The RMC has nothing to do with Water Augmentation Scheme (WAS) and it is only an agency that is providing fund for the project arrived from Centre to the state government’s Public Health Engineering (PHE) department which is the actual implementing agency. The clarification was given by Mayor-in-Council (MiC) member and president of RMC’s Water Works department Lekhraj Sonkar who said that people who wish to know about the progress of the project must contact PHE officials instead of the municipal.
Sonkar informed that the state government had sent the proposal of Rs 303.64 crore WAS to the Centre for approval under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) back in 2007. The drawing and design of the proposal was done by the PHE which is looking after the project ever since its commencement, he said.
However, people think that the project is being carried out by the municipal and always hold it responsible for the delay, he said.
“Hence, I want to make it evident that neither the former Mayor or the municipal body nor the current ones had any connection with the project and all the information pertaining to it can only be obtained from PHE,” he added.
Notably, former Mayor Sunil Soni had continuously given statements about WAS during his tenure terming it an ambitious project of the municipal. Soni had claimed that the project would be complete by April 2010 and the Raipurians would get rid from water crisis during summer but it could not happen.
Later, after assuming office, the new Mayor Kiranmayi Nayak said that the project would be delayed further and was likely to be completed by the end of 2010.
‘Special general body only for discussion, not decision’

The RMC Speaker has said that the special general body meeting had been called upon only for discussion and no decision would be taken during the proceedings. “According to provisions, the special general body meeting is being called when one third corporators demand for it seeking discussion on any issue. The Mayor-in-Council (MiC) never sends any agenda or proposal for this meeting. Therefore, only discussions will be done on the consolidated and property taxes,” he said.
The special general body meeting, that was supposed to be held on Monday, was adjourned till May 19, 2010 owing to declaration of three-day state mourning for country’s former Vice-president Bhairon Singh Shekhawat who passed away on May 15.
Shrivastava, however, admitted that if the corporators would reach to consensus on any matter during the special general body, the MiC could send it to him as an agenda to be tabled in the forthcoming general body meeting.
Notably, both the ruling Congress and the opposition BJP at RMC have locked horns over tax issue. Congress alleges that the consolidated tax hiked by the state government would directly affect the budget of common mass. In this context, the Congress corporators demanded from the Speaker to call upon a special general body meeting over a fortnight ago.
The BJP, too, trained its guns at Congress for increasing property tax by 100 to 400 percent. Later, when the MiC revoked the property tax, the BJP labeled it as its victory. Still, the opposition wants to hold discussion on this issue and requested from the Speaker to add it for special general body meeting.

The state government is stunned with the Monday’s naxal attack in which the extremists blew up a bus in Sukma (Dantewada district) that killed about 35 civilians including Special Police Officers (SPOs). Chief Minister Raman Singh immediately postponed his programs and promptly took stock of the situation from the Home department before informing it to the Governor Shekhar Dutt and Union Home Minister P Chidambaram. Singh also took a couple of high-level meetings in which he reviewed over the cause of the incident.
According to information, when the Sukma incident occurred, Singh was at his residence and was finalising his itinerary for his two-day New Delhi visit from May 18 to 19. Notably, Singh will attend the meeting of union Planning Commission in during which the Centre would approve state government’s proposed annual schemes for 2010-11. In this connection, Singh had also upon Chief Secretary P Joy Oommen, Principal Secretary Finance Ajay Singh and Principal Secretary N Baijendra Kumar.
When Singh learnt about the Sukma incident, he immediately contacted IG Bastar and SP Dantewada to confirm about it and then issued necessary instructions to the Home department to prepare for future course of action.
At about 9 pm on Monday, Singh held meeting with Home Minister Nankiram Kanwar and ADG (Naxal operation) Ramniwas Yadav and discussed about the final rituals of the deceased ones, disbursal of compensation package and about the security arrangements after the incident. Sources informed that Singh would first visit to the incidental spot before leaving for New Delhi on Tuesday.

A meeting of Chhattisgarh Electrical Contractor Welfare Association (CECWA) held the other day in which Ashu Chandravanshi has been elected as the association’s new president. Chandravanshi assured the CECWA members that he would always work for the welfare of the association and his primary objective would be to promptly solve the emerging problems of the contractors. Later, a delegation of the association led by Chandravanshi met the Managing Director of Chhattisgarh State Power Distribution Company Limited (CSPDCL) VK Shrivastava and expressed its concern over some of the anomalies of the company’s turnkey contract system in which the guarantee money for loss and damage should be taken only equivalent to the cost of equipment or material instead of the total cost of the work order which was in practice currently. The delegation also demanded from Shrivastava to reduce the contract performance guarantee from ten to five percent. The delegation assured Shrivastava that the contractors would complete the project within given timeframe and maintaining its quality. The other office-bearers of CECWA are – Suyash Tiwari (Bemetara) – Secretary, Vihar Morgode – treasurer, regional vice-presidents Sunil Sharma (Raipur), Sunil Sao (Durg), Chandu Rathore (Rajnandgaon), Nishant Lunkad 9Dhamtari), K Rao (Bilaspur), Jagdish Patel (Korba), Ajit Sahu (Janjgir-Champa), Vijay Soni (Ambikapur) and Purushottam Patel (Raigarh).
