Munat frowns at norm violating colonisers

Urban Administration Minister Rajesh Munat has warned the colonisers that they would have to reserve at least 15 percent of their colony’s land for financially weaker section as per terms and conditions of Chhattisgarh Municipal Act 1998 and Chhattisgarh Gram Panchayat Act 1999. The colonisers should also construct houses for the poor in at least one quarter area of the reserved land, Munat said while taking a meeting of Raipur Municipal Corporation (RMC) and Directorate Town and Country Planning officials. Munat directed the officials to conduct a survey of all the colonies, prepare a list of those colonisers who had not complied with the norms and to submit a comprehensive report to him in a week’s time. He categorically instructed the officials to revoke the registration of norm violating colonisers. The meeting was attended by Director of Town and Country Planning department GS Tyagi, Joint Director KP Bajpayee, RMC Commissioner Om Prakash Choudhary, RMC’s Town Planner Sandeep Bagde and RMC’s Deputy Commissioner (Planning) Alok Chandravanshi.


RMC to lay new pipeline in Maharshi Valmiki ward

RMC will lay new pipeline from Avanti Nagar to Geetanjali Nagar (Sector-1) in Maharshi Valmiki ward. This will ensure sufficient water supply to the area’s 60 families that belonged to class IV employees of Housing Cooperative Society. The RMC Speaker Sanjay Shrivastava directed the municipal officials to lay the new pipeline after conducting physical verification of the area during his visit to the ward on Monday. While interacting with the local residents, Shrivastava learnt that they were facing drinking water problem for several years. On the occasion, the local corporator Bindu Maheshwari and the municipal officials were also present.


Govt to complete bonus disbursal by May 15

The government will complete disbursal of bonus amounts against paddy procurement to all the farmers by May 15, 2010. Chief Minister Raman Singh has directed the officials that the farmers who could not get bonus during its Gram Suraj Abhiyan (GSA) should receive it by the give timeframe. The Food, Civil Supplies and Consumer Protection department has issued a circular to all the Collectors in this regard from Mantralaya on Monday.
The department’s Principal Secretary Vivek Dhand informed that the government disbursed about Rs 102.65 crore bonus amounts to 3.69 lakh farmers during GSA amid April 12 to 24 at 1412 locations in different parts of the state. Dhand has written in the circular that the department had disbursed bonus to fifty percent of the farmers through cheque and the fund for the remaining ones had been already deposited in the District Cooperative Banks earlier in the first week of April 2010. He directed the Collectors to amply publicise about bonus disbursal in their respective areas.
Notably, the government had decided to give bonus Rs 50 per quintal of paddy to the farmers against procuring their paddy under Minimum Support Price (MSP) in Kharif season 2009-10. The government purchased 44.23 lakh MT paddy from over 8 lakh farmers through its procurement centres and paid them Rs 4473 crore during the period. While, it has made provision of more than Rs 221 crore in its budget 2010-11 to disburse bonus amount to the farmers.

The government is mulling over to take help of ex-soldiers to combat naxals. Chief Minister Raman Singh says that the vast experience of former soldiers, who undergo tough war training, could be useful in dealing the naxal problem in the state. Singh expressed these views during the fourth meeting of Rajya Sainik Board (RSB) that held at Mantralaya on Monday.
“The country’s jawans are not only keeping eye on enemies at borders but are also tackling the Maoists who had waged war against the democracy. The death toll from both ends, i.e. the jawans and ultras in the past five years is much more than that happened together in Kargil war, 1971 India-Pakistan war for liberation of Bangladesh and operation of Shanti Sena sent by India to deal LTTE in Sri Lanka,” said Singh while elaborating the idea to frame role of former soldieries in curbing naxalism that has disturbed the peace and tranquility of the state in the past three decades.
Singh further approved the proposal of filling NCC’s 269 vacant posts in grade III (111 posts) and grade IV (158) categories by giving contract appointments to the ex-jawans.
The government has also decided to increase the monetary aid given to the jawans who had won gallantry awards. Declaring the sop for the jawans, Singh said the increased aid would be equivalent to the grants given by the Punjab and Uttarakhand governments. The aid amount has been hiked as a gesture of regard to the jawans that will not only increase their morale but the youths will also get inclined towards the armed force, he added.
Singh further hiked the monthly financial aid given to the non-pensioner ex-jawans who had fought for the nation during Second World War by fourfold. Rejecting the proposal to merely double the financial aid of the ex-jawans from Rs 1500 to Rs 3000 per month and terming it insufficient, Singh said the slab would be hiked to Rs 6000. This will benefit 177 ex-jawans and widows of the deceased ones. 
On proposal to provide reservation to the army officials (who take retirement after short term service) in civil services examinations and to relax the eligibility criterions for them, Singh said the proposal should first be sent to Public Service Commission (PSC) for scrutiny before approval.
In the meeting, the Director of Sainik Welfare Directorate Brigadier JK Devsthale informed that the government was benefiting and rehabilitating the former jawans through its Sainik Welfare Offices (SWO) across the state. The government has also approved two new SWOs which will be opened in Raigarh and Kanker, he added. There are about 25,000 former jawans or their dependents that are registered with the government and the directorate had provided jobs to over 2500 beneficiaries in the past ten years, he informed. On the occasion, the CM released a magazine – Sainik Kalyan Chhattisgarh Margdarshika published by the directorate.
