Consolidated tax will not dent people’s pocket: RMC Speaker

The consolidated tax being revised by the state government is much less than the property tax increased by the Congress-ruled Raipur Municipal Corporation (RMC). The ruling and opposition parties should not embroil into any blamegame and must think how to reduce the tax and provide relief to the common mass. The RMC Speaker Sanjay Shrivastava was speaking about the difference between two taxes imposed by the government and the municipal while talking to the media persons at his office on Thursday.
“It is really unfortunate that the tax issue has created confusion among the people for the past fifteen days and they are wondering which tax would make less dent in their pocket – consolidated tax or property tax,” Shrivastava said.
He informed that the state government amended consolidated tax on February 5, 2010 and fixed a new rate according to which the property taxpayers had to give Rs 600 annually and non-taxpayers would have to shell out only Rs 300 per year. The consolidated tax comprises common sanitation, light and fire taxes.
The RMC, on the other hand, imposes general sanitation and fire taxes under property tax. Shrivastava says that the municipal instead of implementing the general sanitation and fire taxes fixed under consolidated tax had increased both taxes and the people would have to pay much more than Rs 600 per year. “The Congress has actually increased the property tax by 10 percent in the residential areas and from 100 to 400 percent in the commercial locations,” Shrivastava said. 
He informed that the consolidated tax in 1997 was Rs 180 for property taxpayers and Rs 90 for non-taxpayers. “But the government hiked the consolidated tax in 13 years in 2010,” he said.
He further informed that the maximum fire tax for residential edifices was Rs 100 in 2005-06, but that had been hiked to ten times currently and the new rate was Rs 1000. Similarly, the maximum fire tax for commercial areas has been hiked from Rs 500 (in 2005-06) to Rs 10,000, he said.
He said the new property tax for commercial establishments with over 4000 sq ft area could even go beyond Rs one lakh.
Shrivastava further informed that the RMC has also reduced the tax discounts given to the owners of multi-storeyed buildings. “Earlier, the tax discount for first floor was 15%, second floor 20% and third and above floors was 25%. But now, the tax discount has been curtailed and according to revised structure the owner would get 5% less tax discount in each floor. This will be implemented in both residential and commercial buildings,” he said.
When asked whether the ruling party had authority to revoke its decision after it had hiked the property tax, Shrivastava said it could not change its decision now and would have to seek permission of the state government in this regard.


Commissioner’s blunder will be exposed in MiC meet: Mayor

Mayor Kiranmayi Nayak has informed that the RMC Commissioner Om Prakash Choudhary had committed major blunder during all the three Mayor-in-Council (MiC) meetings by not taking her signature on sankalp (a summerised record book of decisions taken during the meetings).  She also claimed that she had got a file related to tax hike that contained specific details and decisions which she was not informed by the RMC administration.
“I will expose Choudhary during the Mayor-in-Council (MiC) meeting that will be held on May 8, 2010. Later we will also raise this issue during the forthcoming general body meeting,” she said. 
In this regard, Nayak had called upon an emergency meeting of Congress corporators at her residence on Thursday. In the meeting, they decided to continue protest against the consolidated tax increased by the state government.
The corporators said that the signature campaign launched by the Congress in each ward against the government with its demand to reduce consolidated tax proved as an eye-opener for the common mass.
Three MiC meeting held so far, next will be held on May 8, 2010.


Census works begins from Mayor’s house

The first phase of census 2011 kicked off in the capital on Thursday with the noting of information regarding city’s first citizen - Mayor Kiranmayi Nayak and her family members. A team of enumerators took information from Nayak by visiting her residence besides Nalghar (Babu Jagjeevanram ward). Nayak appealed to the people to cooperate with the enumerators and to provide detailed information to them when they would visit their homes. She said the data recorded during census would help in social and economical development of the country.
She said the people should provide detailed and true information about family members to the enumerators. The information is required for the National Population Register (NPR).


Special training for supervisors today

The RMC will organise special training for its staffers engaged in census works as supervisors on Friday. The municipal’s Deputy Commissioner and in-charge census officer Krishna Kumar Dubey informed that the training will commence at 10 am at Government JR Dani Girls School. He said all the supervisors would have to mandatorily attend the training programme.


RMC to pay floral tribute to Ravindranath Tagore today

The RMC will pay floral tribute to Gurudev Ravindranath Tagore on the occasion of his birth anniversary on Friday. The municipal’s Cultural department would organise the programme at Tagore Nagar near DEO office where Mayor Kiranmayi Nayak will garland the statue of Gurudev in presence of Speaker Sanjay Shrivastava, leader of BJP corporators Subhash Tiwari, Mayor-in-Council (MiC) members, corporators and local residents.


Bhoomipujan tomorrow

Urban Administration and Development Minister Rajesh Munat will conduct bhoomipujan of the road widening and beautifications works from Fafadih chowk to Telghani Naka chowk on Saturday (May 8, 2010). The bhoomipujan programme will be done at Station chowk at 10 am. On the occasion, Mayor Kiranmayi Nayak, Raipur (North) legislator Kuldeep Juneja, Speaker Sanjay Shrivastava, Mayor-in-Council (MiC) member and president of Public Works Department Lakhwant Singh Gil will also be present.
