stage artists and litterateurs had recently met Nayak pertaining to concept of a fully equipped modern auditorium in the capital. The delegation suggested Nayak that the auditorium could be developed as a literary and cultural centre for the benefit of upcoming artists of the city as well as across the state.

 
RMC to launch Bhukhand Vikas Yojana

In Mathpuraina, Decision taken in MiC meeting

The RMC will soon launch Bhukhand Vikas Yojana (BVY) in Mathpuraina under which it will acquire lands from the government, develop the lands and sell plots. Mayor Kiranmayi Nayak informed the media persons about the BVY after the Mayor-in-Council (MiC) meeting that held here on Monday.
“The MiC members have unanimously approved this project and soon we will acquire over 14 hectare land in Mathpuraina. The land will be in two large tracts, i.e. 5.832 and 8.282 hectares, she said.
She further informed that British Library had sent a proposal for open a library in the capital for which the RMC would provide it a hall and a library space. “We have demanded at least 30 percent membership free as RMC quota,” she said.
The municipal’s new hoarding policy will also come into effect from April 1, 2010 through which it will earn a revenue of about Rs 40 crore, she informed.
The MiC has further decided to give its schools building on rent to the coaching classes in the evening hours. “The amount generated through these rentals would be invested in maintenance of the school buildings and development of children studying there,” she said. Besides, there would also be a 30 percent quota for RMC school children in such rented coaching centres, she said.
Similarly, the municipal will also open two petrol pumps in Kashiram Nagar and Ashwini Nagar. “We are opening petrol pumps owing to large number of irregularities surfaced in petrol consumption cases. These petrol pumps will also serve common mass,” she said.
The MiC also approved a proposal to reserve Guru Teg Bahadur Udyan for women. While, all the MiC members also agreed to install solar light in all the new gardens which would constructed within the RMC periphery.
Another decision was taken regarding beautification works of Telebandha pond for which the MiC members amended the earlier approved fund Rs 12.64 crore to Rs 9.92 crore.
The RMC will also spend over Rs 5 crore in nullah constructions at Ring Road No 1. Similarly, Rs 46 lkah has been approved for sanitation and wall construction of nulah from Moudhapara to Nahar Para.
Considering an old proposal to construct a gymnasium in Tatibandh, the MiC approved Rs 23 lakh. Similarly, Rs 63 lakh would spent in construction of zone-5 office near water tank in Idgah Bhatha. The MiC further approved the proposal of new rest house in Filter Plant.


Water meters to be installed soon: Mayor

Mayor Kiranmayi Nayak has informed that soon water meters would be installed in those houses that have municipal’s tap connections. “The meters should have been installed much earlier because owing to delay in the process, we have not received the last installment of Water Augmentation Scheme (WAS) which is Rs 67 crore,” she said. Notably, the estimated cost of WAS in the city would be about Rs 303.64 crore. 

Polluting industries not yet closed: Nayak

The Congress MLAs on Monday raised the issue of polluting industries in Vidhan Sabha and asked why the government had not taken any action against such units and had allowed them to continue their operations. In his reply, Urban Administration Rajesh Munat said that the government would cut down the facilities being given to the polluting industries.
The issue was raised by Congress MLA Shakrajeet Nayak who asked why the government did not cut power connections of ten polluting industries of Raigarh when it had decided to so earlier.
Munat informed the House that the Chhattisgarh Environment Conservation Board (CECB) had conducted inspection of 24 industrial units of which ten were not meeting the pollution norms.
However, after CECB’s warning, these industries started following pollution norms owing to which they have continued their production, he added.
Dissatisfied by Munat’s reply, Nayak and other Congress MLAs alleged that the minister was misleading the House giving wrong information as out of ten industries the government had taken action against only one unit - RR Energy Limited by filing case against it in court.
Denying the Opposition’s allegations, Munat informed that the action against RR Energy Limited was taken because the unit’s owner had ignored government directives while the other nine had complied. He further informed the House that the government had filed case against 27 industries in court.
The ten industries that had failed to meet pollution norm s were – Shivshakti Steel Private Limited (Chakradharpur), Ind Synergy Limited (village Kotmar), Monnet Ispat and Energy Limited (Naharpali), Durgesh Sharma Stone Crusher (changed name – Akansha Crusher Industries), Kailash Sharma Stone Crusher (changed name – Subhash Kumar Agrawal), Jai Ma Banjari Gramodyog, Bhalotia Crusher Industries ( all from village Timarlaga, Sarangarh), Anand Stone Crusher (village Sendras, Sarangarh) and Orion Ferro Alloys Private Limited (Punji pathra, Jindal Industrial Park)..
