Zone presidents to be elected on Apr 29

Raipur,April 27,2010

The RMC’s zone presidents would be elected on April 29. Mayor Kiranmayi Nayak has informed that the election process would begin at 12 pm on April 29 at municipal’s Pt Ravishankar Shukla hall and the names of winning candidates would be announced in the evening on the same day. According to information, the RMC Secretariate has completed all the formalities to conduct the election of zone presidents.
Nayak said that all the corporators had been informed about election date. The RMC Secretariate has fixed the schedules for different phases of election that will commence with the nominations filed by the candidates and they will get thirty minutes for it, i.e. from 12.30 pm to 1 pm. After this, the candidates can withdraw their names in next fifteen minutes amid 1 pm to 1.15 pm.  This will be followed by the introduction of the candidates from 1.15 pm to 1.30 pm.
In next one hour, the corporators will cast their votes to the candidates of their zone from 1.30 pm to 2.30 pm followed by thirty minute counting process and announcement of winners. The election of zone presidents was delayed twice because of Mayor’s tours to Bangalore and Hyderabad.
There are eight zones in the city of which polls for presidents will be held in seven. According to municipal norms, no polls or nominations would be done for Zone 3 as it will be headed by the RMC Speaker who has been elected from one of its wards.
Where the Congress is eying to grab six zones with the support of independent corporators, the BJP is planning to upset the former by persuading the independents changing the equations in a couple of zones. The Congress also fear cross voting on April 29 and hence it is planning to field the candidates for zone presidents after taking consent of all of its corporators. In this context, the Congress is also likely to hold meeting of its corporators on Wednesday.
The BJP, too, would attempt to create a dent in the Congress and get support of the latter’s disgruntled corporators. On the other hand, the party has adopted different strategy to woo the independent corporators.
There are ten independent corporators of which four are Mayor-in-Council (MiC) members. The BJP has framed specific plan for the independent MiC members. The party would first target to woo the MiC member and the president of Town Planning and Building Permission Jaggu Singh Thakur who had recently entangled in a spat with Congress corporator and MiC member Lekhraj Sonkar during the recently held meeting of Congress corporators.
The BJP would also approach another independent MiC member and the president of Education, Sports and Youth Welfare Deenbandhu Singh Thakur who is reported to be upset with the Congress corporators who criticised him for not raising voice in the ruling party’s support during the general body meeting.
Of the remaining six independent corporators, Mrityunjay Dubey (Pt Sundarlal Sharma ward) and Purn Prakash Jha (Veer Shivaji ward) are more inclined towards Congress and therefore they are less likely to support BJP.
While, BJP is confident that it will get significant support of Dinanath Sharma (Daanveer Bhamashah ward) who had earlier won civic polls under its banner, but this time elected as an independent candidate.

BJP: Why Cong negating PC & backing up Diggy?

Raipur,April 27,2010

The BJP has once again criticised the state Congress leaders for favouring former Chief Minister of Madhya Pradesh and AICC general secretary Digvijay Singh and distancing off from Union Home Minister P Chidambaram. The BJP’s state unit president Vishnu Deo Sai says that the CM Raman Singh’s coruscating remarks on Digvijay Singh was appropriate as the naxals expanded their domain during Congress regime.
“The Congress leaders should admit their fault and must support the state government in its anti-naxal campaign that is fully backed up by Chidambaram,” Sai said.
He said not only Chidambaram, but even Union Minister for Road Transport Kamal Nath, too, agreed to provide help to the government in laying road network in the naxal-infested areas. “In spite of this, the Congress leaders in the state are opposing the government which creates doubt about their loyalty,” he added.
“It is strange that the Congress says that the naxal problem increased in the past six years during BJP’s tenure but what was Congress doing before that period? Why did Digvijay Singh ignored the problem for seven years when Chhattisgarh was part of undivided Madhya Pradesh and who stopped Ajit Jogi to take action against the extremists in the next three years when he became state’s first CM?” Sai questioned.
He further asked why the Congress failed to get mandate in tribal belts and BJP won majority of seats in both Assemble and Lok Sabha elections. “The Congress failed to comeback in tribal regions because it was exposed and the BJP got opportunity owing to its fair intention towards upliftment of locals and deprived ones and its aim to eradicate ultras,” Sai said.

BJP govt, not Diggy cause of naxal growth: Shukla

Raipur,April 27,2010

Continuing its scathing attack on BJP government after Chief Minister Raman Singh directly held former Madhya Pradesh CM and AICC general secretary Digvijay Singh responsible for making Chhattisgarh as naxal bastion, the veteran Congress leader Vidya Charan Shukla said that the ruling party was subtly attempting to demonstrate its innocent face.
Shukla said the government had completely failed in maintaining law and order in the state and consequently there had been a marked increase in naxal violence that had killed hundreds of innocent tribals as well as security personnel.
Shukla said the BJP’s allegations against Digvijay Singh were utterly baseless because he had taken effective steps in curbing naxals during his regime and that forced the ultras to qualify their activities within a small range.
The Maoists have also spread to Andhra Pradesh, Maharashtra and Jharkhand, but the governments in these states have succeeded in countering them by adopting planned strategy that is lacking in Chhattisgarh due to BJP government’s inability to develop an exclusive thinktank that could put forth random ideas to deal the menace, said Shukla.
He alleged the government even failed to make optimum use of the financial packages and other resources provided by the Centre to uproot the naxal problem and it rather misused grants. The recent killing of 76 jawans in Chintalnar (Dantewada) proves that the state’s Home department was not prospicient enough to anticipate emergence of such adverse conditions.
Shukla also blamed the Intelligence department of the state police that failed to sniff the peril ahead and said even the reports of Central probe committee that went to Ground Zero to figure out reasons for lapse indicated that the local police lacked synchronisation with the paramilitary forces pressed in the naxal-hit areas.
Shukla advised the BJP government for self-analysis on its mysterious victories in the naxal dominated regions in the Assemble and Lok Sabha elections before pointing finger at Digvijay Singh.
