With an aim to protect the statues of the great leaders from vandals, the RMC has decided to cover all the statues with fibreglass. The decision was taken in MiC meeting that held here on Tuesday.
Mayor Kiranmayi Nayak had indicated in the first week of February 2010 that the RMC would soon cover the statues of great leaders with fibreglass. Nayak learned about this from the mayor of Indore during her Ahmedabad visit to attend Municipalika 2010 - the 8th international exhibition and conference on municipal services, urban development & public works.
She further informed that the statues would also be cleaned every week. Similarly, the municipal’s Tourism and Culture department would ensure that the old garlands of the statues be replaced with the fresh ones every week, she added.
Notably, a number of corporators from both BJP and Congress as well as individuals had pointed in the recent past towards poor maintenance of statues of the great leaders. The people also believe that the RMC should maintain the statues of great leaders round the year instead of simply paying tribute to them during their birth and death anniversaries.
Now biometric attendance for RMC’s sanitation staff

In a bid to improve the quality of service and to keep a tab on its sanitary workers, the RMC has decided to implement the biometric attendance system. “Clean and green city will always be my priority and I would not tolerate if the city continues to wear a dirty look owing to non-performing and truant sanitary staffers,” said Mayor Kiranmayi Nayak.
She informed that thumb impression of all the workers would be taken for biometric attendance. This system would come into effect from April 2010, she said.
“We want to introduce the system so that we can keep track of the attendance of sanitation staff of each ward,” she said.
Notably, in spite of engaging sanitary staff in all the wards, the drains in several areas are overflowing and garbage including solid and medical waste is piling in residential areas and public places.
Nayak informed that the municipal would also launch ward-wise anti-larvae campaigns in the city.
City buses to be linked with GPS

Mayor Kiranmayi Nayak has informed that all the city buses would be linked with Global Positioning System (GPS). The RMC wants to commence GPS in city buses with an aim to track their routes, Nayak said. This system would provide all the information about the bus such as its route, timing along with destination, etc, she said.
MiC cancels tender for sanitation staff

The Mayor-in-Council (MiC) on Tuesday cancelled the RMC’s tender to appoint sanitation staff on contractual basis. The decision was taken during the MiC meeting that was continued in the Filter Plant when the report was filed. Talking to media persons, Mayor Kiranmayi Nayak informed that by the evening, about 47 of the total 150 issues were discussed in the meeting.
Learning about a number of irregularities prevailed in the sanitation contract, the MiC has decided to revoke its fresh tender for sanitation works. Notably, there were 543 sanitation staff in the last contract to maintain cleanliness of city’s 30 main roads and the RMC was paying Rs 27 lakh per months to the contractor.
“We will replace the 543 contractual staff with our permanent sanitation staff as we already have 1200 workers. The remaining staffers will work as nullah gang,” she said.
If we will run short of staff then we will hire manpower on contractual basis according to requirements of individual wards,” Nayak said.
RMC bans digging of bore wells
The municipal has banned digging of bore wells from March 1, 2010 to August 15, 2010. This step has been taken to conserve water, Nayak said.
Water becomes expensive
Now, an individual have to pay Rs 300 to get one tanker of water. Nayak informed that the rate was unanimously revised in a decision taken by the MiC members. Similarly, the private tanker owners would have to pay Rs 5000 licence fee annually to the RMC. These tankers would be identified according to colours painted on them, Nayak said. More importantly, the private tankers would be allowed to fill water from RMC’s filling points, she added. The MiC further approved Rs 94 lakh water carrier interconnection project under which five lines from 500-750 mm would be interlinked.
Two multipurpose fire tenders
Nayak informed that the government had sanctioned Rs 400 lakhs for fire fighting and security. A part of this amount would be used in purchasing one 4500 litres bowser and 500 fire fighting foams by inviting multipurpose tenders, she said.
Nayak further informed that the RMC would also invite proposals from fire technology experts regarding implementation of modern fire fighting methods and security measures to be taken in the buildings and offices of the city. For this, the municipal would also engage a panel of experts to conduct survey of the specific buildings and fire prone areas of the capital, she said. The experts would be hired by the municipal on contract basis for which a separate tender of Rs 27.76 lakh would be invited, she added.
Vehicle parking charges increased
Now motorists would have to pay more to park their vehicle in the parking lots. Nayak informed that the parking charges of the vehicle had been increased proportionately according to vehicles from bicycle to car and commercial ones. Similarly, RMC has increased the space rent for vegetable vendors who occupy certain space in vegetable markets.
Installation of timer instruments
The municipal will purchase 60 timer instruments at the cost of Rs 28.50 lakh to save unnecessary power wastage. Nayak informed that the RMC’s target was to install 275 timer instruments in the capital of which 50 had already been installed. Similarly, the MiC also approved the proposal of purchasing bulbs, lights, compact fluorescent lamps (CFL) and other light-related items at the cost of Rs 30 lakh.
Educational qualification to be relaxed for job
Under General Administration Department, the MiC decided to relax the eligibility criteria in terms of educational qualification while providing appointing on compassionate grounds to the wife or children of the deceased RMC staff.
Another decision was taken pertaining to appointment of new advocates who would handle the legal issues of the municipal. Nayak informed that a panel of five advocates would be inducted into the system.
Petrol allowance to Revenue staff
For the first time the municipal will give petrol allowance to its revenue staff. Nayak informed that the sub-engineers would get Rs 255 per month as a petrol allowance while Assistant Revenue Inspector would receive Rs 135 per month.
Other significant decisions
The RMC will spend Rs 1,66,43,000 on refurbishment and development of Anupam Garden (now known as Mahavir Park). The garden would be developed like Gandhi Udyan, Nayak said.
The MiC approved the proposal of regularisation of three shikshakarmis. Their regularisation was pending since 2006, Nayak said. The municipal would receive Rs 5.10 crore from the state government as compensation amount for water wastage.
General body meeting before March 15: Shrivastava

The RMC Speaker Sanjay Shrivastava on Tuesday informed that the municipal’s general body meeting will be organised before March 15, 2010. “Already the meeting has been delayed by a month which is violation of Municipal Act,” he said.
Shrivastava had recently written a letter in this regard to the Commissioner Om Prakash Choudhary on which the latter informed that the RMC administration got extension meeting’s date by the state government.
When asked why he did not attend Mayor-in-Council (MiC) meeting that held today at Filter Plant, Shrivastava said he did not receive invitation. This is the first time in the history of RMC that a Speaker was not invited formally to attend the MiC meeting. The BJP corporators alleged that party politics was heavy in the municipal corridors owing to which Shrivastava, who belonged to BJP, was not invited in the MiC meeting.
However, Shrivastava said that he would certainly attend MiC’s future meetings if he would get formal invitation. Terming it a wrong tradition, Shrivastava said the mayor should not adopt double standards.
He indicated that the mayor sought support from all the Congress, BJP and independent corporators for organised development of the city but during significant meetings, she deliberately ignored him.
“Still, I am more concerned about development factors. Since the construction of roads, problem of drinking water and other basic facilities would only be upgraded after constitution of zones, I surmise the general body meeting should have been organised timely,” he said.

When asked whether Speaker Sanjay Shrivastava was invited in the MiC meeting or not, Mayor Kiranmayi Nayak said since it was a confidential meeting, Shrivastava was not invited. However, she added that there would be many more MiC meetings in future in which she might invite Shrivastava.
Yoga training

Directorate of Ayurveda will organise five-day yoga training camp in all the 121 ayurveda villages of the state from March 7, 2010. The directorate has contracted with Patanjali Yog Peeth (Haridwar, Uttranchal) to impart yoga training to the residents of these villages. The training will commence everyday from 5 am. Health and Family Welfare Minister Amar Agrawal will inaugurate this state-wide camp from ayurveda village Gataura (Bilaspur) from on March 7. The officials of directorate informed that the concept of developing 121 ayurveda villages was to promote specific lifestyle in those places on the basis of ayurvedic principles. According to concept, the experts provide information about the significance of locally available forest medicines and their use to the villages. The directorate also conduct regular health awareness camps in these villages and timely work on conservation of additional production of herbs. Yoga training would be part of development programme in these villages, the officials said.
Govt allots food grains for ashram schools, hostels

State government has allotted 2777 MT food grains for March 2010 for the ashram schools and hostels being operated under Tribal Development department. The allotment has been done by the Food and Civil Supplies department. The officials informed that the ashram schools and hostels will get 2677 MT rice and 100 MT wheat and each student will receive 15 kg rice.
The officials further informed that the highest amount of food grains have been allotted to the ashram schools and hostels of Sarguja (Ambikapur) – 276 MT rice & 6 MT wheat, South Bastar (Dantewada) – 213 MT rice & 5 MT wheat, Bijapur – 169 MT rice & 2 MT wheat and Jashpur – 145 MT rice & 4 MT wheat.
Similarly, Raipur district will get 126 MT rice & 21 MT wheat, Dhamtari – 40 MT rice & 2 MT wheat, Mahasamund – 72 MT rice & 6 MT wheat, Bilaspur – 126 MT rice & 6 MT wheat, Janjgir-Champa – 71 MT rice & 2 MT wheat, Korba – 109 MT rice & 5 MT wheat Durg – 70 MT rice & 4 MT wheat, Rajnandgaon – 92 MT rice & 4 MT wheat, Kabeerdham – 76 MT rice & 4 MT wheat, Raigarh – 113 MT rice & 7 MT wheat, North Bastar (Kanker) – 121 MT rice & 5 MT wheat, and Narayanpur – 86 MT rice & 2 MT wheat.
