The RMC removed 30 encroachments at GE Road from Rajkumar College to Ayurvedic College on Tuesday. The municipal’s demolition squad used 3D machine to displace the encroachments. Adequate police personnel were present during the demolition process to prevent any untoward occurrence. The action was taken against small shopkeepers including sugarcane juice shops and auto repairing shops who had illegally occupied government’s land to operate their business. The Commissioner Om Prakash Choudhary has asked all the illegal occupants to vacate encroached lands to avoid action punitive action against them.

The RMC on Tuesday imposed fine on six different persons for displaying posters at Jaistambh chowk. Notably, the Mayor-in-Council (MiC) had decided that Jaistambh tower that had been constructed as a mark of respect to the martyrs of the country should be advertisement and poster free zone and Rs 10,000 would be fined on those who would not follow the instructions. In this respect, the municipal fined Annu Raksel from Maudhapara, Gudhiyari resident and the state president of Brahman Mahasabha Shravan Shrama, Katora Talab residents Rahul Gopi Chandnani and Mukesh Panjwani, BJP vice-president (Raipur district) Gowardhan Khandelwal and Chhattisgarh Shivsena Raipur president Deepak Bhardwaj.
‘Install rainwater harvesting system before June 30’

Considering rising water crisis in the capital every summer, the RMC has decided to make rainwater harvesting system (RHS) mandatory for house. In this regard, the municipal Commissioner Om Prakash Choudhary has appealed to the people to install RHS before June 30, 2010. The people who would not follow the instructions would have to pay fine that would be taken annually along with the property tax, he said. The fine would be imposed at the rate of Re 1 per sq ft of the total construction area of the house.
Choudhary said every house should install RHS and maintain it according to rule 78(4) of Chhattisgarh Land Development Corporation 1984.
The municipal has nominated zone-wise geo-hydrologists who will conduct survey of the houses and prepare a comprehensive report on the basis of which fine would be imposed on those would not install RHS.
Choudhary further said that if anyone would wish to construct new house, he would first have to take No Objection Certificate (NOC) from the RMC by depositing security amount that has been fixed according to the construction area. A person would have to submit Rs 14,000 if his house would be constructed within 500 to 1000 sq ft area, Rs 20,000 for 1001 to 2000 sq ft area, Rs 40,000 for 2001 to 5000 sq ft area and Rs 60,000 for 5001 sq ft and above areas.
The geo-hydrologists who have been nominated for each zone are – K Panigrahi – zone-1, Vipin Dubey – zone-2, Yogesh Bhave – zone-3, Chandrika Singh – zone-4, Dhaneshwar Verma – zone-5, Sarita Panigrahi – zone-6, Virendra Sahu – zone-7 and Giri Goswami – zone-8.

The PCC has alleged that the government was merely trying to pose seriousness about the water crisis overtly, but it had actually desisted from taking concrete action against those industries that were exploiting groundwater without its permission.
The PCC Spokesperson Rajesh Bissa informed that Uniworth Limited and Uniworth Textile Limited based at Sarora in Urla Industrial Area was one such industry that had been illicitly consuming the water for the past three years since 2007. The company has dug over two dozens hand pumps without permission to meet its demand while the surrounding villages are facing acute water crisis, he said.
Bissa had sought information from Chhattisgarh State Industrial Corporation Limited (CSIDC) and Central Ground Water Board (CGWB) Raipur through Right to Information (RTI) about the total amount of water being consumed by the Uniworth Limited and Uniworth Textile Limited, the mode of water supply to it and whether it had obtained permission from the relevant departments to exploit groundwater or not.
The CGWB in its answer informed Bissa that it had no knowledge whether the company was taking water legally or illegally. However, the CSIDC unleashed startling facts about Uniworth Limited and Uniworth Textile Limited and informed Bissa that it had disconnected all the three tap connections given to the industry three years back in 2007 and had never given permission to dig hand pumps.
He said the government should first take stern action against the industries in and around the capital that are exploiting large amount of groundwater illegally and are major cause of water crisis.

Mayor Kiranmayi Nayak has once again appealed to the people to avoid using drains and nullahs as litter bins. “We can only make Raipur clean with the help of the people. The RMC will never succeed in its attempts to maintain proper sanitation in capital if the Raipurians will continue throwing garbage in drains and nullahs,” she said. Nayak sought people’s help on cleanliness after she inspected nullah cleaning works being carried out by the municipal’s Health department in Maulana Abdul Rauf and pt Motilal Nehru wards on Tuesday.
She further appealed to all the corporators to create awareness among the residents of their respective wards about the significance of sanitation and hygienic conditions in and around their ambience. “The sanitary workers are taking out huge amount of garbage, especially polythene and plastics from the drains and nullahs from across the city. This indicates that people do not use the litter bins of their locality,” she said.
Notably, Nayak had asked the Health department to launch a nullah cleaning campaign from May 19, 2010. In this regard, she issued a directive to all the Zone Commissioners and Zone Health Officers during a meeting at her office on May 15, 2010.
Nayak said the municipal would not brook any pretext over cleanliness issue and would take stern action against those officials and contractors who would fail to maintain sanitation standards.
She has also appealed to all the nursing homes and private hospitals to stop throwing garbage in public places and to dump them in the trenching ground at Sarona. She also warned the sanitary contractors not to burn the garbage in the wards, but to dump them in the specified place. She said the municipal would impose fine on those contractors who would be found guilty of burning garbage and it would also take action against the drivers of garbage collection vehicles.
The RMC has recently roped in a plastic recycling company - Innovative Eco Care (IEC) from Ahmedabad to recycle polythene waste in the capital. The IEC representative had shown a demo of initial phase of recycling process to Nayak in front of indoor stadium in Sports Complex, Budhapara on May 14, 2010.
