The Opposition on Monday rocked the House by raising the issue of no parking facility in the big commercial complexes of the capital owing to which the road traffic gone haywire. Congress MLA from Raipur North Kuldeep Juneja alleged that a number of complexes were being constructed in the capital without making provision of parking facility in violation of the norms adding to traffic woes of the city. Admitting that some of the commercial complexes had ignored the norms, Urban Administration and Development Minister Rajesh informed the House that the government had taken action against 123 edifices in the past six months for not providing parking space in their basement.
Juneja raised the matter during the call attention and said a number of under-construction as well as existing commercial complexes have constructed shops in their basements instead of keeping the space vacant for parking. In spite of strict orders, none of complex owners had buckled down to the stern directives of the local administrations, he said.
Juneja pointed out that no parking space had been left in the basement of the under-construction commercial complex in Shastri Market. Such scenes are ubiquitous in the city, he added. Motorists have to park their vehicles on roads due to no parking facility in the complexes and this trend is eventually affecting the entire traffic system. He alleged that the builders get approval to construct complexes without parking due to their nexus with the relevant department’s officials.
In his reply, Munat said the both the police and municipal corporation had launched campaign to improve the parking system of the city and were taking appropriate action against the complex owners who were not making use of the basement for parking purpose. In this regard, the Raipur Municipal Corporation (RMC) has also given necessary directives to the complex owners and the bank managements by taking their joint meeting, he said.
Admitting that the complex in the Shastri Market was being constructed ignoring norms, Munat informed the House that the RMC shot notice on the edifice owner and had sealed the complex after demolishing the construction in its basement.
The minister informed that parking space had been provided in Jawahar Bazar, Gandhi Maida, Kiran building, at Old Bus Stand and Mahalaxmi Market.
23 out of 29 power plants in Janjgir-Champa yet to get environ NOC: CM

Chief Minister Raman Singh has informed that 23 out of 29 power plants to be established in Janjgir-Champa had yet to het no objection certificate (NOC) from the environment department so far. Singh’s information came in a written reply to a starred question of BSP legislator Dujram Boudh during the ongoing monsoon session in state Assembly on Monday.
Boudh has inquired from the CM about the total number of memorandum of understanding (MoU) signed to establish power plants in Janjgir-Champa district along with the capacity of each plant, their location and the name of the companies. He further sought from the CM to disclose list of the companies that had not yet obtained NOC from the environment department and whether they had commenced construction works or not.
Singh informed that since the NOC had not been issued to the 23 companies from the environment department, they had not started their projects. The companies that have obtained NOC to establish their power plants in Janjgir-Champa district are– m/s Chhattisgarh State Power Generation Company Limited Raipur (MoU not done) will capacity 1000 MW power and will be established at village Madva, m/s Athena Chhattisgarh Power Private Limited Hyderabad (1200 MW) to be established at village Singitarai (tehsil- Dabhra), m/s RKM Powergen Private Limited Chennai (1440 MW) – village Uchpinda, m/s Wardha Power (KSK) Hyderabad (3600 MW) – village Nariyara (tehsil – Akaltara), m/s Arasmeta Captive Power Company Private Limited (Phase-2) (43 MW) – village Gopalnagar (MoU not done) and m/s Shri Shyam Warehousing and Power Private Limited (10 MW) – village Banari (Naila) (MoU not done).

The average power production in the state at present is 1617 MW and consumption by Chhattisgarh State Power Distribution Company Limited (CSPDCL) is 2119 MW. The information was provided by the Chief Minister Raman Singh while he was answering to a starred question of Congress MLA Nand Kumar Patel in state Assembly on Monday. He further informed that excess power had being sold to 11 companies from January-June 2010 at the minimum rate of Rs 2.52 per unit to maximum rate of Rs 8.60 per unit.

State government will develop three more Gokul Nagars in the capital city at the cost of Rs 9.75 crore. The information was provided by the Urban Administration and Development Minister Rajesh Munat to a question raised by Congress MLA Dharmjeet Singh and BJP MLA Devji Bhai Patel pertaining to the problems prevailed in the Gokul Nagars of Raipur and Bilaspur during call attention in the Vidhan Sabha on Monday. The new Gokul Nagars will be developed Gokul Nagars in Jarvay, Atari and Birkoni, informed Munat.
In their question, the legislator Devji Bhai Patel asked from the minister about the total number of dairies in the capital city and the number of plots sold to the dairy owners in the Mathpuraina-based Gokul Nagar.
The legislator Dharmjeet Singh pointed out that the dairy owners in Bilaspur were forcibly shifted to Gokul Nagar without making providing them basic facilities like road, electricity, water, drainage system, sanitation etc. Singh said 12 cows in the Gokul Nagar died due to lack veterinary facilities for the cattle.
Both the MLAs alleged that the dairy owners do not want to shift in Gokul Nagars as their conditions were pathetic and lack proper management. The duo said the dairy owners had been demanding from the government and the local administrations to provide better facilities in the Gokul Nagars, but in vain.
Denying all the allegations, Munat said the dairy owners were shifted to Gokul Nagars only after developing them and making provision of basic amenities including veterinary hospitals. The aim to develop Gokul Nagars in the outskirts of the urban areas was to rid the citizens dwelling in the cities from frequent problems occurred due to cattle, he said.
Munat informed that 23 dairy owners had been rehabilitated in the Bilaspur Gokul Nagar that contained 136 developed plots. About 22 dairy shed construction works are still in progress, he added. On sudden deaths of 12 cows, he said the cattle died due to heat stroke and not because of lack of facilities.
He further informed that the department had by far shifted 448 dairies from Raipur city to Mathpuraina-based Gokul Nagar. About a dozen plots are still vacant for which applications are coming and soon they would be allotted. On three new Gokul Nagar projects, the minister informed that the proposal was ready and hoped that the Finance department would approve it quickly.
