The state-level review meeting of Panchayat and Rural Development Department will be held in the conference hall of Vikas Bhawan at 9:30 am on August 18, 2010. The meeting will be chaired by Additional Chief Secretary Sergius Minj who will review various projects, schemes and programs of the department in presence of CEOs of all the zila panchayats. The major points to be discussed in the meeting are recruitment of staffers and provision of budget for the newly formed zila panchayats, number of vacant Shikshakarmis filled through appointment and status of vacant seats after appointment process in June and July 2010 and plantation at roadsides under plantation programme. Minj will further take information about the arrangements of gram sabha programs to be organised from August 20 onwards, updated information about execution of watershed management programme in each development block under Mahatma Gandhi National Rural Employment Guarantee Scheme (NREGS) and its future strategy and review of preparation of annual reports of gram, janpad and zila panchayats. Besides, the other points to be considered in the would be backward region grant fund and recommendations of 12th Finance Commission, Mukhaya Mantri Gram Utkarsh Yojana, Chhattisgarh Gramin Nirman Yojana, Gram Vikas Yojana, Chhattisgarh Gaurav Yojana and Hamara Chhattisgarh Yojana. Various other schemes and projects would be discussed after 2:30 onwards including Indira Awas Yojana, National Rural Livelihood Mission / Swarna Jayanti Gram Swarojgar Yojana, NREGS and several schemes under watershed management programme.

Govt to send propose for issuance of special postage stamp

Chhattisgarh’s past ten years development will be highlighted in Rajyotsav 2010. To make the tenth anniversary of the state memorable, the government will also send a proposal to the Union Ministry of Information and Broadcasting to issue a special postage stamp on Chhattisgarh state. The information was given by Chief Minister Raman Singh during the first meeting of preparations of Rajyotsav 2010 that held at Mantralaya on Monday.
Notably, Chhattisgarh, which was carved out of Madhya Pradesh as 26th state of the country, will be 10-year-old on November 1, 2010. Singh said the occasion would be celebrated with full enthusiasm and dignity and there would be many more highlighting factors during the programme as compared to the previous years. Soon, a state-level organising committee, chaired by the CM and including minister and senior officials of various departments, will be constituted to make the establishments day of the state successful.
Singh said the programs in the Rajyotsav 2010 would be prepared with an aim to establish a unique brand of Chhattisgarh on the basis of its infrastructural development and achievements in social sector in past ten years.
The Rajyotsav 2010 programs will not only be organised in all the districts of the state, but special events would also be organised in New Delhi too. Singh asked the officials to include more cultural programs and sports activities to increase the youth and children participation in the celebrations.
The Rajyotsav 2010 will also be a special confluence for the artists from local to national to international levels who would be invited by the state government. Apart from this, debate and essay writing competitions would be organised in schools and colleges on the ten-year development journey of Chhattisgarh state.
The celebrations will further encompass the nationally and internationally acclaimed academicians and experts on different subjects by organising a symposium and lecture programme. Singh instructed the officials to publish books on the projects and achievements of each department on the occasion of Rajyotsav 2010.
The officials present in the meeting were – Principal Secretary PWD and Higher Education Department MK Raut, Secretary Water Resources Department CK Khetan, Secretary Tourism and Culture Subrat Sahu, Secretary to CM and Energy Department Aman Kumar Singh and CM’s Special Secretary Subodh Kumar Singh.

A new company will be formed to operate hundred city buses in the capital city. The Mayor-in-Council (MiC) members unanimously approved this proposal during the MiC’s special meeting that held at Mayor Kiranmayi Nayak’s office on Monday. The MiC members also approved the Ganj Mandi project in its amended form. Now, both the proposals will be tabled during the RMC’s general body meeting to be held on August 20, 2010.
The purpose of calling the special MiC meeting was to discuss on the two major issues, i.e. on operation of city buses and Ganj Mandi project. Notably, the municipal corporation will purchase hundred city buses under Centrally-sponsored Jawaharlal Nehru National Urban Renewal Mission (JNNURM) with an aim to provide economical transportation facility to the Raipurians.
The matter was discussed by the MiC members during MiC’s August 9, 2010 meeting but they had decided to approve it only after taking opinion from the experts including the Raipur City Bus Limited (RCBL).
Similarly, on the RMC’s plan to construct a multi-storeyed complex in the Ganj Mandi along with Raipur Development Authority (RDA), the MiC in its previous meeting felt that the proposal was vague and required reconsideration to elucidate whether the municipal would be benefited by the entire project or not. For this, the MiC had constituted a seven-member committee to restructure the proposal and to submit its report in three days.
The panel that comprised Arun Sharma, MiC members Manoj Kandoi, Jaggu Singh Thakur, Rakesh Dhotre, Anwar Hussein, two consultants – Bharti Associates and Zakir Ali and one legal advisor Tara Chand Agrawal submitted its report within the given timeframe adding essential inputs and amending the proposal.
The special MiC meeting was attended by ten MiC members out of 14 that included Asha Israel Joseph, Manoj Kandoi, Lekhraj Sonkar, Amit Das, Rakesh Dhotre, Govind Mishra, Jaggu Singh Thakur, Deenbandhu Singh Thakur, Afroz Anjum, Chandra Behra and municipal secretary and deputy commissioner GS Kshatriya. Three MiC members – Anwar Hussein, Prem Birnani and Anamika Sahu did not attend the meeting while Lakhwant Singh Gil has resigned from the post of Public Works Department president.
