MiC retreats, revokes hike in property tax

Finally, the Mayor-in-Council (MiC) has retreated and revoked its decision to increase the property tax. Mayor Kiranmayi Nayak says that the MiC had discussed on proposal of annual rent rate (ARR) on the basis of which property tax was being decided, but the officials amended their decision and increased the tax without taking permission from the MiC members. “The amendment done by the officials contained about 25-30 mistakes that were incorrigible and hence we decided to revoke the entire decision,” said Nayak while talking to the media persons after the MiC meeting that held at her office on Saturday.
Nayak informed that the property tax issue surfaced owing to the MiC’s agenda number 26 that had ARR hike proposal. “The opposition party promptly took an opportunity of the blunders committed by the officials in confusing people and by publicising that the MiC had increased property tax, but we have deleted the agenda number 26,” she added. 
She further clarified that the provision of changing or increasing property tax had been made in sections 133 and 135 of Municipal Act, but the MiC had discussed on section 138 of the Act that was related to ARR. “Using section 138, we had approved to hike the ARR of residential areas by 10 percent and to exempt the houses constructed up to 600 sq ft area from property tax,” she said.
“But the municipal Secretariate officials not only amended our recommendations but even manipulated the figures by changing tax exemptible construction area from 600 sq ft to 300 sq ft,” she added.
When asked whether the MiC had recommended for action against the faulty officials, Nayak said, “Although the officials have violated municipal norms, but we have decided not to take any action against them and had asked them to avoid reiterating such mistakes in future MiC meetings.”
Earlier, Nayak rebuked the officials severely for altering the MiC decision in the meeting that lasted for abut five hours. The RMC Commissioner Om Prakash Choudhary, who was expected to be the victim of MiC members’ ire on the entire tax episode, arrived late in the meeting and went early from the backdoor of Nayak’s office to avoid the questions of media persons.

Leader of BJP corporators Subhash Tiwari says that the MiC had taken U-turn after the BJP corporators continuously demanded from the ruling Congress party in the RMC to take back its decision regarding increase in property tax. “This is a victory of BJP corporators. Mayor was misleading Raipurians and was trying to impose increased fire tax on them, but our strong protest compelled her retreat,” said Tiwari.


Politics will not affect city’s development: Munat

Urban Administration and Development Minister Rajesh Munat says that the development works of the capital would never get affected by difference in the ideologies of the political parties. Instead, the public representatives should join hands in making Raipur as a model city in the country. Munat expressed these words after conducting bhoomipujan of Rs 4.45 crore road widening, macadamisation and beautifications works from Fafadih chowk to Telghani Naka chowk on Saturday morning. The bhoomipujan programme was organised at Station chowk.
Munat also asked the RMC officials to construct a new bypass road from Amapara to Telghani Naka chowk so that the Raipurians may not face traffic congestion from GE Road to Station chowk.
Notably, the RMC’s the then Mayor-in-Council (MiC) had proposed to develop this 11 meters long road from Fafadih chowk to Telghani Naka chowk during its meeting on July 9, 2009 and later it was approved in the general body meeting on April 2, 2010. The entire fund for the project would be incurred by the urban Administration and Development department.
Mayor Kiranmayi Nayak said wide roads in the capital would certainly reduce traffic pressure and assured that the shopkeepers likely to affected by the project would be rehabilitated before removal of their establishments.
The municipal Commissioner Om Prakash Choudhary informed that the entire project would be carried out by four groups.
The group A will do road widening and macadamisation works apart from constructing dividers and road marking works at the cost of Rs 207.22 lakh. The group B will construct RCC drains, service ducts and concretisation over them, landscaping and various shifting works at the cost of Rs 113.65 lakh. The group C will do electrification works at the cost of Rs 47.35 lakh and the group D will shift the pipelines at the cost of Rs 51.48 lakh.
Raipur (North) legislator Kuldeep Juneja was the special guest in the programme while the other guests present on the occasion were RMC Speaker Sanjay Shrivastava, Mayor-in-Council (MiC) member and president of Public Works Department Lakhwant Singh Gil and local residents.
