Govt prepares to deal with flood, epidemic in monsoon

State government will make a work plan to deal with flood and epidemic conditions considering heavy rains in the monsoon season. The Revenue and Disaster Management department Secretary and Relief Commissioner Sunil Kujur has given necessary directives through a circular to all district Collectors. He asked the Collectors to conduct meeting of all departments and to prepare work plan pertaining to commencement of relief works in their areas in the aftermath of flood.
He said the remote and inaccessible areas owing to floods should also be identified so that the basic arrangements including supply of sufficient food materials and lifeline medicines along with provision of potable water could be done. The wells and hand pumps in such areas should also be disinfected before rainy season, he said.
Kujur further directed that the flood-prone areas should be listed in advance and must be monitored regularly to promptly conduct rescue operation and to safely shift the people trapped from the affected areas to a relief camp. The Collectors has been asked to provide detailed information about the equipments including motor boats to tackle floods. Kujur said the district administrations should closely monitor the rise in water level of the rivers of their areas and to instantly alert the state-level Control Room if the water rises beyond danger mark. Similarly, the water from reservoirs should be released carefully during rainy season, he said. The would also have to keep an eye on water level of dams and have to give at least 12-hour prior information to the low-lying districts and the bordering states.
Kujur said the Collectors could also contact him directly over phone if they would require Army’s help to carry out rescue and relief operations.
He said the flood-like situations usually occur in urban areas owing to overflowing drains and nullahs. Considering this, he asked the Collectors to ensure cleaning of drains and nullahs in civic bodies.
Besides state-level Control Room, there will also be district-level Control Rooms for disaster management. The government has instructed all the weather centres to install rain gauge (rain measuring devices) and to collect data.


Concrete platform at dharna spot

The RMC will construct concrete platform at dharna spot near Sports Complex in Budhapara (Swami Vivekanand ward). Mayor Kiranmayi Nayak conducted bhoomipujan of the spot on Saturday in presence of local corporator and president of municipal’s Finance department Manoj Kandoi and Zone-6 Commissioner MN Thakur. The platform will be completed in 45 days. Nayak said the cost of the work that would be about Rs 7.50 lakh had been sanctioned from RMC’s general fund. Nayak asked the contractor Basant Tarak to complete the work within the given timeframe maintaining its quality. Nayak also inspected the surrounding areas of the Sports Complex after learning from the local residents that those places had been turned into garbage dump recklessness of the civic authorities. Nayak directed the officials to quickly clean the area and to impose fine on those who would not throw garbage in litter bins. Nayak further approved the proposal of the officials who suggested that the walls of big litter bins could be rented to the advertising agencies to generate additional revenue.

Construction of culvert at Santoshi Nagar chowk

The RMC commenced construction of culvert at Santoshi Nagar chowk on Saturday in presence. Mayor Kiranmayi Nayak reached the spot along with municipal officials and asked the contractor to timely complete the work. She further directed the officials to begin the construction of concrete nullah (5 feet diameter and 750 meter long) from Santoshi Nagar to Boriya road quickly. The Mayor-in-Council (MiC) has sanctioned Rs 25 lakh for construction of the nullah that would ensure that the flood-prone areas like Chhattisgarh Nagar, Dharam Nagar and Shiv Nagar would not be submerged during rainy season.


Encroachment on Maharajbandh Talab

Residents of Mahamaya Mandir ward led by their corporator Sarita Verma on Saturday met Mayor Kiranmayi Nayak and informed her that the famous Maharajbandh Talab of the area was being encroached by some people by filling one side of the bank at Kailashpuri and commencing construction works. Taking serious note on the issue, Nayak immediately instructed Zone-6 Commissioner MN Thakur to free the encroached portion of the pond from the illegal occupants.


RMC committed to make city slum-free: Mayor

Mayor Kiranmayi Nayak has said that the RMC was committed to make the capital slum-free and to provide better housing and civic facilities to the financial weaker section of the society. Nayak expressed these views while talking to a delegation of Rickshaw Majdoor Panchayat led by its state president Lalit Mishra on Saturday at her office.
She said that the RMC would construct 27,976 houses for poor under Basic Services for Urban Poor (BSUP) scheme that had been launched by the Union government’s massive city modernisation scheme through Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Similarly, the municipal will construct one lakh houses for poor under Rajiv Gandhi Ashraya Yojana (RGAY), she said.
She further instructed Zone-4 Commissioner to remove encroachment from the rickshaw stand besides Kalibadi police station and to construct a shed that could accommodate at least 70 rickshaw pullers.
On the occasion, the residents of Kali Nagar, Nehru Nagar, Jyotiba Nagar and a delegation of Jai Ma Ranchandi Utkal Mahila Samiti also informed Nayak about the problems in their localities.
Nayak directed the relevant officials to ensure proper arrangements of street lights in Nehru Nagar Utkal basti area, to provide public tap and sanitation in Sulabh toilet in Santoshi Nagar, to repair broken drain by making proper slope near Community building near Kalibadi and to provide public tap and lay new water pipeline near FCI godown in Kalinga Nagar.
Nayak further asked the officials to rid all the rickshaw stands from encroachments, to provide insurance benefit to the survivors of deceased rickshaw pullers in one month, to ensure children of rickshaw pullers get education in municipal schools as per government norms, to mark and to construct rickshaw stands in different locations of the city.


Farewell to Agrawal

The RMC bid farewell to Umashankar Agrawal who retired as an Upper Division Clerk (UDC) from the municipal’ Health department on Saturday. On the occasion, Mayor Kiranmayi Nayak and Speaker Sanjay Shrivastava felicitated to Agrawal by presenting him a memento along with shawl and shreephal. Nayak and Shrivastava appreciated Agrawal’s contributions to the municipal during his service and gave him their best wishes for future. The farewell programme was also attended by Health department’s president Govind Mishra, Health Officer Dr Amrit Chopra and other officials and employees of the department.


Free English coaching class

The English teacher of municipal’s RD Tiwari School at Amapara MK Varu will conduct free-of-cost English coaching class for schoolchildren and the people of all age-group in the school from May 3, 2010. Notably, Varu has been taking such classes for the past several years during summer. He informed that the coaching would be conducted in the morning hours from 9-10 am till May 31, 2010. He appealed from all the people who want to improve their English language to take benefit of the free coaching class.
