RMC to ply 100 more tankers

All tankers will be GPS enabled by next week

Raipur, April 22, 2010

The RMC is planning to ply 100 more tankers considering acute water crisis in various wards and sweltering heat in the capital. Presently, the municipal is plying about 125 tankers in the city, but still it registers hundreds of complaints on daily basis regarding insufficient water supply through tankers in several areas. Mayor Kiranmayi Nayak hoped that the additional 100 tankers would solve the problem of water crisis in several areas. “We would ensure that the water-hit regions get ample water by plying more tankers,” she said.
People allege that they do not get tanker facility in their region in spite of submitting applications in the RMC office. They said the municipal should make a transparent policy to ply tankers in the wards and should avoid entertaining those who take benefit of their links with the top civic authorities. “We really feel bad when we see that any specific person get tanker facility just by making a single phone call while we have to make several attempts to obtain similar provision,” they said.
The RMC officials say they were aware about the situation but with the installation of Global Positioning System (GPS) on tankers, the contractors would not be able to benefit any specific person. The GPS enabled tankers would not only check water theft cases but would also keep an eye on water wasting tankers during filling and supplying, the officials added.
The municipal is planning to install GPS device in all the tankers by next week. It is a small device that will remain connected with the satellite system and would instantly locate the tanker’s position through internet. The RMC Commissioner Om Prakash Choudhary has informed about the functioning of GPS device to the officials and employees of Water Works Department.
He hoped that the contractors would not dare to deceive the municipal once the GPS devices would be installed in their tankers. He had sternly directed the officials to impose fine on those contractors who would not ply their tankers to the predetermined areas through ordained routes. Before releasing the payment of the contractors, the RMC would first tally the report prepared by Water Works Department with the detailed report generated by the computer on the basis of daily movements of tankers.
Choudhary has further asked all the contractors to install GPS device in their tankers by next week or else their future payments would be not be released.
Hence the position of tankers would also be monitored by various people including the Mayor, RMC Commissioner, Zone Commissioners, local corporators and relevant officials. Choudhary has asked the officials to prepare a list of people who would be allowed to monitor tankers and to generate separate user ids for each of them. However, the common mass would not have direct access to this system.
Two additional computer operators would be engaged to keep a tab on tankers at Nalghar (which will be Control Room) and Commissioner office.
The RMC’s Information Technology officer Dinesh Jain informed that the cost of one GPS device would be Rs 4950. The municipal had given contract for operation and maintenance of these devices to Delhi-based company - Albireo Telematics Private Limited. He further informed that the cost of the devices would be wholly incurred by the municipal and not by the contractors as there was no mention about such provisions when tenders were invited.
