Industrial policy and job opportunities

Chhattisgarh is a mineral rich state. Several multinational companies (MNCs) are eying to explore it. The Congress alleges that the BJP government had given the vast expanse of mineral resources to the MNCs. While the government claims that no other company or individual except CMDC, NMDC and SAIL had got access to minerals of the state in past fifty years.
Dissatisfied by the government’s clarifications, the Congress want there should be a proper industrial policy in the state. The opposition says if Essar and Tata were establishing their units in Bastar then they should give priority to the local residents during recruitment.
This is an appropriate demand as the Bastarians must get the benefit of new developments in their areas. This will also give adequate exposure to the tribals. Let the government ask the companies to mandatorily fill certain number of posts with locals. In fact, this sort of arrangement should be made for the locals whenever any company establishes its unit in Chhattisgarh.
However, the NTPC based at Sipat (Bilaspur) has not yet given jobs to the locals as it had promised to the government earlier. The government looks indifferent towards this matter in spite of Opposition’s frequent reminders. But the NTPC will become archetypal for other industries including the companies that would establish their power plants in Janjgir-Champa by acquiring large tracts of lands. Will the government ensure that the locals get job in these power plants too?
Job reservations will not only benefit the local unemployed, but also the companies signing memorandum of understanding (MOU) as well as the government.
Let us first discuss about the benefits the government can reap. The ruling party can gain an edge over the Opposition in terms of accruing its vote bank by creating job opportunities for the locals in their respective areas.
Locally available jobs will check migration and consequently the government will receive good marks from Centre that would lead to smooth flow of funds from New Delhi to Raipur. The state government will also have back-to-back feats in its kitty - PDS model which the Centre has announced to implement nationwide and the formula of “job creation to check migration”.
The job opportunities will benefit the locals as they get introduced to the industrial culture, which although is a foray in the farmlands, but has now been accepted as the imposed necessity.
The lifestyle of locals will improve and so will their thought process. The unskilled and semiskilled workers would certainly wish that their children take proper education and secure better job to lead a more sophisticated and comfortable life. The change in the though process will result in more admissions in schools and less dropout rate.
Now, the industries can get benefited by providing more facilities to the locals with the help of the government. Joint ventures can be done to open academic institutions including Industrial Training Institutes (ITI) and certain training centres based on job-oriented courses. This will consolidate the social image of the industries and if they would jointly develop the local areas like Bhilai or Jamshedpur, they would not only get offer from the state government to establish more units in other districts, but even the other states would beckon them. The excellent study environment would also reduce the rate of braindrain and it would a braingain for country.
Peace and prosperity are directly proportional to the available resources of survival. The fate of people dwelling in remote areas in impoverished conditions in spite of rich mineral resources can only be changed when they would get basic facilities and permanent mode of subsistence. Will the creation or reservation of job opportunities for locals in the industries can open a new avenue of utopian world?
