RMC removes encroachment over nullah

Raipur, May 07, 2010

The RMC on Friday removed encroachment over nullah in Sector-2 of Shankar Nagar ward. The municipal Speaker Sanjay Shrivastava informed that he had received several complaints from the local residents about the encroachment over the nullah after which he asked Zone-3 officials to conduct spot inspection before taking action against the illegal occupant.
The RMC officials informed that one Asadi, an owner of MIG 46 in the area, had encroached about 200 sq ft of the nullah and had done construction over it. The encroachment was hampering the regular cleaning of nullah owing to which it was completely stuck and creating foul odour, said Shrivastava.
Similarly, after receiving complaints about illegal construction in MRS Colony (Tagore Nagar), Mayor Kiranmayi Nayak inspected the area along with the municipal officials on Friday and found that one local resident had done construction over the main road by occupying it illegally. Nayak directed the officials to remove the encroachment and to impose fine on the guilty person for obstructing the road.

Medical waste should be thrown in trenching ground: Mayor

Raipur, May 07, 2010

Mayor Kiranmayi Nayak has cautioned nursing homes and private hospitals to avoid burning bio-disposable medical waste and throwing it in public places. She has instructed the municipal officials to take stern action against such nursing home who would not comply with the orders and to lodge an FIR against them. Nayak made it evident that the RMC would not allow the nursing homes to stake the health of common mass by posing negligent attitude.
Her directives came during her visit to Amapara where she saw burnt bio-disposable medical waste thrown near Kara Talab behind vegetable market on Friday. The local residents informed her that entire area had become polluted and disease-prone owing to the medical waste.
Nayak directed all the Zonal Health Officers to conduct surprise inspection of nursing homes located in their areas and to ensure that they do not violate the municipal norms.
When she reached near Azad Chowk police station, she saw a large heap of garbage was burning at the roadside. She immediately served show cause notice to Sanitation Inspector of Zone-7 asking him why garbage in his area was being burnt instead of being dumped in the trenching ground. She appealed to the people not to burn garage at roadsides or in the litter bins as it create more pollution.
When Nayak visited trenching ground at Sarona, she found that the garbage collection vehicles were not dumping all the litters what were being claimed to be extracted from the wards. She said dumping litter elsewhere in the city other than trenching ground was prohibited. She directed president of Health Department Govind Mishra and Sanitation Officer Dr Preetam Mishra to fix responsibility of relevant officials, contractors and drivers of garbage collection vehicles and take appropriate action against them for not dumping litter in the trenching ground.

Junior official refuses to obey civic Commissioner’s order

Raipur, May 07, 2010

The high voltage drama over consolidated and property taxes between Congress and BJP in RMC has completely flummoxed the municipal officials and they are attempting not to display their inclination towards any party and are avoiding to get embroiled in any controversial issue. However, the RMC Commissioner Om Prakash Choudhary had to face an embarrassing situation on Friday when he suddenly issued orders that the Deputy Commissioner (Revenue) GS Kshatriya will be the new municipal Secretary, but the latter audaciously refused to take the onus.
Later, Kshatriya reportedly informed Choudhary that he denied the instructions due to his poor health conditions. However, sources informed that shattered by the incident, Choudhary had taken serious note of Kshatriya’s behaviour and was planning to take disciplinary action against him.
Choudhary’s orders came just a day before Mayor-in-Council (MiC) meeting when the Deputy Commissioner (Finance) and municipal Secretary Krishna Kumar Dubey expressed his inability to hold the responsibility further on pretext of his engagement in census 2011. Dubey has been appointed as in-charge census officer for the census works.
When contacted, none of the concerned officials was available to give his stand over the matter while the other municipal staffers, too, have preferred to remain mum on it. However, Kshatriya’s refusal and Dubey’s excuses became the prominent subjects of discussion in the RMC corridors on Friday.
Terming Kshatriya’s attitude as gross indiscipline, Mayor Kiranmayi Nayak said she had always raised her concern about the disobedient behaviour of the officials and the Friday’s incident was the glairing example before everybody. Nayak also took a dig at Dubey and said that he was an escapist who did not dare to take the onus. “Dubey had anticipated that the official mistakes he had committed in the previous MiC meetings would be exposed during this meeting and he did not wanted to face this embarrassing situation,” she said.
Nayak further said it was strange that the RMC administration wanted to change the Secretary just a day before MiC meeting. “I have already hinted that we will raise serious issues like consolidates and property taxes in the MiC meeting, but the municipal Secretariate did not circulate information in this regard till the late afternoon on Friday. This indicates that the officials are scared of attending the meeting,” Nayak said.
“We have also decided in advance to conduct the MiC meeting in the absence of the officials under Section 25 of Municipal Act. Our meeting will not be deterred even if the Secretariate would abstain to issue formal notice in this connection,” she added.
She informed that the meeting would be held at her office instead of Filter Plant. “The officials cannot make excuses for not attending the meeting now,” she said.
Nayak said she had also sent note sheet to Choudhary to make Assistant Revenue Officer and RMC’s co-secretary Abdul Rahim as the new Secretary when the other officials were showing reluctance to take the charge.
Notably, Nayak has called upon Mayor-in-Council (MiC) meeting on Saturday at 12.30 pm and the municipal Secretary is supposed to inform all the relevant persons about the meeting arrangements well in advance.
