The government has asked the schools to close studies from April 15 up to June 15, 2010 considering soaring mercury and heat waves across the state. The Directorate of Public Education has issued directives in this regard on Wednesday after receiving orders from School Education Minister Brijmohan Agrawal. The department’s officials informed that all the government and private schools whether they were affiliated with CBSE or ICSE would have to follow the orders or else action would be taken against them.
Notably, all the schools commenced the studies of the fresh academic session 2010-11 from April 1 in spite of scorching heat. This was opposed by the parents and various social organisations but the school administrations remain adamant. Fearing loss of studies, the parents were sending their kids to schools reluctantly.
The school administrations usually begin studies from April 1 and after 30 days, they declare summer holidays from May 1 to June 15. The parents say there was no need to conduct studies in April because it only cause inconvenience to the children who faint when the mercury remains high.
“The school authorities are more interested in making money at the cost of students’ health owing to which they take three-month fee (April, May and June) in advance from the students despite conducting studies merely for a month,” said parents.
They said the climate of the capital had worsened in the past 10 years owing to rapid industrialisation in its outskirts and the normal temperature of the city had increased by a couple of degrees. “Environmental pollution is rising in the city and trees have been chopped in most of the areas to widen the roads owing to which the summer heat has become more dangerous for Raipurians. When the adults cannot tolerate the heat waves then how can we expect from the children to go to school in such adverse conditions?” they asked.
Zone presidents likely to be finalised by Apr 25

The RMC is likely to finalise the zone presidents by April 25. Earlier, it was anticipated that the election or nomination of zone presidents would be done on April 20, but the process could delay by a couple of day as Mayor Kiranmayi Nayak has gone on six-day study tour to Bangalore where she will also participate in national workshop on city sanitation plan on April 15 & 16.
There are eight zones in the city of which polls for presidents will be held in seven. According to municipal norms, no polls or nominations would be done for Zone 3 as it will be headed by the RMC Speaker who has been elected from one of its wards.
Of the remaining seven zones, Congress is planning to grab six with the support of independent corporators. However, the BJP is confident that it would turn the table and would get the support of independent in the last minute during elections of zone presidents.
According to information, the RMC administration wants to complete the finalisation of zone presidents in one day to save time, but this would only be possible when the BJP, Congress and the independent corporators would agree on nomination of presidents without conducting voting process.
In the previous term, BJP was in power and it had 43 corporators while Congress had 20 and seven were independents. Taking advantage of his party’s majority, former Mayor Sunil Soni had constituted eight zones ensuring that each zone be headed by BJP corporator.
But in 2010, the equations have changed and Congress is holding the reins of RMC with its 31 corporators while the BJP have 29 and ten are independents.
After winning the election, Mayor Kiranmayi Nayak had clearly said that zone needed reshuffling as the wards were not distributed properly. She had also hinted that the zones would have wards which are adjacent to each other so that the local residents may not have to face inconvenience owing to distant zonal office.
In Zone 1, there are ten wards of which Congress has four corporators and three each belong to BJP and independents – Purn Prakash Jha, Dinanath Sharma and Anju Chandrashekhar Tiwari. Congress expects to get support of at least two independent corporators to head the zone. The BJP can spoilsport the plans of Congress if it will win the confidence of two independent corporators.
In Zone 2, Congress will not face any difficulty as it has five seats out of eight BJP has two. The remaining one ward belongs to independent corporator Jaggu Singh Thakur who is also a member of Mayor-in-Council (MiC) and hence, he would support Congress.
In Zone 4, there are ten wards of which Congress and BJP share 5 and 4 seats while the one seat belongs to the independent corporator Govind Mishra who, too, is a MiC member and would support Congress.
In Zone 5, BJP has four seats while Congress and independents share two each. The independent corporator Prem Birnani is a MiC member while another one from Pr Sundarlal Sharma ward Mrityunjay Dubey can go either way. If Dubey will favour Congress, there will be a tie and voting will be done. In this case, the Congress can lose the zone president seat if cross voting would be done.
In Zone 6, Congress has seven seats out of ten and one belong BJP while two have been occupied by independents. Here, the Congress can win easily.
In Zone 7, there are eight wards of which both Congress and BJP have four each and the zone president will only be finalised through voting.
In Zone 8, the situation is completely in favour of BJP that has won mandate in seven out of total eight wards while an independent corporator has managed to beat both BJP and Congress candidates in the remaining one ward during civic polls.

Ambedkar’s contributions unparallel: Mayor

Dr BR Ambedkar’s contributions to the nation are invaluable as he had written the world’s best constitution by deeply studying the constitutions of various countries and including their significant parts in the Constitution of India. The words were expressed by Mayor Kiranmayi Nayak after she garlanded Ambedkar’s statue in front of Collectorate premises on his 119th birth anniversary on Wednesday.
“While writing the Indian Constitution, Ambedkar had ensured to give equal rights to each and every citizen of the nation. India is the only country that provides equal voting rights to both males and females,” Nayak said.
Ambedkar’s garlanding programme was organised by RMC’s Culture department in which municipal Speaker Sanjay Shrivastava, Raipur (North) MLA Kuldeep Juneja, former mayor Santosh Agrawal, Narshingh Mandal, MiC members Rakesh Dhotre, Manoj Kandoi, Chandra Behra, Govind Mishra, corporators Sunil Bandre and representatives of Dr Baba Saheb Ambedkar Sarvajanik Jayanti Samaroh Samiti.
Mayor tastes quality of meals served to students

Mayor Kiranmayi Nayak has inspected the Devpuri-based large kitchen of an NGO Pahal that serves mid-day meals to about 60,000 children studying in different government schools (183 primary and 83 middle schools) of the capital. She also tasted the quality of the meals that are being provided to the students. She made it evident that the students should get nutritious and fresh food and any complaint pertaining to the quality of the meals would be taken seriously by the RMC and it would take stern action against the guilty supplier. The NGO’s secretary Sunil Balani and senior social worker Dinanath Sahu were also present during Nayak’s visit to the NGO’s kitchen.
Rehabilitation of shopkeepers

The RMC will rehabilitate the shopkeepers of Telebandha who were affected by the road widening process under government’s Gaurav Path project in the same area near Karma Hospital. Mayor Kiranmayi Nayak has asked Zone 4 Commissioner Vinod Devangan and Executive Engineer of Gaurav Path project NS Rathore to conduct physical verification of the vacant land near Karma Hospital and to commence the process of rehabilitation of about 55 shopkeepers promptly.
Construction of drain, culvert in New Shanti Nagar

The RMC will construct new drain and culvert in new Shanti Nagar at the cost of Rs 4.87 lakh. The municipal Speaker Sanjay Shrivastava performed the bhoomipujan of both the works on in the area in presence of Zone 3 Commissioner, municipal officials and local residents the other day. He also performed bhoomipujan in Shankar Nagar (sector 1) where the RMC will provide new public tap considering the water scarcity in the locality.
License renewal of rickshaws till May 31

The RMC will renew the licenses of the rickshaw owners till May 31, 2010. Mayor Kiranmayi Nayak has informed that the municipal would collect license renewal fee at Netaji Subhash Stadium every day during office hours till the last date. She has appealed to all the rickshaw owners to pay renewal fee and get NOC (No Objection Certificate) for their rickshaws within the given timeframe to avoid any action against them.
Physical verification of RMC’s old vehicles

The RMC has constituted 17-member committee to conduct physical verification of its old vehicles and other outdated items. The panel will prepare a report on the old items in 30 days after which the municipal administration would decide whether to auction them or to use them. Mayor Kiranmayi Nayak informed that the panel would be headed by Mayor-in-Council (MiC) member Rakesh Dhotre. The other members of the committee are – Pramod Dubey, Gyanesh Sharma, Suryakant Rathod, Prafulla Vishwakarma, Mrityunjay Dubey, Jasbeer Singh Dhillon, Pardesi Ram Sahu, Satnam Singh Panag, Ashok Manwani, Sameer Akhtar, Pradeep Verma, Bajrang Nishad, Sundar Lal Jogi, Ritesh Tripathi, Deputy Commissioner GS Kshatri and Assistant Engineer (Fire Fighting) BL Chandrakar. Nayak has asked the panel to produce report within the given timeframe.
