Says police did not allow its team to visit ‘Ground Zero’

The PCC has alleged that about 200 sq km in and around Chintalnar (Dantewada district) was virtually under naxal reign of terror since 76 CRPF jawans were killed by the extremists. There is no trace of government and its schemes in Bastar’s naxal-hit areas and the people dwelling there are not even aware about the Gram Suraj Abhiyan which is said to be the pubic awareness campaign, said the PCC president Dhanendra Sahu while talking to the media persons on Tuesday after returning from Dantewada where he and four Congress members had gone to visit the Ground Zero – the fateful place where the incident occurred.
“Although we had gone to assess the situation at Ground Zero but we were not allowed to proceed further from Sukma on Monday because of security reasons,” Sahu said.
 “Even a fortnight after the deadliest ambush on the security personnel, the normal life, road and communication systems in the area remain shattered due to naxal fear, lack of security and collapse of civic administration,” Sahu said.
He alleged that over 75 percent tribal population from the area had migrated to other states as owing to naxal menace and in the absence of basic facilities.
He charged officials with having siphoned off crores provided to the district for implementing welfare schemes and projects. “Projects have been implemented only on papers and fake payments shown against people who migrated to other states in search of work,” he added.
Sahu demanded that the state government must take immediate steps to bring back normalcy in the region, provide security and essential items to starving villagers and start employment guarantee schemes to check exodus of poor tribal folk from the area.
Reiterating his party's demand for imposition of President's Rule in the state to check spiralling naxalism, he denied allegations that the Congress was playing politics over the issue.
Leader of the Opposition in VS Ravindra Choubey said the conditions in Bastar were worse than Lalgarh (West Bengal) and blamed the BJP-led state government for it. “We had close door meeting with the ruling party in the Vidhan Sabha where we had given it significant suggestions to deal naxalism, but none were implemented and consequently the government had become defensive,” Choubey said.


Hotels, restaurants not maintaining hygiene

RMC fines eateries at Old Bus Stand for providing stale food, polluted water to customers

To prevent the occurrence of contagious diseases in the city like jaundice and diarrhoea owing to insanitation, stale food stuffs and polluted drinking water, the RMC’s health team conducted sudden inspection of the hotels and restaurants at Old Bus Stand on Tuesday and found that a majority of them are not maintaining hygiene. The team seized large amount of stale food materials from the hotels and restaurants.
The RMC also served notices to those eateries which were providing substandard food and water to their customers under section 148 of Public Health Act and imposed Rs 200 fine on each of them. The health team cautioned all the eateries to avoid throwing garbage in drains and to ensure that cleanliness maintained in their ambiance.
During inspection, the team also found that a number of juice centres were supplying juice of stale fruits and rotten sugarcanes. The RMC team directed the juice centres to provide fresh juice to their customers to avoid any action against them.
Notably, the RMC has started awareness campaign to prevent occurrence of contagious diseases and has set up a Control Room in the Kalibadi Isolation Centre while the Zone Commissioners have been made nodal officers.
The RMC Commissioner Om Prakash Choudhary has said that all the health and sanitation staffers will frequently check the quality of eatables being sold at vegetable market, hotels, restaurants, ice-cream and juice centres, bakeries and chicken and mutton shops throughout summer to ensure that the people may not get stale food stuffs. Choudhary said the RMC would take stern action against the eateries besides imposing heavy fine on them if they would not maintain sanitation and quality of their salable food materials.
The team conducted inspection in Gauri Bhojnalaya, Hotel Al Hasan, Rajdhani Lodge, Mamta Restaurant, Dashmesh Hotel, Om Shiv Daily Needs, Apna Chulha Restaurant, Marwari Bhojnalaya, Santosh Ganna Centre, Dubey Juice Centre, etc.


Disbursal of gratuity to pensioners on Apr 24

The RMC will disburse the gratuity to the pensioners and to the family members of the deceased municipal staff on April 24. The RMC’s Deputy Commissioner (General Administration Department) Krishna Kumar Dubey informed that cases of compensation appointment would also be solved on the same day.


License renewal

The RMC will renew the licenses of the rickshaw owners till May 31, 2010. Besides, the amount under Mini Mata Urban Poor Insurance Scheme would also be collected in the same place till the given date. The municipal Commissioner Om Prakash Choudhary has informed that the municipal would collect license renewal fee at Netaji Subhash Stadium every day during office hours till the last date. He has appealed to all the rickshaw owners to pay renewal fee and get NOC (No Objection Certificate) for their rickshaws within the given timeframe to avoid any action against them.


Panel to inform Mayor about RMC’s old vehicles

The 17-member committee of the corporators constituted to conduct physical verification of the RMC’s old vehicles and other outdated items will give its report to Mayor Kiranmayi Nayak at Fire Brigade office at 11 am on Wednesday. According to information, Nayak has called upon the meeting of the committee members to learn about the conditions of the municipal’s vehicles, furniture and other items and their recommendation whether to sell them through auction or to repair and retain them. The panel will prepare a comprehensive report and submit it to Nayak in 30 days. The panel is headed by Mayor-in-Council (MiC) member Rakesh Dhotre and its other members are – Pramod Dubey, Gyanesh Sharma, Suryakant Rathod, Prafulla Vishwakarma, Mrityunjay Dubey, Jasbeer Singh Dhillon, Pardesi Ram Sahu, Satnam Singh Panag, Ashok Manwani, Sameer Akhtar, Pradeep Verma, Bajrang Nishad, Sundar Lal Jogi, Ritesh Tripathi, Deputy Commissioner GS Kshatri and Assistant Engineer (Fire Fighting) BL Chandrakar. Nayak has asked the panel to produce report within the given timeframe.


Purani Basti residents drinking polluted water?

The residents of Purani Basti (Banjari Mata ward) have complained that the municipal water supplied in the area was polluted. The local corporator Radhika Nagbhushan (Congress) has informed Mayor Kiranmayi Nayak that the municipal water being supplied in Purani Basti area was not potable. The local residents doubt that drain and gutter water get mix with municipal water owing to leakage in pipelines. Nayak will inspect Purani Basti on Wednesday morning at 9 am to check the water quality in the area.


RMC removes illegal hoardings

From Shastri chowk to Jaistambh chowk

The RMC removed illegal hoarding from Shastri chowk to Jaistambh chowk on Tuesday and imposed fine on the agencies that had violated municipal norms.
Notably, the RMC’s new hoarding policy has come into effect from April 1, 2010 and the civic authorities had sternly asked the advertising agencies to avoid erecting illegal hoardings in the city without permission. 
Already, the municipal had banned display of advertisements at Jaistambh Chowk and had made it evident that it would impose Rs 10,000 fine if any advertising agency would not follow its instructions.
The RMC’s Town Planning department has warned the agencies who have erected illegal hoardings in the city to pay fine to avoid stern action against them. The department’s president Jaggu Singh Thakur informed that the illegal hoarding owners would not only have to pay the municipal’s annual rent but they would also have to deposit double the amount of the display fee.



CVMAS demands action against LANCO Amarkantak

For selling power for Chhattisgarh quota to other states

Chhattisgarh Vidyut Mandal Abhiyanta Sangh (CVMAS) has demanded action against LANCO Amarkantak Power Limited (LAPL) for selling the power of state quota to other states. The LAPL has set up 600 MW (2x300 MW) coal based power project near            Pathadi-Saragbundia villages on the Champa-Korba state highway. The LAPL’s first unit started producing 300 MW power three years back and now it is producing power at its full capacity, i.e. 600 MW, but it never gave even a single unit to Chhattisgarh, the federation alleged.
In a letter to the Chief Minister Raman Singh, the CVMAS said according to the government’s Memorandum of Understanding (MoU) with the LAPL, the company was supposed to sell at least 30 percent of its power to Chhattisgarh besides selling it an additional five percent power at variable cost, but the company had not followed the conditions of the agreement.
The demand of power in the state usually increases in the summer and the government meets the requirement of the consumers by purchasing power from other states at higher rates. The federation asks how the government could afford LAPL’s deception during shortage of power in the state.
The CVMAS suggests that the government should immediately send the Chief Power Inspector to LAPL who could prepare a comprehensive report mentioning the amount of power sold to the other states from Chhattisgarh quota since the company started production.
The federation further sought that a separate team of state’s power companies should be sent for spot inspection of LAPL to take stock of the situation. The government should also make fresh agreement with LAPL that the latter would have to mandatorily provide certain amount of power to the state, the federation suggested.
The CVMAS said the government must use section 11 of Electricity Act 2003 and direct LAPL to provide at least 100 MW power to the state with an immediate effect.
