Presenting the budget estimate of Rs.24,685.43 Cr. for the fiscal year 2010-11 in the State Assembly today, Dr.Raman Singh, Chief Minister of Chhattisgarh, who is also the Finance Minister, told that in the past few years, fair amount of investments have been made by the Government for human resource development, social and economic sectors as also for infrastructural development. A number of new schemes have also been introduced for the welfare of the people of the state. These initiatives have started showing results. Dr. Singh reiterated that Education, Health, Food Security and availability of pure drinking water have been top priority in this budget, which would help the State achieve the key Millennium Development Goals (MDGs) concerning reduction of poverty and malnutrition.
2. Looking to the importance of human resource development, 3,922.52 Cr. have been provided for Education sector, which is 15% of the total budget outlay. New schemes have been declared in the budget to encourage the youth of Scheduled Castes and Tribes for selection in Union Civil Services examinations and admission in high technical institutes like IIT. To widen the health network, 5 new Community Health Centers, 26 Primary Health Centers and 300 Sub-Health Centers will be opened in the state during 2010-11. Reiterating the commitment of his Government to food security, the Chief Minister announced that Rs 1,000 Cr. budget provision has been made for the ‘Chief Minister`s Food Assistance Programme’.
3. Dr. Singh also announced many tax reliefs for the common people. Kerosene wick, kerosene stove, fried and roasted grams, camphor have been made tax free. In order to encourage usage of fly ash bricks , fly-ash bricks have been exempted from Entry tax. Similarly,VAT on cooked food items has been reduced from 14% to 5%. To extend help to Small industries, items manufactured by them would be exempted from Entry Tax.
Entry tax on lime stone used for clinker sent outside the State through stock transfer , will be increased from 10% to 20%. To discourage smoking, which is injurious to health, 7.5% Entry Tax will be levied on Cigarettes. To encourage the cinema industry and in the interest of public, entertainment tax on cinema tickets upto Rs 50/- would be exempted from entertainment tax.

6. With a 12.48% increase in plan expenditure, plan outlay estimated in the budget is Rs. 13,599.58 Cr. which is 55% of total budget outlay. 54% of total plan expenditure is earmarked for general area, 33% for tribal sub-plan area and 13% for the scheduled caste sub-plan area. Non plan expenditure is estimated Rs.11,086Cr, which is 4.74% more over the current year.
7. The outlay for capital expenditure stands at Rs. 4,067.70 cr. which is 16.5% of total expenditure. Rs. 1,855 cr. has been earmarked for roads, bridges and buildings and Rs. 1,762 cr. for water resource department.

10. There has been a whooping 31% increase in the allocation for women and child welfare. For the empowerment of adolescent girls, a new scheme Sabala is being introduced.
11. Outlay for education has been increased by 15%. 25 cr. has been provided for opening of a new Engineering College at Ambikapur and 4 Degree colleges and 10 ITIs in the state. Bharat Sakshar Yojana under total literacy campaign will be implemented in 8 districts. 120 cr. has been provided towards state share of Rastriya Madhyamik Siksha Abhiyan(RMSA).
12. Number of free seats for SC and ST girls for nursing training will be increased from 200 to 300 . 29 Middle schools and 25 High schools in SC/ST areas will be up-graded to High and Higher Secondary schools respectively. 58 new Post matric hostels will be established. 105 cr. Has been provided for Bastar, Surguja and SC Development Authorities. New incentive scheme is being introduced to encourage SC/ST candidates to appear in UPSC examinations and Yuva Career Nirman Yojana to encourage admission in higher technical institutions.
13. To expand medical facilities in the state, 5 new Community Health Centers, 26 PHCs and 300 Sub-Health Centers will be opened, for which 12 cr. have been provided. To overcome the infrastructural gaps in health sector, buildings of 5 CHCs, 57 PHCs and 100 sub-health centers will be constructed costing 30 cr. Nursing schools at Rajnandgaon, Raigarh, Korba and Ambikapur and ANM training centers at Bilaspur, Janjgir and Durg have been proposed in the budget. ‘On call’ ambulance facility is being introduced at major cities of the state. C.G.Medical Service Corporation will be constituted to make the procurement system of medicine and medical equipment more transparent and efficient.
14. Outlay for the Agriculture and allied sector has been increased by 22%. State Government grant for Sprinkler and drip irrigation scheme will be increased from 30% to 40%. Provision of 10 cr. has been made for energisation of agricultural pumps. Veterniary University and C.G.Milk Federation will be established in the state. New economic assistance scheme to retail fish merchants will be introduced.
15. The new Industrial Policy of the state has come into force w.e.f 1st Nov. 2009. The main feature of this policy is that for the first time block has been considered as the base unit for industrial development. Margin money grant would be provided to SC/ST entrepreneurs, Credit Guarantee Fund scheme is also being introduced for them to facilitate bank guarantee for enterprises up to 5 cr. National Institute of Fashion Technology (NIFT) and Chhattisgarh Trade Centre has been proposed in the state.
17. Dr. Singh reiterated the commitment of his Government to combat naxalite violence. The police budget for 2010-11 has been increased by 17% to Rs. 1,140 cr. A new Police district will be established at Gariaband. 3 new police stations and up-gradation of 6 chaukis of naxal affected areas have also been proposed.
