Only four tankers catering large population
Raipur, April 15, 2010
Acute water crisis, insanitation, no street lights and a host of other civic problems are not new to the residents of Veer Sawarkar Nagar ward. The people here say that whoever wins the corporator’s seat from this ward – whether from Congress or BJP, none shows commitment in solving prevailing problems. “Previously, Devki Bai (Congress) was the corporator of this ward, but she was ignorant of her responsibilities due to which no development works were carried out in the past five years. Now, the new corporator Manish Kumar Dhruv (BJP) claims that he would improve the situation in coming years as he hails from the party which is ruling the state. Ironically, Dhruv has never visited filthy areas, is completely unaware about water crisis and never interact with people.” The residents blame themselves for pathetic condition of the ward and say that since they had elected the corporator, no one else could be held responsible, not even the public representative. The ward contains majority of rural areas including Atari, Chandanidih, Jarvay and Sondongari villages except Hirapur area where Housing Board Colony and basti are adjacent to each other.
Manish Kumar Dhruv (Corporator – BJP)
On water crisis Dhruv said, “I accept that my ward is facing acute water crisis, but I am trying to solve the problem by providing additional tankers to the local residents. Presently, we have four tankers which are not sufficient to supply water to such a big ward.”
When indicated that the people of Sondongari live in horrible conditions owing to establishment of several factories on either sides of the main road of the village owing to which the area had become accident prone, Dhruv said he had already complained Urban Administration Minister Rajesh Munat regarding rising pollutions due to industries and chances of mishap due to regular movement of heavy vehicles. “The local residents even complain that they could not sleep at nigh owing to noise pollution created by the factories. We want these factories to be shifted elsewhere and if they would not go, we will stage dharna,” he said.
When asked about the security of the people who frequently use Jarvay-Atari road during night hours along with their family, Dhruv said he had demanded from Tourism Minister Brijmohan Agrawal to install lights at roadside from Hirapur to Nandan Van. When pointed that the anti social elements accumulate on Jarvay-Atari road from evening onwards owing to which one rape incident had occurred a couple of years back in the area, Dhruv said such incidents would not reiterate as the people have become aware and they do not allow illegal liquor selling in the ward. “In addition, the police patrol the area everyday from 10 pm onwards,” he said.
On liquor shops in his wards, Dhruv said he would soon launch a protest campaign against such shops along with the local residents and ask the liquor contracts to shift away from the population.
On Sanitation he said, “My ward also lacks proper sanitary arrangements but I have inherited this problem from the ex-corporator Devki Bai (Congress) who never took initiative in cleaning the blocked drains and nullahs. The sanitary problem is more in colony areas where drains are either overflowing or are blocked. In some areas, the drains are broken and the water even flows on road. But I will ensure cleanliness prevail in the area in coming months. According to new sanitary policy, we will now get 35 cleaning staff from May 1. Although I had demanded 70 staff considering the area of my ward, but even with the given staff, I am sure the ward would wear a ‘clean’ look.”
On less number of gardens for children and delay in development of approved gardens, he said, “I have already informed the municipal authorities. I have also demanded from the Urban Administration Minister to direct the officials to quickly start the development of new garden approved in Woolworth Colony near Jarvay road. I have further demanded from the RMC to ply two city buses from Ghadi Chowk to Nandan Van via Hirapur, Jarvay, and Atari for convenience of people who usually go to zoo in the weekends.”

We face water crisis every year in summer. We have complained to the municipal authorities several times but neither additional water tank has been constructed in the area nor our corporator has increased the number of tankers. The conditions in Hirapur basti, Jarvay and Sondongari are worse as you will see large number of people queuing from the morning to get at least one bucket of water from the tanker.

Besides civic problems, our corporator should also ensure that no anti social elements wander in the residential areas. Especially, such people gather near hotels and pan vending shops and tease women and girls. Since a large number of residents in our ward hail from different states and work here in factories, many goons and criminals frequently move in this region. We want better security arrangement.

While the entire ward is already reeling under drinking water crisis, water extraction from pipe lines by some people with the help of suction pumps aggravated the scenario. The residents in Veer Sawarkar Nagar are getting water for only ten minutes only in the morning from taps every day. But some of the residents are using suction pumps to draw water from the supply line, depriving others of water.
The situation is more pathetic in Jarvay area where four to five persons are having monopoly over water. They are the first to draw water from government bore in the area making a majority of other residents wait for their turn to fill up buckets.
No attention is being paid towards cleanliness in the ward as RMC vehicle is seen once in a blue moon lifting garbage from the ward.

Due to liquor shop near Lunkad Petrol Pump, frequent traffic jams are witnessed on road with drunkards mostly parking their vehicles covering most part of the road. Adding to the woes of residents is mosquito menace. The RMC’s anti-mosquito (fogging) operation is seen once in a blue moon.
Moreover because of the lack of drainage, coupled with the overflow of gutters, water of the entire colony keeps flowing on road in front of most of houses in the locality especially during rainy season.

Corporator Dhruv never conducted visit to take note of the situation ever since he was elected. So acute the water problem is that residents have to make do with only two to three buckets of water for whole day.

The Woolworth colony is beyond reach of RMC’s water supply. The residents are using water from well in the colony, although Woolworth management occasionally sends water tanker depending upon the severity of the crisis.

While the sewer chamber is overflowing no step has been taken to solve this problem. The Minister Rajesh Munat had laid foundation stone for developing garden on open ground in front of the Woolworth colony in 2008. Since then no step has been taken for development and the ground is still wearing a deserted look.
RMC to lay 300 m pipeline in Gandhi Nagar
Raipur, April 15, 2010
The RMC will lay 300 meter pipeline in Gandhi Nagar (Shankar Nagar ward) to solve the water scarcity problem of the area. The local corporator and the municipal Speaker Sanjay Shrivastava said that the Gandhi Nagar residents were demanding for the new pipeline since a long time because they had to fetch water from nearby areas or had to wait for tankers in summer. He directed the Zone 3 Sub Engineer Yogesh Kadu to complete the pipe laying works within the given timeframe.
