RMC not to hand over its hospitals to govt at present


Will use free space of hospitals, schools to generate revenue

The RMC will not hand over its hospitals to the government and would rather refurbish the existing edifices and make use of their free space to generate revenue. A proposal in this connection was approved during the Mayor-in-Council (MiC) meeting that held on Monday. Earlier, the RMC and other municipal corporations had requested to the government to acquire all their hospitals that lacked infrastructure and basic facilities.
“We have taken this decision because it is mandatory for the municipal corporation to provide health and education facilities to the citizens according to the Municipal Act,” said Mayor Kiranmayi Nayak while talking to the mediapersons at her office post MiC meeting.
“We will first improve the conditions of the hospital and school buildings.  We will also make commercial use of the extra space of the hospitals and schools to generate additional revenue,” she added. Notably, the government has already started survey to acquire the municipal hospitals. The surveys are being are conducted initially within the limits of RMC and Bilaspur Municipal Corporation (BMC). However, later, the RMC will handover the hospital buildings to the government.
The MiC’s decision is significant because even after the government will acquire its hospitals, the RMC will have to ownership of the edifices and lands. Hence, the MiC contemplated over the commercial aspect of the vacant spaces. 
On the RMC’s plan to construct a multi-storeyed complex in the Ganj Mandi along with Raipur Development Authority (RDA), the MiC felt that the proposal was vague and required reconsideration to elucidate whether the municipal would be benefited by the entire project or not. “We have constituted a seven-member committee to restructure the proposal and to submit its report in three days,” said Nayak. The panel comprises of Arun Sharma, MiC members Manoj Kandoi, Jaggu Singh Thakur, Rakesh Dhotre, Anwar Hussein, two consultants – Bharti Associates and Zakir Ali and one legal advisor Tara Chand Agrawal.
On plan to ply 100 new city buses in the capital, the MiC decided not to approve it in its present form and would first take opinion from the experts including the Raipur City Bus Limited (RCBL).


RMC to provide over 2.5 acres land to dump biomedical waste

The RMC will provide over 2.5 acres land to the government to dump the biomedical waste. “The land will be provided either in Hirapur, Jarvay or Kachna,” informed Mayor Kiranmayi Nayak while talking to the mediapersons after the decision in this regard was during the Mayor-in-Council (MiC) meeting that held on Monday.
Nayak further informed the MiC has asked the Bangalore-based Paradigm Consulting agency to amend its proposal of Rs 127 crore for implementation solid waste management scheme in the capital. “We have asked the agency to make an integrated sanitation plan and to cut down the estimated cost. We can provide our sanitary items to the agency that can reduce the cost to a great extent. Further, we will also demand at least 50 percent financial aid from the state government to implementation of this project,” Nayak said. 
She also informed that the sterilisation of dogs will be done in the new veterinary hospital that would be established near Hindu High School in Bairon Bazar.  There is about 3500 sq ft area that can be used for hospital as well as sterilisation process, said Nayak.
The MiC also approved more than Rs 18 crores for construction of three bypass roads in Pt Deendayal Upadhyay ward (Zone 5). The estimated cost of the roads would be Rs 9.34 crores, Rs 9.16 crores and Rs 2.09 crores. The MiC further nodded for Rs 2.79 crores for Gaurav Path project from GE Road Amapara to Telghani Naka chowk via Agrasen Chowk.
Aiming to provide health benefits to its employees, the RMC will provide them group insurance facility. In this regard, the MiC asked the civic administration to invite proposals from the insurance companies.
Considering the fast action of Appeal Committee, its fee has been increased from Rs 10 to Rs 200. Similarly, the civic administration will take rent from the CSEB for using municipal space to erect poles and install transformers. “The MiC took this decision because the CSEB charge about Rs 28,000-35,000 to the RMC to erect one street pole. It also takes rent from the private parties including cable operators to use its poles,” Nayak said.
The RMC will also provide training to the plumbers on Rainwater Harvesting System (RHS). Besides, the RHS would be implemented on all the overbridges as pitching would be done under such structures, Nayak said.
Approving the vendors’ policy, the MiC has decided to provide space below the overbridges to the street vendors on time-slot basis. “Each vendor would get particular shift to run his business. After certain number of hours, the other vendor who had been allotted the space for next couple of hours would start his work,” she informed.
To give more power to the zone commissioners to check impediments in development works, the MiC members decided to fully authorise them to take decision on the projects of their areas.
The MiC has also hiked the annual rates of tubular poles from Rs 375 to Rs 1000 and of Sharda Chowk-based LED panel from Rs 500 per sq ft to Rs 1000 per sq ft.


Computer hardware, mobile repairing training from Aug 20

With an aim to make the unemployed youths technically sound so that they could meet the eligibility criteria of the relevant fields, the state government will commence training programs in computer hardware and mobile repairing at capital from August 20, 2010. The training would be organised by the Chhattisgarh Centre for Entrepreneurship Development (CCED). The interested candidates can submit their applications to the centre by August 17, 2010. The training programs have been categorised according to their span –for one month and two months. Besides computer hardware and cell phone repairing, the training would be imparted in networking, photoshop, digital album and video mixing techniques, the officials informed. The applications can be obtained from the CCED office behind Ashirwad Bhawan in Bairon Bazar.


Seed production programme

To provide adequate seeds to the farmers in the next Kharif season, the state government will cultivate crops in over 31,000 hectares land under its seed production programme. The government will cultivate crops in about 29,634 hectares land of farmers through Agriculture department while over 1500 hectares land possessed by government farm lands, Beej Vikas Nigam and Indira Gandhi Krishi Vishwavidyalaya. So far, crops have been cultivated in about 12,355 hectares land of the farmers under the guidance of the experts, the officials informed.
